Eligibility
Permanent residency in the Maldives is available only to: (1) Foreigners who have invested a minimum of USD 250,000 in the Maldivian economy and maintained the investment for at least 3 years; (2) Spouses of Maldivian citizens after 3+ years of marriage and verified residence; (3) Individuals granted residency by Presidential Decree in exceptional circumstances. There is NO general long-term residency pathway for ordinary foreign workers — annual work visa renewal is the standard mechanism for long-term stay.

Permanent residency through investment (PR) is relatively new and rarely granted in practice. The vast majority of long-term foreign residents remain on annually renewed work visas tied to their employer. There is no points-based or contribution-based pathway to PR for workers. Expats should not plan their Maldives career expecting a PR pathway — plan for annual renewals indefinitely.

Eligibility
Naturalisation as a Maldivian citizen is constitutionally restricted to Muslims only. Article 9 of the 2008 Constitution states: "A non-Muslim may not become a citizen of the Maldives." The standard route requires 12 years of continuous lawful residence, Dhivehi language proficiency, knowledge of the Maldivian Constitution, and no record of political offences, Hudud crimes or unlawful drug involvement. Foreign Muslims married to Maldivian citizens may benefit from a reduced residence timeline — 7 years of marriage is recognised as a qualifying factor. Non-Muslims cannot naturalise under any circumstances.

The Maldives launched the Pearl Residency investment programme in 2026, offering a 5-year renewable residency permit to foreign nationals who invest a minimum of USD 250,000 in approved Maldivian sectors. This programme provides long-term residence rights but does not create a pathway to citizenship due to the constitutional Muslim-only restriction.

Dual citizenship is not allowed — The Maldives does not permit dual citizenship. Any foreigner who obtains Maldivian citizenship must renounce their previous nationality. Conversely, a Maldivian citizen who naturalises in another country automatically loses Maldivian citizenship. Given the constitutional Muslim-only restriction on naturalisation, dual citizenship is relevant only to an extremely small number of cases.
