SEDEM — Servicio Plurinacional de Empleo

SEDEM / Ministerio de Trabajo

Register at the Ministerio de Trabajo office in your department. Employers must register foreign worker requests through SEDEM before hiring foreigners. Foreign applicants must have a valid residency permit before applying for formal employment.

Expat eligibility: Foreigners with temporary or permanent residency can work. Employers must obtain Autorización de Trabajo from Ministerio de Trabajo for each foreign hire. Tourist visa holders cannot work legally. Bolivia mandates that foreigners cannot exceed 15% of a company's total workforce (Código Laboral Art. 9).

EU Citizens

EU citizens have no special advantage in Bolivia — all foreigners require an Autorización de Trabajo from the Ministerio de Trabajo if employed by a Bolivian entity. Treaty with EU/Mercosur does not provide reciprocal work rights.

Non-EU Citizens

Mercosur nationals (Argentina, Brazil, Paraguay, Uruguay, Chile) have facilitated residency under the Residencia Mercosur Agreement — eligible for temporary residence card within 90 days. All other nationalities must obtain a residency permit and then an Autorización de Trabajo. Process typically takes 3–6 months.

EU Blue Card

Bolivia has no Blue Card or equivalent skilled worker fast-track. The standard work authorisation applies to all skilled workers regardless of salary.

Freelancer Visa

No formal freelance or digital nomad visa. Foreigners earning foreign-source income while residing in Bolivia on a tourist or residency visa are not required to register with SIN (Bolivian tax authority) unless they earn income from Bolivian sources. Freelancers providing services to Bolivian clients must register with SIN and pay IT (3%) on transactions.

⏱️ Work Culture

Typical hours 08:00–12:00 and 14:00–18:00 Monday–Friday. Many government offices and businesses observe a 2-hour lunch break. Total: 40 hours/week. Some private sector offices work continuous 08:00–17:00.

Annual leave 15 days per year (minimum) after 1 year of service. Increases by 1 day for each additional year to a maximum of 30 days. Plus 15+ public holidays.

Sick leave Subsidio de incapacidad laboral: first 3 days employer-paid, from day 4 the CNS (Caja Nacional de Salud) pays 75% of salary up to 26 weeks. Medical certificate required from day 1.

Trial period 3 months probation (período de prueba) — either party can terminate without cause or severance. Must be stated in the written employment contract.

Notice period 90 days for employees with more than 1 year of service (Preaviso). Or equivalent salary payment in lieu. 30 days for first year employees.

Salary range Salario Mínimo Nacional 2026: Bs.3,300/month (~USD 474, Supreme Decree 5516, effective January 1 — a 20% increase on 2025). Professional salaries: USD 500–2,000/month. Multinational/NGO senior roles: USD 2,000–5,000/month. English teachers: USD 400–800/month.

Pay frequency Monthly (mensual). Aguinaldo (13th-month bonus) paid by 25 November each year — mandatory. Second aguinaldo (14th month "Esfuerzo Boliviano") paid if GDP growth exceeds 4.5% — has been paid most years since 2013.

List education (most recent first), work experience, skills. Typically 1–2 pages. Avoid overly designed formats — simple Word or PDF preferred by most Bolivian HR departments.

Cover letter: Expected

Language: Spanish is essential for virtually all local employment. Intermediate Spanish (B1+) required for most professional roles. English is a significant advantage for NGO, multinational, and teaching roles. Some Cochabamba and La Paz firms seek Quechua/Aymara speakers for community roles.

Interviews: Formal and respectful. Address interviewers as "usted". Dress conservatively. Interviews often start 10–15 minutes late — do not be offended. Be prepared to discuss salary directly. References are important — provide 2–3 professional contacts.
