2026 Annual Changes — China
Updated thresholds, benefits, and regulatory changes effective this year.
China policy changes are frequent and city-specific. National IIT brackets and rates are unchanged since the 2018 reform. Social insurance and housing fund contribution base floors and ceilings update annually by city — typically in July — and vary significantly between Beijing, Shanghai, Shenzhen, and other cities. Visa-free access expanded significantly in 2024–2025. Expats should re-check immigration, tax, social insurance, and foreign-exchange rules each January and before contract renewal.

For China, the national rule is only half the story — the city bureau interpretation determines practice. Beijing advice can differ from Shanghai practice, and a district counter may require a document that national guidance never mentions. Social insurance and housing fund contribution bases update city-by-city around July each year: ask HR for a before/after net salary comparison rather than waiting for the payslip. IIT brackets have been unchanged since the 2019 reform; the standard personal deduction remains CNY 5,000/month.
