📅 General Timeline
3–6 months ideal lead time for a planned departure: Month 3–6 before departure: give notice on rental contract; begin tax preparation for partial-year return. Month 2 before: notify employer, energy providers, telecoms, bank, mutuality. Month 1 before: deregister at commune; cancel subscriptions; forward post. Departure week: return Belgian eID, give final meter readings, check all direct debits are cancelled. After departure: file final Belgian tax return for the departure year (deadline: end of June for online). Monitor Belgian bank account for any outstanding payments or refunds.
Deregistration
You must notify your commune of your departure (uitschrijving / radiation) before or when you leave Belgium. Visit the commune's population office (bevolkingsdienst / service de la population) with your eID card. Your Belgian address registration will be cancelled. Your eID card will be invalidated — return it to the commune or destroy it. For EU citizens: present your EU registration certificate for cancellation. For non-EU residents: your residence permit (verblijfstitel) must be returned.
Tax clearance
You remain obligated to file a Belgian income tax return for the year of departure (a partial-year return covering your period of Belgian residence). Ensure you file via Tax-on-web (myminfin.be) for the year of departure. If you have had the expat tax regime, this must be formally terminated. Notify SPF Finances of your new address abroad. Withholding tax (bedrijfsvoorheffing) deducted by your Belgian employer should be reconciled in the final return — you may be due a refund. Bank accounts with Belgian taxable income must be closed or the interest declared.
Pension portability
Belgian pension rights accumulated are preserved and cannot be cancelled. You can leave without collecting them — they grow and are payable at Belgian retirement age. Request an overview at MyPension.be before departing. Under EU coordination rules (Regulation 883/2004), pension periods in Belgium plus EU countries are totalized. Belgium has bilateral social security agreements with USA, Canada, Australia, Japan, and others — check portability at socialsecurity.be.
Health insurance
Your compulsory Belgian health insurance (via mutuality) ends when you deregister from Belgium. Notify your mutuality of your departure date. If moving to another EU country: request an S1 form (for employed persons posted abroad) or simply join the new country's health system. If you have outstanding medical bills or ongoing treatment: settle all invoices before leaving. Your EHIC card (European Health Insurance Card) remains valid until expiry for temporary stays.
Bank account
You may generally keep a Belgian bank account after departing as a non-resident (useful for pension payments, property income). Notify your bank of your change of address and tax residency. Belgian banks must report foreign account holders' interest under FATCA (for US persons) and CRS (common reporting standard). If you no longer need the account, close it formally and request the outstanding balance by international transfer. Neobank accounts (Wise, Revolut) are easy to keep as they are not address-dependent.
Utilities
Give notice to your energy provider (minimum 1 month). Read final energy meters on departure day and send photos to the provider. Settle the final bill after annual reconciliation. Cancel your internet and TV subscription by registered letter — telecoms providers must release you within the legal 2-month maximum notice period. Forward or cancel your postal address via bpost.
Rental contract
Give written notice by registered letter (aangetekende brief / lettre recommandée) according to your contract terms (typically 3 months for a standard Belgian residential lease). Arrange the final inspection (plaatsbeschrijving uitgang / état des lieux de sortie) with your landlord. The deposit is typically returned within 1–2 months of the final inspection — ensure your new bank account abroad can receive international SEPA transfers. Report any disputes to the justice of the peace (vredegerecht) before leaving.
