Social Security in Montenegro
Benefits, contributions, and how the system works for expats.
Montenegro operates a contributory social insurance system covering pensions, health, and unemployment, plus means-tested social welfare administered by Centres for Social Work. Following the Europe Now reforms (2022–2023), employee health contributions were abolished and health is now state budget-funded. Expats access benefits through lawful residence, payroll registration, and accrued contribution records. The Pension and Disability Insurance Fund (Fond PIO) and the Health Insurance Fund (HZZO) are the two main quasi-governmental bodies. Montenegro's average gross wage was EUR1,228/month in January 2026; minimum wage EUR600 (standard sectors) or EUR800 (public sector/collective agreements). Pension spending accounts for roughly 10% of GDP — the system is mature but faces demographic pressure as Montenegro prepares for EU accession.
JMBG (Unique Master Citizen Number) / PIB (Tax Identification Number)
Jedinstveni maticni broj gradjanina (JMBG) / Poreski identifikacioni broj (PIB)
Foreign nationals register at the Ministry of Interior (MUP) for a JMBG when obtaining a temporary or permanent residence permit. The PIB is issued automatically by the Revenue and Customs Administration (Poreska uprava) when the individual registers for tax purposes — usually triggered by employment registration or company formation. Employers must register new employees with the Pension Fund (Fond PIO) and Health Insurance Fund (HZZO) within 8 days of the employment start date using the M form series (M-1/M-4). Freelancers and entrepreneurs register directly with Poreska uprava.

Old-age pension (starosna penzija)

Contributory state pension paid monthly by Fond PIO based on insured service length and recorded salary history. Calculated using a points-based formula: pension points × point value × service coefficient.
Standard retirement: age 67 (men and women, phased in by 2030 under reform). Early retirement available from age 62 with at least 40 years of insured service (reduced pension applies). Non-EU foreigners who contributed during lawful employment qualify on the same basis as citizens. Minimum 15 years of insured service required for any pension entitlement.
Apply at Fond PIO (Fond za penzijsko i invalidsko osiguranje Crne Gore) with: JMBG/identity document, complete work-history/insured-service record (Izvod iz matične evidencije osiguranika), proof of prior foreign employment if seeking totalization, and bank account details. Applications processed within 60 days.
Disability pension (invalidska penzija)

Pension payable if a medical board (Komisija za ocjenu radne sposobnosti) certifies a total or qualifying partial loss of working capacity caused by occupational or general illness/injury.
Medical certification of qualifying disability; minimum 5 years of insured service for general illness (no minimum for occupational injury). Foreigners with valid work permits and contribution records qualify.
Submit disability claim to Fond PIO with: medical documentation, occupational-health assessment if workplace-related, employment/contribution records. Fond PIO arranges the medical-board review. Process typically 3–6 months.
Unemployment benefit (naknada za nezaposlene)

Temporary cash benefit for employees who lose their job involuntarily (dismissal, redundancy, employer insolvency). Paid by the Employment Agency of Montenegro (Zavod za zaposljavanje).
Involuntary job loss; minimum 9 months of insured employment in the 18 months preceding the claim; registered unemployed at the Employment Agency within 30 days of the last day of employment; valid residence/work permit (foreigners); not engaging in any employment or self-employment during the benefit period.
Register at the nearest branch of the Employment Agency of Montenegro (Zavod za zaposljavanje) within 30 days of job loss. Bring: identity document, record of employment termination (otkazno rješenje or employer confirmation), bank account details, and JMBG. The agency will schedule an interview and activation plan.
Health insurance (zdravstveno osiguranje)

Coverage for primary care, specialist consultations, hospitalization, and prescription medicines through the public health network (Dom zdravlja clinics, hospitals). No longer a separate employee payroll deduction — funded through the state budget since the Europe Now 1 reform (2022). Employers register employees with HZZO within 8 days of employment start.
Employed workers registered by their employer; self-employed registered with Poreska uprava; qualifying family members (spouse, dependent children) registered as dependents; pensioners; registered unemployed. Foreign nationals with a valid residence permit are eligible on the same basis as citizens once registered.
Employer submits M-1 form to HZZO within 8 days of hire. Worker receives a health insurance card (zdravstvena knjizica or electronic equivalent). Self-employed register directly. Family dependents are added at the local HZZO office.
Maternity and parental leave compensation

Income replacement paid to qualifying insured mothers (and in some cases fathers/adoptive parents) during leave following childbirth or adoption.
Employee with an active employment contract and a minimum 6 months of insured employment before the leave start date. Self-employed and entrepreneurs may also qualify under specific conditions. Valid residence permit for foreign nationals.
Submit application through the employer to the relevant Social Welfare Centre (Centar za socijalni rad) or, in some cases, directly to the Ministry of Finance/labour ministry channel. Required documents: maternity/birth certificate, proof of employment, last 12 pay slips, JMBG, and bank account details. Processing typically 4–6 weeks.
Social assistance (materijalno obezbjedjenje)

Means-tested cash benefit for households below the defined minimum income threshold, administered by the Centre for Social Work (Centar za socijalni rad) in each municipality.
Household income and assets below the legal threshold; lawful residence in Montenegro (foreign nationals must hold a valid permit); active job-seeking registration if any adult member is of working age; must not own real estate above basic housing needs. Non-EU expats face additional documentation requirements — the system is designed primarily for citizens and long-term legal residents.
Apply at the local Centar za socijalni rad. Required: residence proof, JMBG for all household members, income/asset declarations, employment/pension documents for all adults. Decision within 30 days.

Monthly allowance for families with dependent children below age 15 (or 18 if in secondary education), means-tested on household income. Separate from maternity compensation.
Child resident in Montenegro; at least one parent legally resident and registered; household income below the threshold. Foreign-national parents need valid residence permits and child's JMBG.
Apply at Centar za socijalni rad with: child's birth certificate, JMBG, residence confirmation, household income documents, and school enrollment proof (for 15–18 year olds).
Contribution Overview
Under the Europe Now reform framework active since 2022, Montenegro's payroll deductions are: Employee PIO 15% + unemployment 0.5% = 15.5% of gross. Employer PIO 5.5% + unemployment 0.5% = 6% of gross. Health insurance contributions were abolished — the state budget funds public healthcare directly. Total payroll tax burden (employee + employer combined) is 21.5% of gross — among the lowest in the Western Balkans. Self-employed and single-member LLCs (DOO) pay PIO contributions on a minimum declared income base set annually by Poreska uprava; the rate is the same 15% + 5.5% (they pay both sides). Employers must pay contributions and salary to the same bank account on the same day by the end of the calendar month.
International Social Security Agreements
Montenegro maintains social-security totalization agreements with: Austria, Belgium, Bosnia and Herzegovina, Bulgaria, Canada, Croatia, Czech Republic, France, Germany, Hungary, Italy, Libya, Luxembourg, Netherlands, North Macedonia, Poland, Romania, Serbia, Slovakia, Slovenia, Sweden, Switzerland, and the United Kingdom (inherited or independently ratified). These agreements allow pension service periods worked in both countries to be aggregated for eligibility (though the pension itself is paid pro-rata by each country). Healthcare rights during temporary stays in treaty countries vary — check the specific agreement. EU accession will eventually bring Montenegro under the EU social-security coordination regulation (EC 883/2004) for all EU member-state nationals.
The most common expat mistakes: (1) assuming residence automatically equals welfare access — benefits flow from contributions and registration; (2) working for cash without proper employer registration, creating gaps in the PIO and HZZO records; (3) not checking the PIO record annually — unregistered periods cannot be claimed at retirement; (4) confusing the digital-nomad residence stamp with full social insurance enrollment — digital nomads who are not locally employed or registered as self-employed typically access social security in their home country, not Montenegro. Always obtain a signed M-1 registration confirmation from your employer within the first week of employment.
