How to properly exit — protecting your finances, rights and records.
📅 General Timeline
90 days before: consult tax adviser on final returns, notify school (school withdrawal may trigger semester-fee refund deadlines), begin property sale or rental exit process, begin pet export documents if applicable, review residency card and confirm departure plan with immigration lawyer. 60 days before: give formal lease notice in writing, request shipping quotes, notify employer and begin work-permit cancellation process. 30 days before: cancel utilities (per contract notice), begin bank account wind-down or update address, collect medical records and prescriptions, arrange final CSS/SIACAP documentation with employer. 1 week before: photograph rental handover in detail, settle all final invoices, confirm bank account and DGI access will be manageable remotely, back up all Panamanian documents (immigration, tax, CSS, property, insurance) in encrypted cloud and offline storage. Departure day: hand over keys with written receipt, confirm lease deposit return timeline in writing.
Deregistration
Panama has no single universal expat deregistration process. You must close or update each system separately: Servicio Nacional de Migracion (notify if surrendering resident card), DGI/RUC (file final returns, suspend or cancel business obligations), lease notice to landlord, utility cancellations, bank account management, private insurance, school withdrawal, CSS records and vehicle registration transfer or export.
Tax clearance
If you were a Panamanian tax resident, worked locally, invoiced, owned property or had Panamanian investments, consult a contador before departure. File any outstanding annual ISR declarations and monthly ITBMS obligations. Keep DGI e-Tax/NIT access and RUC active until all filings are confirmed. Request a tax-compliance letter from DGI if needed for your home country or next destination. DGI audit window is 5 years — keep records accessible.
Pension portability
CSS (Caja de Seguro Social) pension entitlements earned in Panama are not portable to most home countries — Panama has no totalisation agreements with the US, UK, Canada, Germany, France or Australia. Employees who contributed to CSS should download their CSS/SIACAP contribution records before departing, keep the SIACAP individual account statements and obtain finiquito/liquidacion documents from the employer confirming final payroll and CSS settlement. If you contributed for sufficient years, a future CSS pension may become payable from Panama — retain your NSS number and contact information. SIACAP individual savings account balances may be retrievable even after departure; consult CSS.
Health insurance
Cancel or convert private health insurance only after new coverage in your destination country is active. International expat policies often allow policy conversion or extension for a transition period — contact your insurer at least 60 days before departure. Collect: current prescriptions, vaccination records, chronic-condition summaries, specialist reports and dental records in English. For ongoing treatment, request a referral letter and test results to hand to your next healthcare provider. If using CSS public healthcare as an employee, coverage ends when employment and contributions cease.
Bank account
Keep a Panamanian bank account open if you are expecting: tax refunds, rent deposit return, property sale proceeds, utility refunds, CSS/SIACAP payouts or ongoing Panamanian income. Update your foreign address and contact details with the bank before leaving — some banks freeze or close accounts with outdated KYC after 90-180 days without contact. Transfer remaining funds via international wire or ACH before closing the account. Keep the account closure receipt and final statement. For HSBC and Scotiabank: international transfer before closure is straightforward with online banking. Note: Panamanian banks can have daily wire limits — allow several days for large balances.
Utilities
Give written notice to ENSA (electricity), IDAAN (water), Naturgy/Gas Natural (gas) and internet providers (Cable Onda, Claro, Tigo) according to your contract terms — typically 15-30 days. Request final meter readings and settlement invoices. Confirm building water-tank and generator-fuel accounts are settled with the condo administration. Get receipts for all utility cancellations. If utilities are included in rent, confirm with landlord in writing that all accounts will be cleared on departure.
Rental contract
Most Panamanian leases require 30-60 days written notice of departure or early termination — check your specific lease. Common departure issues: (1) Deposit return: landlord must return deposit within a reasonable period but enforcement is informal — document everything and maintain good communication. (2) Property condition: photograph every room, all furniture and all appliances on departure day with timestamps and send to landlord immediately. (3) Final bills: get written confirmation that electricity, water and building fees are settled before handing over keys. (4) Keys and access cards: return all and get a written receipt. Unresolved deposit disputes can be brought to MIVIOT (Ministerio de Vivienda y Ordenamiento Territorial) but resolution can be slow.
