Consumer protection in North Macedonia is governed by the Law on Consumer Protection (Закон за заштита на потрошувачите), which aligns with EU consumer directives as part of the EU accession process. The State Market Inspectorate (Државен пазарен инспекторат — dpi.gov.mk) is the main enforcement body for market surveillance and consumer complaints. Sector regulators: AEK (Agency for Electronic Communications — aek.mk) for telecoms and internet; NBM (National Bank of North Macedonia — nbrm.mk) for banking and payment services. Practical enforcement is improving but weaker than in EU member states — written evidence and persistence are essential.
Right of withdrawal (Widerrufsrecht)
For distance and off-premises contracts (online purchases, telephone sales, door-to-door), North Macedonia's consumer law provides a 14-day right of withdrawal aligned with EU Consumer Rights Directive standards adopted as part of EU accession. The 14-day period starts from the day of delivery for goods, or from contract conclusion for services. No reason is required. Notify the seller in writing (email is sufficient) within 14 days. For in-store purchases, returns depend on the seller's stated policy unless the goods are defective. Always inspect goods before leaving the shop.
Contract cancellation
Service contracts (telecom, internet, gym, school) are governed by the written contract terms. Telecom contracts (A1 Македонија, T-Mobile/ТЕЛЕКОМ): typically 12–24 month minimum terms with early termination fees; month-to-month plans can be cancelled with 30 days written notice. Cancel in writing and request written confirmation. Number portability is available — contact your new operator to initiate the porting process.
Auto-renewal clauses in service contracts must be clearly disclosed. Set calendar reminders before annual contract renewal dates and give written cancellation notice before the deadline. Request written confirmation. Mobile subscription plans and insurance policies commonly auto-renew annually — check billing statements and diarise renewal dates.
Debt collection — response deadlines
Informal reminders: Creditors typically contact by phone, email, and written letter before formal action. Do not ignore Macedonian-language notices — even if you do not read Macedonian, they may contain important deadlines. Seek translation immediately.
Court order: Formal debt recovery in North Macedonia proceeds through the Basic Court (Основен суд). Creditors may obtain a notarial enforcement order (нотарски исправи) for uncontested documented debts — these can be enforced without a full court hearing. Bank accounts and wages can be garnished through enforcement.
Response deadline: Respond to formal notarial or court documents within the deadline stated (typically 8–15 days). Ignoring enforcement documents can result in immediate bank account seizure. Seek legal advice from a North Macedonian lawyer (advocate) if you receive any formal enforcement or court papers.
