PhilSys ID (Philippine Identification System Card)
The National ID under RA 11055 — a unified biometric identification card for all Filipino citizens and resident aliens. Contains biometric data (fingerprints, iris scan, photo). The PhilSys Number (PSN) is the unique national ID number.
How to get it: Registration at PSA (Philippine Statistics Authority) offices, satellite registration sites, and select banks. Foreigners with permanent residence documents (ACR I-Card holders) are eligible for PhilSys ID. Step 1: online pre-registration at philsys.gov.ph. Step 2: biometric appointment at registration site. Step 3: ID delivered by PhilPost (1–3 months).
E-Government Portal
https://www.gov.phPhilippine e-government is improving but inconsistent — some agencies have good online systems (SSS, BIR, DFA) while others require in-person visits. System downtime and long queues at registration sites remain common. GovPH mobile app provides centralised access to some services.
