Xpat — Foreign Worker Permit System

Foreign workers cannot independently register for jobs — all foreign employment must be arranged through an employer who applies for Employment Approval (EA) via the Xpat online portal. The Ministry of Homeland Security and Technology processes work permits; workers apply for a work visa within 15 days of arrival. Employers must update biometric records and work-site registrations as required.

EU Citizens

EU citizens have no preferential treatment in the Maldives — all foreign nationals require Employment Approval regardless of nationality. EU citizens follow the same process as all other foreign workers: employer obtains EA via the Xpat portal (xpat.egov.mv) before work begins.

Non-EU Citizens

All foreign nationals require Employment Approval (EA) obtained by their employer via the Xpat online system (xpat.egov.mv). Process: (1) Employer submits EA application with job details, quota availability, and justification; (2) Ministry of Homeland Security and Technology approves EA (2–8 weeks); (3) Worker obtains work visa within 15 days of arrival. Cost to employer: MVR 3,000–10,000 depending on sector and quota category.

EU Blue Card

The Maldives has no EU Blue Card equivalent.

Freelancer Visa

No formal freelancer or digital nomad visa exists. The Maldives introduced a "Work From Maldives" scheme (2022) that allows remote workers to stay for up to 1 year while working for non-Maldivian employers. Cost: USD 840/year. Applicants must show USD 3,500/month income from a foreign source. Income earned outside the Maldives is not subject to Maldivian tax.

Typical hours Standard government hours: Sunday–Thursday 08:00–14:00. Private sector: Sunday–Thursday 08:00–17:00 or 09:00–18:00. Resort staff work shift patterns (typically 6 days on, 1 day off, or 2-week rotations). The weekend is Friday–Saturday in most private companies (or Thursday–Friday in some government-adjacent sectors).

Annual leave 30 days annual leave per year (minimum per Employment Act 2008). Resort staff often receive less effective leave due to shift patterns — check your contract carefully. Public holidays are in addition to annual leave.

Sick leave Up to 30 days paid sick leave per year under the Employment Act. A medical certificate from a registered medical facility is required for sick leave of more than 2 days.

Trial period Probationary period: typically 3–6 months. Employment Act allows termination during probation with shorter notice. Confirm exact terms in your individual contract.

Notice period Minimum 30 days notice for either party after probation. Senior or managerial roles often have 60–90 day notice periods contractually. Check your specific contract.

Salary range Resort management (F&B Manager, Front Office Manager): USD 1,500–4,000/month + accommodation. Dive instructor: USD 800–2,000/month + accommodation. Teacher (international school): USD 1,500–3,500/month + housing allowance. IT professional: USD 1,200–3,000/month. Healthcare (nurse/doctor): USD 2,000–6,000/month. Note: accommodation and flights are commonly included in resort packages, significantly boosting effective compensation.

Pay frequency Monthly. Salaries typically paid by the 25th–30th of the month. Resort staff may receive their pay on a different schedule — check your contract.
