How do you negotiate salary when you don't know the local cost of living yet?

Got an offer and need to respond with a counter, but every "is this a good salary" calculation I try just ends up converting the number back to my home currency, which everyone tells me is the wrong way to think about it. What actually worked for people here?

Did anyone find local salary transparency laws or sites actually gave reliable numbers, or were they mostly noise?

From further down the road: whatever number felt scary to ask for at the time turned out completely reasonable in hindsight. Worth pushing a bit further than feels comfortable.
