Steps to register:
- 1 Obtain your Maltese ID number / eResidence card from Identità (mandatory before operating as self-employed)
- 2 Register as self-employed (Proprjetarju) with Jobsplus (mandatory)
- 3 Register for income tax and receive a tax number with the Commissioner for Revenue (CFR) at cfr.gov.mt
- 4 Register for Social Security Class 2 contributions with the Department of Social Security (DSS)
- 5 If annual turnover expected above €35,000: register for VAT (18%) with the CFR
- 6 Open a business bank account (recommended — keeps personal and business finances separate)
- 7 Consider setting up a limited company (Ltd) once turnover grows, for liability protection and tax efficiency
Tax registration
Register at cfr.gov.mt (Commissioner for Revenue). Provide ID number, proof of address, and description of business activities. You will receive a tax number and be enrolled in the self-assessment tax system. Annual income tax return (Individual Tax Return) is due 30 June each year. Quarterly provisional tax payments (advance on estimated annual liability) are mandatory for self-employed persons — pay quarterly instalments based on prior year income.
VAT threshold
€35,000 annual turnover (standard VAT registration threshold). Once registered, charge 18% VAT on applicable services and file quarterly VAT returns online via the CFR e-portal. Small Undertaking Scheme available for certain micro-businesses below thresholds.
Invoicing
Invoices must include: your name and address, your VAT number (if registered), the client's VAT number (for B2B), invoice number, invoice date, description of services, amount, VAT amount separately stated, and total. Social security
Self-employed persons pay Class 2 National Insurance contributions at 15% of net profit per year. Minimum contribution (approximately €19.61/week in 2026) is payable regardless of actual profit above the minimum threshold. Maximum cap applies.
