SPID (Sistema Pubblico di Identità Digitale)

SPID is Italy's national digital identity system. A single SPID account (username + password + OTP) gives access to over 5,000 public administration portals — INPS, Agenzia delle Entrate, Fascicolo Sanitario Elettronico, INAIL, Comune services, and hundreds of regional portals. Three security levels: Level 1 (username/password), Level 2 (OTP), Level 3 (hardware token for sensitive operations). Complemented by the CIE (Carta d'Identità Elettronica) — the electronic ID card that can also be used as a digital authentication device via NFC on smartphones.

How to get it: Via an Identity Provider (IdP): Poste Italiane (PosteID), Infocert, Aruba, Namirial, TIM, Register.it, Sielte, Lepida, Intesa. Fastest: PosteID — activate online with your Codice Fiscale, identity document, and Italian mobile number. Requires video recognition or in-person at a Post Office. EU citizens with a valid EU identity document can obtain SPID. Non-EU citizens require a valid Permesso di Soggiorno plus Italian residence. Process: 15–30 minutes online + document verification (1–3 days). CIE is issued by the Comune at residence registration.

Italy's digital government infrastructure underwent a major upgrade 2020–2024. SPID and CIE are now accepted at all national portals. The IO app consolidates notifications, payments, digital health card, driving licence, and EU Digital COVID Certificate into a single mobile wallet. PagoPA processed over €350 billion in 2025 and is mandatory for all government payments. Electronic invoicing (fatturazione elettronica) via the SDI (Sistema di Interscambio) has been mandatory for all VAT-registered entities since 2019. Foreign residents who cannot easily use SPID can use the CIE (issued at Italian consulates abroad) or the EU eIDAS mutual recognition framework.

Italy's digital transition (Piano Nazionale di Ripresa e Resilienza — PNRR) allocated €6.7 billion to digitalisation of public administration 2021–2026. Key achievements by 2026: 100% of national public services accessible via SPID/CIE, all hospitals connected to FSE, fatturazione elettronica for all B2B/B2C transactions, and IO app with 35+ million active users. Remaining gaps: some municipal services still require in-person visits; the south generally has slower digital adoption than the north. EU eIDAS 2.0 (EU Digital Identity Wallet) is being piloted in Italy from 2026 — will eventually allow a single EU-wide digital identity for all member state services.
