Eligibility
The Republic of the Marshall Islands (RMI) does not have a formal permanent-residency category equivalent to the EU Permanent Residence Permit or US Green Card. Long-term stay for foreigners is maintained through renewable residence permits tied to employment, mission, investment, family or other approved grounds. There is no automatic right to indefinite residence based on years of stay alone.

Long-term residence permits are discretionary and document-heavy. RMI does not grant permanent residence through time served alone. This land-tenure restriction is a fundamental constraint for long-term foreign residents.

Marshallese Citizenship by Naturalisation
Eligibility
Foreign nationals who have resided lawfully in the Marshall Islands for at least 10 continuous years may apply for naturalisation under the RMI Citizenship Act. Applicants must demonstrate proficiency in the Marshallese language and customs, pass a civics examination, be financially self-sufficient and of good character. The RMI government approves a maximum of 10 naturalisations per calendar year. Prior citizenship must be renounced โ the Marshall Islands does not permit dual citizenship.

The 10-per-year cap makes ordinary naturalisation extremely rare in practice โ it is not a realistic path for most foreign residents. The renunciation requirement further limits its appeal. Most long-term foreign residents maintain their residence permits rather than pursuing naturalisation.

Eligibility
This is not a path TO Marshall Islands citizenship โ it is a key benefit OF Marshallese citizenship. Under the Compact of Free Association (COFA) between the RMI and the United States, renewed in March 2024 and effective through 2043, Marshallese citizens have the right to enter, live and work in the United States indefinitely without a visa. Over 94,000 COFA citizens from the RMI, Federated States of Micronesia and Palau legally reside in the US. US federal benefits eligibility for COFA citizens was restored in recent US legislation.

The COFA mobility right is a significant practical benefit of Marshallese citizenship, making it attractive for some Pacific Island community members. Citizenship by Descent
Eligibility
Children born to at least one Marshallese citizen parent acquire RMI citizenship at birth regardless of the country of birth. Persons with Marshallese parentage may also claim citizenship by descent through the civil registry.

Applicants for naturalisation must formally renounce all prior citizenships. Children born with dual-national status through mixed parentage may hold dual citizenship at birth, but adults pursuing naturalisation must renounce.
