Maternity, parental leave and child benefits in Romania.
Romania offers generous family protections: 126 days of paid maternity leave, parental leave up to the child's 2nd birthday (3rd for children with disabilities) at 85% of average income, and a universal child allowance (alocație de stat). Timing the return to work can unlock the stimulent de inserție bonus. Planning the non-transferable "father month" is key to receiving the full parental-leave duration.
Concediu de maternitate
Before birth: 63 days before the estimated due date (concediu prenatal). Paid at 85% of the average gross income of the last 6 months by CNAS.
After birth: 63 days after birth (concediu postnatal), of which at least 42 days are mandatory. Paid at 85% of average gross income by CNAS.
Job protection: Strong dismissal protection during pregnancy, maternity leave and parental leave (OUG 96/2003 and Codul Muncii). Dismissal is prohibited from notification of pregnancy until 6 months after return to work, except in very narrow cases (employer bankruptcy).
Concediu pentru creșterea copilului (CCC)
Max duration: Up to the child's 2nd birthday (3rd birthday if the child has a disability). Must be requested from the employer — notification 30 days in advance.
Split rules / Elterngeld: Indemnizație creștere copil: 85% of the average net income over the last 12 months, min 1,651 RON, max ~8,500 RON/month (2026). At least one month of the leave is non-transferable and reserved for the other parent (the "luna tatălui" / father's month) — lose it and the overall leave is shortened by that month. Applications go to AJPIS (Agenția Județeană pentru Plăți și Inspecție Socială).

Duration: From birth until age 18 (or end of schooling)
Eligibility: Every child resident in Romania, regardless of parent income.
How to apply: Apply at the local primărie (city hall) within 12 months of birth; payment via bank transfer or post.
Universal benefit, not means-tested. Delays past 12 months forfeit back-payments.
Indemnizație creștere copil (CCC)
85% of average net income, min 1,651 RON, max ~8,500 RON/month (2026)
Duration: Up to child age 2 (age 3 for disability)
Eligibility: Parent with at least 12 months of contribution history in the last 2 years before birth.
How to apply: Apply at AJPIS within 60 days of leave start; required docs include birth certificate, employer concediu confirmation, income records.
The non-transferable "luna tatălui" must be taken by the other parent or is lost.
Stimulent de inserție
650 RON/month
Duration: Until child age 2 (3 for disability) or until leave ends
Eligibility: Parent who returns to work before the child turns 2 (or 3 for disability); must have taken at least part of CCC.
How to apply: Apply at AJPIS when returning to work; employer confirms resumption of activity.
Cannot combine with full parental-leave allowance — it replaces it on return.
Concediu paternal
Full pay, employer-funded
Duration: 10 working days, extendable to 15 with the infant-care course certificate
Eligibility: Father of a newborn, taken within 8 weeks of birth.
How to apply: Notify the employer; submit the child's birth certificate and course certificate if applicable.
Indemnizație pentru îngrijirea copilului bolnav
85% of reference salary, paid by CNAS
Duration: Up to 45 days/year per child under 7 (90 days if the child has a disability)
Eligibility: Parent with health insurance, caring for a sick child.
How to apply: Doctor issues a concediu medical for child care (certificat de concediu medical îngrijire copil); submitted to employer and CNAS.
Ajutor social / VMG
Means-tested, variable
Duration: While eligible
Eligibility: Low-income families meeting the venitul minim garantat thresholds.
How to apply: Apply at the local primărie; household income check.
Reformed under Law 196/2016; supplemented by heating aid in winter.
Sick child leave
Up to 45 days per year per child under 7 (90 days if the child has a disability). Paid at 85% of the reference salary by CNAS. Requires a certificat de concediu medical pentru îngrijire copil from the child's pediatrician. Days used count against your own sick-leave history.
Birth registration
Register the birth at the Starea Civilă (civil registry office of the birthplace) within 30 days. Bring both parents' IDs (CI or passport), the marriage certificate if applicable, and the certificat medical constatator al nașterii issued by the maternity hospital. Certificatul de naștere (birth certificate) is then issued free of charge and is required for the alocație de stat, CCC and CNP.
Childcare rights
Public crèche (creșă) admission is guaranteed from age 2 but capacity is limited in cities — apply early. Public kindergarten (grădiniță) is available from age 3. School enrolment is mandatory from age 6 in clasa pregătitoare (grade 0). Private crèche and grădiniță are widespread; costs in Bucharest range 1,500-4,500 RON/month. Oversight: Autoritatea Națională pentru Protecția Drepturilor Copilului și Adopție (ANPDCA).
