Permanent Residency
Name
Permanent Residence (Carnet de Extranjería — Permanente)
Eligibility
Foreign nationals who have resided lawfully and continuously in Peru for at least 3 years on a valid temporary residence permit (carnet de extranjería) may apply for permanent residence status. Permanent residents may live and work in Peru indefinitely without employer-tied permits and can sponsor family members.

Do not confuse carnet document renewal (every 5 years) with the underlying residence status, which is permanent. Long absences beyond 183 consecutive days require prior authorisation from Migraciones to preserve permanent resident status.

Peruvian Citizenship by Naturalisation
Eligibility
Law N° 32421 (effective 14 August 2025) significantly raised the naturalisation requirement. Foreign nationals who have resided continuously in Peru for at least 5 years as permanent residents may now apply for naturalisation. Applicants must demonstrate annual income of approximately USD 15,000 or equivalent, pass Spanish or an indigenous Peruvian language test, and pass a civics and constitution examination. The prior 2-year requirement was eliminated by this reform.

Law N° 32421 (effective 14 August 2025) ended Peru's previous 2-year naturalisation path — one of the shortest in the world — and replaced it with a standard 5-year requirement. Implementing regulations had not been finalised as of early 2026 — the system is in transition. Applicants who began the process before August 2025 may have transitional rights under the prior law; confirm with Migraciones or a Peruvian immigration attorney. Peru permits dual citizenship — no renunciation of prior nationality is required. Income must come from lawful, taxed activities in the country.

Naturalisation via Marriage to a Peruvian Citizen
Eligibility
Foreign nationals married to a Peruvian citizen may apply for citizenship after 4 years of continuous permanent residence in Peru — 1 year shorter than the standard 5-year requirement. The marriage must be legally registered and genuine. Law N° 32421 (August 2025) also applies to the spousal route; the income and language/civics requirements remain.

The marriage route provides a 1-year reduction under the new Law N° 32421 framework. The foreign marriage document must carry an apostille and a certified Spanish translation for Peruvian registration.
Citizenship by Descent (Jus Sanguinis)
Eligibility
Children born to at least one Peruvian citizen parent are entitled to Peruvian citizenship by descent at birth, regardless of the country of birth. Registration at the nearest Peruvian consulate is required for births outside Peru. Peruvian citizens who are members of the diaspora and their children may register at RENIEC or via a Peruvian consulate.

Peru permits dual citizenship — children with one Peruvian parent and one foreign parent may hold both nationalities. No residence in Peru is required to claim citizenship by descent.

Dual citizenship is allowed — Peru permits dual citizenship. Peruvian citizens who acquire a foreign nationality do not automatically lose their Peruvian citizenship, and foreign nationals who naturalise as Peruvian are not required to renounce their prior nationality under Peruvian law. Your other country of citizenship may or may not permit dual nationality — confirm with your home-country embassy before naturalising. Naturalisation also creates tax, military/civic service and documentation obligations in Peru.
