A Korean phone number in your exact ARC name is the master key. Prepaid tourist SIMs often cannot verify identity for banking and government. As of 2026, the PASS app (통신사 인증) from the three major carriers (SKT, KT, LGU+) is the most universally accepted authentication method for Korean government portals, banking apps, and healthcare services — set it up immediately after activating a post-paid SIM. The government's Min-ceung (민증) digital ID wallet is being expanded in 2025–2026 but foreign ARC holders have limited access; check Hi Korea for updates.
