👶 Childcare & Kindergarten

IMSS (Instituto Mexicano del Seguro Social) operates a national network of guarderías for children of formally employed, IMSS-insured workers. Parents pay no direct fee; the employer's IMSS contributions fund the service. Informal workers and self-employed are not eligible.

Submit online at imss.gob.mx or at your local IMSS Subdelegación. Required: IMSS number, child's birth certificate, vaccination record, medical fitness certificate, and parent/guardian ID.

⏱️ Register with IMSS as soon as employment begins. Spaces in Mexico City, Guadalajara, and Monterrey fill quickly — apply before the child turns 3 months old. IMSS also contracts private "guarderías participantes" when its own centres are at capacity.

No federal subsidy for private daycare. Some state governments and larger employers provide childcare vouchers or nursery allowances — check with your HR department.

Contact nursery directly. Typical documents: birth certificate, vaccination record (Cartilla Nacional de Salud), medical certificate, and proof of address. Private nurseries operate independently of SEP for under-3s.

⏱️ In expat hubs (Polanco, Condesa, Santa Fe in CDMX; San Pedro Garza García in Monterrey; Zapopan in Guadalajara), quality private nurseries operate long waiting lists. Visit in person and reserve a place 3–6 months ahead of need.

Jardín de niños (public preschool) Free at public SEP schools

Age: 3–5 years (Preescolar grades 1–3)

Public preschool is part of the free basic education mandate. No fees apply. Private preschools charge MXN 5,000–25,000+/month.

Pre-register online at sep.gob.mx during the preinscripción period (typically January–February). Required: CURP of child (can be obtained free at gob.mx), birth certificate, proof of address, and parent/guardian ID. Foreign children need passport and current visa.

⏱️ Pre-registration (preinscripción) for public preschool opens annually in January–February through the SEP online portal (sep.gob.mx). Register as soon as the window opens — priority is given by zone of residence.

Primaria

Ages: 6–12 (grades 1–6) · Language: Spanish

Register at the nearest SEP-zone school during the January–February preinscripción period (or at any time as a new arrival). Required: CURP, birth certificate, proof of address, vaccination record (Cartilla Nacional de Salud), and prior school certificate (if transferring). Foreign children need passport and visa copy; prior-year certificates may need apostille and official SEP recognition (revalidación de estudios).

All public basic education (primaria through preparatoria) is free and constitutionally guaranteed. Public primarias teach in Spanish. Expats in Mexico City, Guadalajara, Monterrey, Querétaro, Mérida, and Puebla typically use private bilingual or international schools for English-medium instruction. The SEP's New Mexican School (NEM) framework, introduced 2022–2023, replaced the previous curriculum.

Public secondary school (lower and upper) Free

Secundaria (grades 7–9) / Preparatoria or Bachillerato (grades 10–12)

Ages: 12–18 · Language: Spanish

Secundaria (lower secondary, ages 12–15): enroll at local school with primaria completion certificate (certificado de primaria). Preparatoria/Bachillerato (upper secondary, ages 15–18): competitive entrance exam (concurso de ingreso) required for UNAM's Colegio de Ciencias y Humanidades (CCH) or Escuela Nacional Preparatoria (ENP); IPN has its own COMIPEMS exam in Mexico City. Foreign transcripts require apostille and official SEP revalidation before equivalency is confirmed.

Both secundaria and preparatoria are compulsory under the 2012 constitutional reform. Tracks include general academic (bachillerato general), technical-vocational (CETIS, CBTIS, CONALEP), and the private/international sector. Foreign national-leaving certificates (International Baccalaureate, A Levels, US diploma) are recognised by many private Mexican universities without revalidation.

International Schools

Mexico has a large and well-established international school sector, concentrated in Mexico City (Polanco, Lomas, Santa Fe, Interlomas), Guadalajara (Zapopan), Monterrey (San Pedro Garza García), Querétaro, Mérida, Puebla, San Miguel de Allende, and coastal tourist hubs. Curriculum types include IB (Primary Years, Middle Years, and Diploma), US (AP-aligned), British (IGCSE and A Level), Canadian, French (Lycée Franco-Mexicain in CDMX), German (Colegio Alemán), Montessori, and Mexican bilingual. 2026 annual tuition: IB continuum schools MXN 480,000–640,000; American curriculum MXN 380,000–560,000; British curriculum MXN 360,000–520,000; bilingual MXN 160,000–300,000. Budget separately for a non-refundable inscription fee (one to two months of tuition), an annual capital/building fund (MXN 15,000–60,000), uniforms (MXN 8,000–15,000/year), and school-bus transport (MXN 30,000–65,000/year). Apply 6–12 months ahead for Mexico City and Monterrey schools. Confirm SEP incorporation and international accreditation status before signing.

University

Tuition fee

Public universities: constitutionally mandated free education means UNAM, IPN, and state universities charge only a nominal annual inscription fee (UNAM ~MXN 2,000/year for Mexican-resident students; international students as visiting/exchange students pay ~USD 250/semester plus USD 275 per course). Private universities: MXN 80,000–300,000+/year (Tecnológico de Monterrey at the high end), with additional laboratory, library, and activity fees.

Semester fee

No semester transport-ticket system (German Semesterticket model does not exist in Mexico). Public universities charge a nominal annual inscription/registration fee (~MXN 2,000 at UNAM). Private universities add per-semester laboratory, library, sports, and technology fees of MXN 5,000–20,000/semester on top of tuition.

Student visa

Stays over 180 days: Residente Temporal Estudiante visa required. Apply in person at a Mexican consulate or embassy before travelling, with an acceptance letter from a SEP-registered institution and proof of sufficient funds (~MXN 20,000/month). After arrival, exchange the visa sticker for a Tarjeta de Residencia Temporal Estudiante at the local INM (Instituto Nacional de Migración) office within 30 days. Card validity: 1 year initially, renewable for 1–3 years. Students may not work on this status without a separate INM authorisation.

Health insurance

No public student health scheme covers international students at Mexican universities. International students must hold private major-medical insurance covering accidents, illness, hospitalisation, COVID-19, and repatriation of remains — this is an INM and university requirement. UNAM confirms insurance validity at enrolment. Estimated cost: MXN 10,000–25,000/year for comprehensive expat health cover.

Application process

Public universities use institution-specific entrance exams. In Mexico City the main route is the COMIPEMS exam (for upper-secondary) and separate undergraduate exams for each autonomous university. UNAM requires a Spanish language certificate at B2 CEFR minimum for non-native speakers; apply through unaminternacional.unam.mx. Foreign secondary and undergraduate certificates must be apostilled and officially translated into Spanish; apply for SEP equivalency (equivalencia) or revalidation (revalidación) as required. Private universities have rolling admissions with application by document submission and interview.

CEPE is widely regarded as the gold standard for Spanish instruction in Mexico and is accessible to non-UNAM students. Online and in-person formats available. Campuses in UNAM Ciudad Universitaria (CDMX) and San Antonio Abad. Certificates are recognised internationally.

Spanish language courses — private schools

Provider: Private language institutes (Instituto Cervantes-affiliated schools, Berlitz, local academies in Oaxaca, Guanajuato, San Cristóbal de las Casas) · Duration: Flexible; from single sessions to full-semester courses · Levels: A1–C1 (CEFR); varies by school

No mandatory integration language course exists in Mexico for foreign residents. Spanish acquisition is strongly recommended for daily life, bureaucracy, and healthcare. Private tutors via italki, Preply, or local referrals are a cost-effective option.

Mexican Sign Language (LSM) courses

Varies; often low-cost or free at public centres

Relevant for families with deaf or hearing-impaired children; LSM (Lengua de Señas Mexicana) is the recognised national sign language.
