Visa-Free Access

Citizens of first-group countries may enter Costa Rica visa-free as tourists for up to 180 calendar days, non-extendable, when the immigration officer grants the full period. This includes most EU/EEA states, the United States, Canada, United Kingdom, Australia, New Zealand, Japan, South Korea, Chile, Argentina, Brazil, Mexico, and many Western nations. Other nationality groups may receive 30 days or require a consular/restricted visa. For the current country list, check DGME and the official Visit Costa Rica entry requirements. Entry requires a machine-readable passport valid for the authorised stay, proof of onward or return travel, and proof of economic means of at least USD $100 per month or partial month of legal stay.

All residency applications in Costa Rica must be submitted in person at the DGME offices in San José (Barrio La Urazal, near the airport). Once an expediente (case file) is opened, you receive a constancia (receipt) proving your pending status — this is your legal right to remain in Costa Rica while your application is processed. Processing times vary widely (2–9 months) and DGME appointments are often booked weeks in advance. Use a licensed Costa Rican immigration lawyer (abogado de migración) for residency applications — the document requirements are complex and errors cause months of delays. The Costa Rican Bar Association (Colegio de Abogados) can verify a lawyer's licence. DGME: migracion.go.cr.

Pensionado Residency

Residencia Pensionado

DGME application fee: USD $250. Legal fees: USD $800–2,000 (recommended). CCSS enrolment: variable monthly assessment based on declared economic capacity.

Duration: 2-year temporary residency, renewable. After 3 years (with renewals), eligible to apply for permanent residency.

Eligibility

Foreign nationals receiving a minimum $1,000/month from a foreign pension (government pension, private pension, social security/disability payments). Pension must be from a recognised government or private pension authority, and the letter confirming it must be authenticated and translated.

Processing time

3–6 months. Once application is accepted (expediente abierto), you have legal immigration status while waiting.

Requirements

💡 Most popular visa category for retirees. No work permit included — you cannot legally work in Costa Rica on a Pensionado visa without a separate work permit. You can however own property, run a business through a corporation, and invest. Must enter Costa Rica at least once a year to maintain residency status.

Rentista Residency

DGME application fee: USD $250. Legal fees: USD $800–2,500.

Duration: 2-year temporary residency, renewable. Eligible for permanent residency after 3 years.

Eligibility

Foreign nationals who can prove passive income of $2,500/month for a minimum of 2 years from a bank, investment, or trust — OR who deposit $60,000 in a Costa Rican-approved financial institution for the duration of residency. Income cannot be from employment.

3–8 months

💡 Less used than Pensionado. Requires demonstrating passive income — investment returns, rental income from abroad, trust distributions. If using the $60,000 deposit route, funds must remain deposited for the duration of the visa and are committed to a Costa Rican institution.

Inversionista Residency

DGME application fee: USD $300. Legal fees: USD $1,500–4,000.

Duration: 3-year temporary residency, renewable. Eligible for permanent residency after 3 years.

Eligibility

Foreign nationals who make a minimum $150,000 investment in a Costa Rican enterprise approved by COMEX (Ministerio de Comercio Exterior) or a qualified real estate project. The investment must be active and maintained throughout the residency period.

4–9 months

Requirements

✓Documentation of investment (corporate documents, property title, investment contract) authenticated by notary
✓COMEX certification of the qualifying investment (for business investments)
✓Bank transfer records showing the investment amount entering Costa Rica
✓Valid passport, birth certificate, police clearances (all apostilled + translated)
✓Business plan or investment description

💡 Investment must be in a legitimate Costa Rican business or qualified real estate project. Many expats use this route in combination with purchasing property. Note: beachfront/maritime zone real estate does not qualify for investment visa purposes. Work is permitted within the invested business.

Family-Based Residency

Residencia por Vínculo Familiar

DGME fee: USD $200–250. Legal fees: USD $600–1,500.

Duration: 2-year temporary, then permanent for spouse of Costa Rican. Direct permanent for children of Costa Rican citizens.

Eligibility

Spouse, registered partner, minor children, or adult dependent children of a Costa Rican citizen or legal permanent resident.

💡 Spouse of a Costa Rican citizen receives work authorisation automatically. Children under 18 of a Costa Rican parent are entitled to Costa Rican citizenship directly through the Registro Civil without a visa process.

Work Permit (Employed)

Permiso de Trabajo por Empleo

DGME fee: USD $200. Significant employer cost in time and documentation.

Duration: 1 year, renewable annually while employed

Eligibility

Foreign nationals offered a specific position by a Costa Rican-registered employer who cannot fill the role locally. Employer must demonstrate no qualified Costa Rican was available.

✓MTSS (Ministerio de Trabajo) authorisation

💡 The most complex and burdensome visa for both employer and employee. Many multinational companies in Free Trade Zones (zonas francas) use this route. Work permits are employer-specific — changing jobs requires a new permit. Alternative: CINDE (Costa Rican Investment Promotion Agency) facilitates permits for foreign executives in priority sectors.

Permanent Residency

DGME fee: USD $300. Legal fees: USD $800–2,000.

Duration: Permanent, renewed every 5 years (DIMEX card)

Eligibility

Available after 3 years of continuous temporary residency (Pensionado, Rentista, Inversionista) OR after 5 years for other categories. Spouses of Costa Rican citizens may qualify sooner. No specific income threshold for permanent residents.

💡 Permanent residents may work in Costa Rica without a separate work permit. Must enter Costa Rica at least once every 3 years to maintain status. Permanent residency is the gateway to eventual citizenship (5 years legal residency total, 3 for spouse of Costa Rican). Costa Rica allows dual citizenship.

Digital Nomad Visa (Rentista Digital)

Digital Nomad

Visa de Trabajador Remoto o Nómada Digital (Ley 9996)

DGME application fee: USD $100. Legal fees: USD $400–1,200. Health insurance: $60–200/month.

Duration: 1 year, with one renewal for one additional year if conditions continue to be met.

Eligibility

Foreign nationals who work remotely for foreign employers or clients and earn at least $3,000/month from foreign sources. Freelancers must demonstrate contracts with foreign clients. Self-employed persons must show evidence of foreign business income. Single with $3,000/month; $1,000 additional per dependent.

Processing time

1–3 months in many straightforward cases, but DGME timing varies by appointment availability, document quality, and follow-up requests.

✓Private health insurance with coverage in Costa Rica (hospitalisation, emergency, minimum $50,000 coverage)

💡 Law 9996 explicitly exempts digital nomads from Costa Rican income tax on foreign-sourced income. You CANNOT work for Costa Rican companies or clients. You may bring spouse and children as dependents with a higher income threshold. Treat this as a stay category, not a guaranteed path to permanent residency; if you want long-term residence, plan a later switch to Pensionado, Rentista, Inversionista, family, or another qualifying category. Health insurance is a hard requirement and DGME verifies it. Popular issuers: INS (state insurer), CIMA International, IMG Global, SafetyWing, and other international plans covering Costa Rica.
