Expats do not typically register with the public employment service — it primarily serves Egyptian nationals. Work permits for foreigners are processed through the Ministry of Manpower, but the employer (not the employee) initiates and manages this process. Employers must first advertise the position and demonstrate no qualified Egyptian is available.

💼 Work Permits
EU citizens have no special preferential treatment in Egypt — unlike within the EU. All foreign nationals (including EU) require a work permit to work legally in Egypt. The employer must apply to the Ministry of Manpower, demonstrate that no qualified Egyptian is available for the role, and sponsor the work permit. This typically takes 4–8 weeks and costs EGP 5,000–15,000 in fees. Work permits are tied to the specific employer.
Non-EU nationals follow the same work permit process as EU citizens. The employer sponsors the work permit application at the Ministry of Manpower. Requirements: employment contract, educational credentials (legalised), police clearance certificate, medical fitness certificate, company registration documents, and proof no Egyptian can fill the role. After approval, a residence permit (Iqama) from the Passport and Immigration Authority follows. Annual renewal required. Overstaying or working without a permit is a deportable offence.
Egypt does not have an EU Blue Card equivalent. The work permit system is the only pathway for legal employment. Free zone companies (Nasr City Free Zone, 10th of Ramadan, GAFI zones) have somewhat simplified procedures and may offer tax incentives, but the work permit process itself is similar.
There is no official digital nomad or freelancer visa in Egypt as of 2026. Digital nomads typically use a tourist e-visa (extendable) and work remotely for foreign clients without engaging the Egyptian tax or work permit system. Technically, earning Egyptian-source income without a work permit is not permitted. For sustained Egypt-based freelance work with Egyptian clients, a commercial registration or company setup is the proper route.
