Landlord won't sign the form I need for address registration

I have a problem with the address registration and I am not sure how to handle it politely. To register at the citizens' office, I need a confirmation form signed by the landlord that we moved in. Our landlord is an elderly man who lives in another city. He has not answered my letter or my two emails, and the deadline for registration is approaching.

We cannot open some accounts or finish my daughter's paperwork without the registration. My husband suggests we simply go to the office and explain. I would prefer to do it correctly.

Has anyone had a landlord who would not or could not sign? What did the office accept, and did you have problems because you registered late?

Aigerim, we had exactly this with a landlord who was travelling for two months. A few things that worked for us, in order:

  • check whether a property management company handles the building. Ours did, and they were allowed to sign the form on the owner's behalf, which nobody had told us
  • phone rather than write. The owner answered on the third call and was happy to sign; he'd simply ignored the post
  • if the deadline is close, go to the office anyway with the rental contract and proof that you asked. In our case they noted it and gave us a short extension to bring the form

Your husband isn't wrong. Going and explaining, with evidence that you tried, is the correct way to do it, not a shortcut. They see this every day.

Our building manager signed it for us. Ask whoever collects the rent.

Same experience as Ahmed. The office was far more relaxed about it than I expected once I showed the emails I'd sent.

Thank you, Ahmed and Viktor. The rent goes to a management company, which I had not considered at all. I have written to them this morning and I will go to the office on Thursday with the emails printed.

Ahmed has covered the practical route really well. For anyone finding this later: the registration deadline, what counts as proof of residence and how an office handles a missing landlord form are set locally, and offices generally distinguish between someone who hasn't tried and someone who has tried and been blocked. Keep copies of every attempt. The Documents section for Germany covers the registration step and what to bring.
