North Macedonia operates a profession-specific recognition system governed by the Law on Recognition of Qualifications. The Ministry of Education and Science (MES) oversees academic and professional recognition through its Information Centre for Equalization and Recognition of Foreign Higher Educational Qualifications — also the national ENIC-NARIC centre (CARM). Qualifications from institutions ranked in the top 50 of ARWU, US News, or Times Higher Education are automatically recognised. The Minister of Education and Science has 60 days from receipt of complete documentation to issue a recognition decision. North Macedonia is an EU candidate country, meaning EU professional-recognition directives increasingly inform domestic practice.
Regulated Professions
Process: Submit apostilled diploma and transcript, official Macedonian translation by a court-authorised translator, licence/good-standing certificate from home country, identity documents, and applicable fees to the relevant professional chamber or MES. Lawyers must also pass the Bar Examination administered by the Bar Association of North Macedonia. Healthcare professionals register with the Medical Chamber after receiving MES recognition. Engineers and architects apply to the Chamber of Authorised Architects and Engineers (KAING — kaing.mk) after academic recognition.

Document Rules
Apostille: North Macedonia is a Hague Apostille Convention member (HCCH member since 1993). All foreign public documents (diplomas, transcripts, birth certificates, criminal records) from Hague-member countries must bear an apostille before submission to North Macedonian authorities.
Legalisation: For documents from non-Hague countries, full consular legalisation is required: authentication by the issuing country's competent authority and Ministry of Foreign Affairs, then legalisation by North Macedonia's Embassy or Consulate in that country.
Sworn translation: All non-Macedonian documents must be accompanied by a sworn translation into Macedonian by a court-authorised translator (судски преведувач — "sudski preveduvač") registered with Macedonian courts. Albanian translation may also be accepted in officially bilingual municipalities. Untranslated documents will not be accepted.
