CIN Électronique (e-CIN) / Biometric Titre de Séjour
Tunisia is rolling out biometric identity documents. The CIN (Carte d'Identité Nationale) for Tunisian citizens has moved to a biometric format. The Titre de Séjour for foreign residents is a biometric card issued by DGPC. As of 2026, a fully functional national digital ID for e-government authentication is in development — limited services available.
How to get it: For foreign residents: biometric Titre de Séjour is issued by DGPC (Direction Générale des Passeports et de l'Immigration) upon residence permit approval. Not a general-purpose digital identity token yet.
E-Government Portal
https://www.tunisie.gov.tnTunisia's e-government infrastructure has improved significantly since 2011 but remains fragmented. Most administrative processes still require physical visits to government offices. Arabic and French are the official portal languages. Many services require printing and physical submission of forms.

PaidSome international websites and services may be intermittently blocked or slowed in Tunisia. A reputable VPN (ExpressVPN, NordVPN) is useful for remote workers and streaming access.
WhatsApp is the single most important app in Tunisia — virtually all local communication (business, social, landlord, repair services, emergencies) happens via WhatsApp. Without it, daily life is significantly harder. Download offline maps before travelling to rural areas or the Sahara. Mobile internet is generally good in cities (4G available, 5G rolling out in Tunis), but weak in rural and desert areas. SIM cards from Ooredoo, Orange, or TT are easy to obtain with your passport — buy one at the airport or any mobile shop for DT 8–15.
