Steps to register:
- 1 1. Confirm your Iqama (residence permit) profession category permits freelance or independent work — standard employment Iqamas typically restrict work to your sponsoring employer.
- 2 2. Consider obtaining a Freelance Professional Licence (رخصة المهن الحرة) via the Ministry of Human Resources and Social Development (MHRSD — hrsd.gov.sa) — available for selected professions under Vision 2030 reforms in 2026.
- 3 3. Alternatively, establish an LLC via MISA (misa.gov.sa) for full business operations with complete legal clarity — the most reliable route for foreign nationals.
- 4 4. Register for a commercial registration (سجل تجاري / Sijil Tijari) with the Ministry of Commerce (mc.gov.sa) for your entity.
- 5 5. Register for VAT (ضريبة القيمة المضافة) via ZATCA (zatca.gov.sa) if anticipated taxable turnover exceeds SAR 375,000/year.

Tax registration
ZATCA (Zakat, Tax and Customs Authority) at zatca.gov.sa. Register for VAT (mandatory above SAR 375,000 annual taxable turnover; voluntary from SAR 187,500). Corporate income tax (20%) applies to the foreign-owned portion of profits in LLCs with non-GCC shareholders. Saudi national shareholders pay Zakat (2.5% on net assets) instead of corporate income tax. Zero personal income tax for all employees regardless of nationality.
VAT threshold
SAR 375,000 annual taxable turnover triggers mandatory VAT registration at 15%. Voluntary registration available from SAR 187,500 — register early to claim input VAT on business setup costs. VAT returns filed monthly (for large taxpayers) or quarterly via ZATCA portal.
Invoicing
All B2B invoices must comply with Fatoorah (ZATCA e-invoicing) requirements from 2025–26. Invoices must include: seller Tax Registration Number (TRN), buyer TRN (for B2B), itemised goods/services with 15% VAT breakdown, date, sequential invoice number, and ZATCA-certified QR code. Invoices must be in Arabic or bilingual Arabic/English. Non-compliant invoices result in penalties up to SAR 10,000 per violation.
Social security
GOSI (General Organisation for Social Insurance — gosi.gov.sa): Saudi national employees pay 9% employee contribution + employer pays 9% employer contribution on wages, plus 2% occupational hazard (employer only). Expat employees: only 2% occupational hazard applies (employer pays; no employee GOSI contribution). Expat business owners do not pay GOSI on their own account. Expat employees must also pay a dependent levy (SAR 100/dependent/month) unless employer covers it.
💡 Saudi Arabia is actively encouraging entrepreneurship under Vision 2030. MISA offers streamlined business registration with significantly reduced bureaucracy compared to pre-2016. Foreign investors can own 100% of businesses in most sectors without a Saudi partner since 2021 — a major structural change. Restricted sectors requiring Saudi partnership include defence manufacturing, media broadcasting, certain financial services and land transport. No personal income tax means the gross salary equals net take-home pay for all employees.
