Importing pets to Panama requires AUPSA authorisation and an apostilled health certificate — start 6 weeks before travel
AUPSA (Autoridad Panameña de Seguridad de Alimentos) regulates all live animal imports to Panama. For dogs and cats, the requirements are: ISO 11784/11785 microchip, rabies vaccination administered at least 30 days before entry, a health certificate issued by an accredited veterinarian within 10 days of travel, and the health certificate must be apostilled or consularly legalised by the relevant authority (USDA/APHIS for USA, CFIA for Canada, APHA for UK). Panama also requires a parasite treatment for ticks and fleas documented in the health certificate and administered within 7 days before entry. An AUPSA prior import authorisation must be obtained before travel — this is submitted online via the AUPSA portal. Entry is permitted through Tocumen International Airport (PTY) in Panama City and designated land border crossings. Some dog breeds classified as potentially dangerous in Panama (including Pit Bull types and Rottweilers) may require a special permit.
⚡ Pet detained by AUPSA at Tocumen Airport if documentation is incomplete, apostille is missing, or the import authorisation was not obtained in advance. Quarantine at the owner's expense or forced return to the origin country.
📅 Deadline: Apply for AUPSA import authorisation at least 6 weeks before travel; obtain health certificate within 10 days of departure
✅ Visit the AUPSA website (aupsa.gob.pa) at least 6 weeks before travel to confirm current requirements and submit the import authorisation request. Use a USDA-accredited (or equivalent national-authority) veterinarian for the health certificate. Obtain the apostille on the health certificate through your state or national authority before the certificate expires. Carry all documents in your carry-on luggage — never checked bags.
Waiting too long to get RUC or DGI e-Tax/NIT access
DGI appointments and document requirements can delay invoicing, bank KYC, property transactions and tax filing.
