Turkey (TR)
Turkey is a transcontinental nation straddling Europe and Asia across the Bosphorus Strait, uniting 85 million people under a rich civilisational heritage stretching from the ancient Hittites and Romans to the Byzantine Empire and Ottoman Empire.
⚠️ Costly Mistakes to Avoid
The most expensive and common mistakes expats make in Turkey — and exactly how to avoid them.
Get your VKN (tax number) on day one — everything else depends on it
The Vergi Kimlik Numarası (VKN) is Turkey's 10-digit tax identification number for foreigners. Obtaining it takes only 15 minutes at any Vergi Dairesi (tax office) with your passport — it is free, immediate, and requires no other document. Yet without a VKN, you cannot open a bank account, sign a notarised rental contract, purchase property, register utilities, receive formal salary payments, or conduct virtually any financial transaction in Turkey. The entire process of settling into Turkey — bank, home, work — is blocked until you have this number.
⚡ Without VKN: no bank account (banks will refuse you), no notarised rental contract (required for ikamet permit), no property purchase, no utility registration, no formal employment. Every day without a VKN is a day blocked from establishing yourself financially in Turkey.
📅 Deadline: Day one — before any other financial or administrative task in Turkey
✅ Walk into any Vergi Dairesi on your first day in Turkey with only your passport. Ask for "yabancı vergi kimlik numarası." The staff process this in minutes. Store the number securely — you will use it on almost every Turkish form. Also obtainable online at ivd.gib.gov.tr if you have a Turkish phone number for SMS.
TRY extreme volatility: all savings and income in Turkish lira face serious real-value risk
Turkey's lira (TRY) has experienced structural devaluation over the past decade: from approximately 3 TRY/EUR in 2015 to ~53 TRY/EUR in mid-2026. Turkey's inflation peaked at 85% (2022) and remains elevated at 30–40% annually in 2026. This means: any savings or income held in TRY lose purchasing power rapidly. An expat earning TRY 100,000/month today will find that real income declines every month in EUR/USD terms unless the TRY salary is frequently renegotiated upward. The SGK minimum wage is adjusted semi-annually precisely because of this inflation. Turkey's Central Bank (TCMB) has shifted to orthodox tightening since mid-2023, which has moderated inflation from its peak — but structural vulnerability remains.
⚡ Savings held in TRY accounts lose real value continuously. A EUR 10,000 equivalent in TRY is approximately TRY 534,000 at mid-2026 rates (~53 TRY/EUR) — down from TRY 350,000 just a couple of years ago. Long-term TRY-denominated pension savings (SGK, BES in TRY funds) face the same erosion. Any property priced in TRY rather than USD/EUR has historically also declined in hard currency terms.
📅 Deadline: Ongoing — review your currency exposure monthly
✅ Keep savings in USD, EUR, or gold rather than TRY. Use a EUR or USD bank account alongside your TRY account. If investing in BES private pension, choose USD/EUR-denominated or global equity funds within the BES — not TRY bond funds. For rental contracts, negotiate periodic indexed increases (TÜFE-linked). Negotiate your salary in EUR or USD if at all possible. Use Wise for international transfers to avoid poor bank exchange rates.
Apply for İkamet İzni immediately — Istanbul appointment backlogs are 2–4 months
Most nationalities enter Turkey visa-free for 90 days within a 180-day period. To stay longer, you must hold a valid İkamet İzni (residence permit). The critical trap: Istanbul Göç İdaresi appointment backlogs frequently extend to 2–4 months. If you wait until week 8 of your 90-day stay to book the appointment, your visa-free period will expire before your appointment date. Overstaying results in a deportation order, re-entry ban (1–5 years), and permanent damage to your Turkish residency and citizenship prospects. You must apply online at e-ikamet.goc.gov.tr and book the earliest available appointment — starting in your first or second week of arrival.
⚡ Overstaying the 90-day visa-free period results in: deportation order (deport kararı), re-entry ban proportional to overstay duration (typically 1 year for short overstay, up to 5 years for longer), fines, and future visa/ikamet applications compromised. Your Turkish citizenship by investment programme eligibility may also be affected.
📅 Deadline: Book ikamet appointment at e-ikamet.goc.gov.tr in your first or second week of arrival in Turkey
✅ Go to e-ikamet.goc.gov.tr within your first 1–2 weeks in Turkey and book the next available appointment. Prepare all documents (notarised rental contract, health insurance, passport photographs, bank statement) before the appointment. While waiting, ensure you do not overstay the 90-day period — a single "border run" (crossing into a neighbouring country and re-entering) can provide one additional 90-day period as a bridge, but this is not guaranteed to work for all nationalities and does not replace the formal application.
Earthquake risk in Turkey is severe — verify building safety before renting or buying
Turkey sits on the North Anatolian Fault — one of the world's most active fault lines. The 2023 Kahramanmaraş earthquakes (7.8 Mw and 7.7 Mw in February 2023) killed over 50,000 people and destroyed or damaged over 500,000 buildings. Istanbul is widely assessed by seismologists as overdue for a major earthquake (M7.0+). Pre-2000 concrete buildings (which make up a large share of Istanbul's housing stock) were built before modern seismic codes. The 2018 building code update significantly strengthened requirements, but millions of older buildings remain unreinforced. DASK earthquake insurance is mandatory but only covers the building structure — not your life or belongings.
⚡ Living or working in a structurally inadequate building poses real physical danger in an earthquake. The risk of building collapse in a major Istanbul earthquake is particularly elevated for pre-1980 concrete buildings. Beyond personal safety, earthquake damage to an uninsured building can result in the complete loss of your property investment.
📅 Deadline: Before signing any rental contract or property purchase
✅ Before renting or buying: ask for the building's yapı ruhsatı (construction permit year) and DASK policy. Prefer post-2000 buildings, especially post-2018. Avoid pre-1980 concrete frame buildings in Istanbul. Check for Istanbul Metropolitan Municipality's urban transformation (kentsel dönüşüm) status — buildings in risk zones may qualify for government-subsidised rebuilding. Ensure DASK earthquake insurance is active. Have an emergency plan: know your nearest meeting point (toplanma alanı), prepare a 72-hour emergency kit, and download the AFAD emergency app.
Rent inflation and landlord demands for hard currency: know your rights
Istanbul and other major Turkish cities experienced 25–100%+ annual rent inflation between 2021 and 2023 as the TRY depreciated. By 2025–2026, rental prices in Istanbul have stabilised at high levels — but landlords, particularly those renting to foreign tenants, frequently demand rents denominated in USD or EUR. Under Turkish law, rental contracts denominated in foreign currency are legally questionable for Turkish residents (only permitted in certain circumstances). The law also caps annual rent increases at the TÜFE (producer price index) rate — approximately 25–40% in recent years. In practice, enforcement is difficult, and many landlords demand above-cap increases or switch to USD/EUR pricing to circumvent TRY caps.
⚡ Unexpected rent increases that exceed legal caps. Being pressured to sign USD/EUR-denominated contracts which may put you in a legally grey area. Disputes with landlords that require legal assistance. Difficulty finding affordable housing in central Istanbul at legal TRY cap prices.
✅ Have your rental contract notarised at a noter to create a formal legal record. Understand the annual rent increase cap (TÜFE + up to 25% threshold — check current rules). If your landlord demands an above-cap increase, consult a Turkish lawyer — you may be able to negotiate or dispute. For USD/EUR-denominated contracts: get legal advice on enforceability. Use Sahibinden.com and Emlakjet for current market prices before negotiating.
Work permit quotas: the 5:1 Turkish:foreign employee ratio is a hard constraint
All foreign nationals working in Turkey require a Çalışma İzni (Work Permit) — including EU/EEA citizens, as Turkey is not part of the EU or EEA. The critical constraint is the 5:1 ratio: Turkish law requires that for every 1 foreign employee, the employer must have at least 5 Turkish citizens on their payroll. Small companies (fewer than 5 employees) cannot legally hire foreign workers at all. Companies with exactly 5 Turkish employees can hire 1 foreign worker. This ratio requirement means that even if you receive a job offer, the employer may not be legally able to obtain your work permit. Verify the employer's headcount and compliance before committing to a job.
⚡ Accepting a job offer and then being unable to obtain the work permit because the employer does not meet the 5:1 ratio. This can result in illegal working (risk of deportation and fines) or a failed employment placement. Some employers also use work permit difficulties to pressure foreign workers into accepting worse conditions (lower pay, unreported income).
✅ Before accepting a job offer, explicitly ask the employer: "Do you have 5 Turkish employees for my work permit?" and "Have you successfully obtained work permits for foreign employees before?" Consider only employers with established HR processes for foreign staff. Turquoise Card (Türkiye Mavi Kart) holders are exempt from the ratio requirement — if you qualify (typically high-skill professionals), apply for the Turquoise Card.
Healthcare quality drops sharply outside Istanbul, Ankara, and Izmir
Turkey has world-class private hospitals in Istanbul (Acıbadem, Memorial, Florence Nightingale, American Hospital) with English-speaking staff and international-standard equipment. However, outside these major cities and tourist areas, the quality of both public and private healthcare decreases significantly. Medical staff in rural and less-developed areas may speak no English. Specialist care (oncology, cardiology, neurology) outside major cities typically requires referral or travel to Ankara or Istanbul. Public hospitals in major cities can have long waiting times and variable quality. In an emergency outside a major city, the ambulance and initial emergency care may be the only option before transfer.
⚡ Receiving inadequate medical care in an emergency outside major cities. Language barriers with medical staff. Inability to access specialist care locally. Higher out-of-pocket costs if using private facilities not covered by your insurance network.
✅ If living or travelling outside Istanbul/Ankara/Izmir: keep your private health insurance card with you (with the insurer's 24/7 emergency number). Download the Turkish emergency services app. Learn basic medical Turkish vocabulary. If you have a chronic condition, keep 3+ months of medication supply and carry translated medical records. For planned specialist treatment: always use major-city private hospitals. Check your insurer's anlaşmalı hastane list for your region.
Political and legal environment: freedom of expression, social media, and protest risks
Turkey's political environment has become significantly more restrictive since 2016. Turkey ranks 158th out of 180 countries in the 2024 Reporters Without Borders Press Freedom Index. Social media posts criticising the President, government, or state institutions can result in criminal charges under Article 299 (insulting the President) or cybercrime laws. Social media platforms are periodically blocked or throttled. Public protests can result in detention — particularly since the 2016 coup attempt. Expats are not immune from these laws. In 2024–2025, several foreign nationals faced charges related to social media activity. The legal system processes cases slowly and detention pending trial is possible.
⚡ Criminal charges for social media posts that would be protected speech in Western countries. Detention, deportation, or entry bans. Loss of professional reputation. For journalists, researchers, and activists: heightened risk of targeted legal action.
✅ Exercise caution with social media posts that could be interpreted as criticism of Turkish political figures, state institutions, or the military. Use a VPN for privacy (widely used in Turkey). Follow news from your home country's embassy in Ankara. Register with your embassy for emergency notifications. Know your country's consulate contact in Turkey. Maintain low-profile conduct regarding Turkish domestic politics. This is not meant to be alarmist — millions of expats live happily in Turkey without any political difficulties.
DASK earthquake insurance is mandatory and must be renewed annually
DASK (Doğal Afet Sigortaları Kurumu) earthquake insurance is legally required for every residential property in Turkey. In 2026 the maximum coverage rises to TRY 1,834,000 per dwelling, with premiums typically TRY 500–3,500/year depending on city, structure, and square metres. DASK is required for all utility subscriptions (electricity, water, gas) and must be shown at the title deed (tapu) office for any transaction. Policies lapse after 12 months and must be renewed proactively — there is no automatic renewal by default.
⚡ Lapsed DASK blocks utility contract renewals, tapu transactions, and exposes you financially if an earthquake strikes. Renewing late may require a new inspection.
📅 Deadline: Every year on the anniversary of your policy
✅ Set a calendar reminder 30 days before expiry. Buy or renew through any bank, insurance broker, or via dask.gov.tr. Keep the policy PDF in your Google Drive together with your tapu and lease.
MERNİS address registration: update within 20 working days of moving
Every ikamet holder must register their address in the MERNİS system at the Nüfus Müdürlüğü (Civil Registry) or via e-Devlet. Any change of address must be declared within 20 working days. Your ikamet card, tax records, bank statements, and all official correspondence are tied to this address. Failure to update triggers a fine of TRY 3,100+ in 2026 and can lead to ikamet cancellation for "abandoning" a declared address if mail returns undelivered.
⚡ Fines up to TRY 3,100 per incident, missed official correspondence, risk of ikamet cancellation, inability to complete bank or SGK procedures.
📅 Deadline: 20 working days from moving into a new home
✅ After moving, log into e-Devlet > "Yerleşim Yeri (İkametgah) Bildirimi" and update your address with your new rental contract reference. Alternatively visit the district Nüfus Müdürlüğü with lease + DASK + utility bill.
Verify your SGK registration monthly — unregistered employment is common
Some employers reduce labour costs by registering foreign staff on a lower notional salary (or not at all) with SGK. Since SGK contributions fund your public health (GSS), pension, and unemployment rights, under-reporting directly reduces the benefits you will receive. Always check your SGK Tescil record via e-Devlet each month.
⚡ No SGK coverage means no free public healthcare, no pension accrual, no maternity leave, no unemployment insurance. Years of under-registered work cannot be reclaimed.
📅 Deadline: Every month after your first paycheque
✅ e-Devlet > "SGK Tescil ve Hizmet Dökümü" shows declared days and gross salary. Cross-check with your payslip. Report under-reporting to ALO 170.
Spending 183+ days in Turkey makes you a worldwide tax resident
Under Income Tax Law Article 4, you become a Turkish tax resident if you spend more than 183 days in Turkey in a calendar year OR have your "centre of vital interests" in Turkey. Tax residents must declare worldwide income — including foreign salary, dividends, rental income, and crypto gains — via the annual beyanname filed in March. Turkey has DTTs with 90+ countries but not all income types are covered.
⚡ Unexpected Turkish tax bills on foreign income, double taxation if your DTT claim is missed, penalty interest of 4.5% per month on undeclared income.
📅 Deadline: 25 March each year for the previous calendar year
✅ Count your physical days in Turkey. If >183, hire a local mali müşavir (chartered accountant) to prepare your beyanname. Apply DTT relief where available and keep foreign tax certificates.
Register imported phones within 120 days — otherwise the IMEI is blocked
Turkey blocks the IMEI of any foreign-bought phone used with a Turkish SIM after 120 days. Registration costs TRY 45,614 in 2026 (BTK fee). Once blocked, the phone cannot connect to any Turkish cellular network — even switching SIMs will not help.
⚡ A blocked phone is effectively a WiFi-only device in Turkey. No workaround exists — you must buy a new phone locally or register before day 120.
📅 Deadline: 120 days from first SIM activation
✅ Register on day one at e-Devlet > "IMEI Kayıt" or at the tax office. Pay the BTK fee. Keep the receipt.
Convert your foreign driving licence within 6 months or stop driving
Foreign driving licences are valid in Turkey for 6 months from your last entry. After that, you must either hold an International Driving Permit (IDP, also limited) or convert to a Turkish licence (sürücü belgesi). Turkey accepts exchanges from EU/EEA, UK, US, and many other countries without re-taking the exam.
⚡ Driving beyond 6 months without conversion is "licenceless driving" — a TRY 13,000+ fine in 2026, vehicle impoundment, and void insurance in the event of an accident.
📅 Deadline: 6 months from your last entry to Turkey
✅ Book an appointment at the district Trafik Tescil Şube. Bring: notarised Turkish translation of your licence, health report from an anlaşmalı hospital, ikamet, VKN, photos.
TRY "70/30 rule": exporters must convert 30% of FX receipts — affects freelancers
Since 2022 the CBRT has required Turkish-resident exporters to convert a portion of FX receipts to TRY at the Central Bank. In 2026, the rule remains at 30% conversion for export-goods receipts. For service exporters (freelancers invoicing foreign clients from a Turkish company), rules have varied but the underlying principle — limiting the retention of FX in Turkish accounts — is live policy that changes with CBRT circulars.
⚡ Surprise TRY conversions at unfavourable Central Bank rates, reduced ability to retain USD/EUR in Turkish accounts, cash-flow complications for freelancers.
✅ Consult a mali müşavir before setting up as a Turkish-registered freelancer. For small-scale remote work, many expats retain foreign bank accounts and only repatriate what they need.
Landlord not declaring rent? You are still liable for the stopaj tax
When renting from a Turkish landlord, the tenant is technically a "stopaj" (withholding) agent if rent exceeds the annual exemption threshold (TRY 47,000 in 2026) and the landlord is not a corporate entity. Many expats unknowingly sign contracts where the landlord expects the tenant to pay "net" rent without withholding — only to discover at tax time that the stopaj obligation was on the tenant all along.
⚡ Back-tax assessment up to 5 years plus penalty interest. Liability is not waived by the contract wording.
✅ Negotiate rent in the contract as gross, explicitly stating the landlord is responsible for income tax declaration. For high-value rentals, use a mali müşavir to set up monthly stopaj payments via muhtasar beyanname.
After 1 year of ikamet, GSS enrolment becomes compulsory — or you lose status
Once a foreigner has held ikamet for 12 consecutive months, enrolment in Genel Sağlık Sigortası (GSS — the public health scheme) becomes mandatory unless you are already on employer SGK. The monthly premium in 2026 is approximately TRY 2,088 (3% of minimum wage). Non-enrolment is grounds for ikamet non-renewal.
⚡ Ikamet renewal rejection for non-enrolment; back-payment of premiums from the enrolment date.
📅 Deadline: 30 days after your 12-month ikamet anniversary
✅ At month 11, go to your district SGK office or e-Devlet > "İsteğe Bağlı GSS Tescili" and enrol. Keep monthly premium payments current.
Citizenship by investment: three common traps that disqualify applicants
The USD 400,000 CBI route is popular but three traps disqualify 1 in 5 applicants in 2026: (1) side-payments — sellers inflating the contract price while kicking back cash below USD 400k erodes the threshold; (2) using unlicensed valuers — only SPK-licensed ekspertiz counts; (3) signing the tapu before opening your Turkish bank account and making an in-Turkey USD transfer recorded at CBRT — transfers from your personal foreign account direct to the seller will not count.
⚡ Rejection of citizenship application, forfeiture of the 3-year hold on a property that no longer provides its intended benefit, potential criminal liability if side-payments are uncovered.
✅ Use an independent immigration lawyer not recommended by the seller. Insist on the SPK ekspertiz raporu before signing. Open a Turkish bank account first; transfer funds from abroad to your Turkish account; then pay the seller from that account.
Turkish dual nationals: male citizens face mandatory military service
Male Turkish citizens (including dual nationals born abroad) are legally required to complete military service — typically 6 months. Those living abroad can defer until age 38 and may pay a bedelli (buy-out) of approximately TRY 230,000 in 2026 to reduce service to 28 days of training. Failure to enrol results in yoklama kaçağı status, travel bans into Turkey, and prosecution on entry.
⚡ Detention on entry to Turkey for yoklama kaçağı, inability to leave Turkey once identified, criminal record.
✅ If you are a dual-national male acquiring Turkish citizenship, consult the ASAL (recruitment office) via e-Devlet before your first trip after citizenship. Plan for bedelli if eligible.
Rental deposits are capped at 2 months — landlords asking for 6 are breaking the law
Under Article 342 of the Turkish Code of Obligations, deposits are capped at 2 months' rent and must be held in an interest-bearing account with tenant consent. Landlords asking for 6 months up front (common in Istanbul for foreign tenants) are violating the cap. The law protects tenants; notarising the contract makes enforcement much easier.
⚡ Tying up 4 months' rent that can be hard to recover if the landlord disappears or disputes the return.
✅ Negotiate firmly for 2 months deposit. Insist on a notarised contract naming the bank account where the deposit is held.
Traffic fines are high and doubled for non-Turkish plated vehicles
Turkey's 2026 traffic fine schedule is aggressive: speeding (10–30% over) TRY 2,167; using a mobile phone TRY 2,167; driving without seatbelt TRY 1,083; drink-driving TRY 13,000+ plus 6-month licence suspension. Foreign-plated vehicles pay double because collection is enforced at the border.
⚡ Unpaid fines block vehicle exit at the border; repeated offences lead to impoundment.
✅ Check fines on e-Devlet > "MTV/Trafik Cezası" monthly. Pay immediately for 25% prompt-payment discount.
Turkish inheritance law imposes forced heirship — your will may not control your Turkish assets
Turkish property is subject to Turkish inheritance rules regardless of the owner's nationality. Turkish law reserves a mandatory share (saklı pay) for children (50% of estate), spouse (25%), and parents. A foreign will written abroad has limited effect on Turkish assets — it must be probated in a Turkish court with apostille + translation. Inheritance tax is progressive 1–10% in 2026.
⚡ Your intended beneficiaries may receive less than you expected; probate can take 2+ years.
✅ Consult a Turkish estates lawyer to prepare a Turkish-law-compliant will and structure ownership (e.g., joint tenancy) where possible.
Rental increase cap: 25% cap has lapsed — now TÜFE annual average applies
The emergency 25% cap on annual rent increases expired on 1 July 2024. From 2025 onwards, the default statutory cap is the Tüketici Fiyat Endeksi (TÜFE / CPI) 12-month average at contract anniversary — roughly 40–50% in 2026 given current inflation. Many landlords have pushed aggressive increases; the law still requires the increase be no more than TÜFE 12-month average.
⚡ Landlords attempt increases above TÜFE; without challenge, tenants pay the inflated amount.
✅ Check TÜİK's TÜFE 12-ay ortalaması at contract anniversary. If your landlord exceeds it, propose the legal cap in writing. Sulh Hukuk Mahkemesi can arbitrate.
Southeastern Turkey and Syrian/Iraqi border areas carry elevated security risk — check advisories before travel
Turkey's southeastern provinces bordering Syria, Iraq, and Iran (Şırnak, Hakkari, Siirt, Mardin, Van, Diyarbakır, Gaziantep) have experienced PKK/militant activity, cross-border military operations, and periodic terrorist incidents. The security situation has been significantly calmer in major cities like Diyarbakır and Mardin since the mid-2010s, but rural areas and border-adjacent zones remain less predictable. The Turkish Armed Forces conduct periodic operations in northern Syria and Iraq which can temporarily affect border-adjacent areas. Major tourist destinations in the southeast — Mardin old city, Göbekli Tepe near Şanlıurfa, Nemrut Dağı — are regularly visited and generally safe; the risk is concentrated in rural border zones.
⚡ Exposure to PKK-related incidents, military operation disruption, or road closures in border-adjacent areas. Certain zones near the Syrian and Iraqi borders are effectively restricted military areas. Being in an active military zone without awareness of current conditions creates both safety and legal risk.
✅ Before travelling to southeastern Turkey: check your home country's embassy travel advisory for province-level warnings (most issue specific corridor warnings for the Syrian and Iraqi border areas). Register with your embassy's emergency notification system. Follow AFAD alerts for the region. Avoid travel within 30km of the Syrian or Iraqi border without current, specific knowledge of conditions. For established tourist itineraries in the southeast, travel with a reputable local guide who knows current access conditions.
Turkish citizenship by investment: USD 400,000 property purchase gives instant citizenship and dual nationality
Turkey's citizenship by investment programme is the world's most popular by volume — thousands of citizenship grants are made monthly through property purchases. The minimum investment is USD 400,000 in Turkish real estate, held for 3 years. Turkish citizenship allows dual nationality (Turkey does not require renouncing other citizenships). A Turkish passport provides visa-free or visa-on-arrival access to approximately 110 countries, including Japan, South Korea, Qatar, and parts of South America and Africa. The investment route does not require Turkish language proficiency or continuous residency — making it unique among investment citizenship programmes.
⚡ Failing to research this opportunity means missing one of the most accessible investment citizenship pathways in the world. For property investors, the citizenship benefit adds significant long-term value to a qualifying purchase.
✅ Research the programme thoroughly at goc.gov.tr. Use an SPK-licensed property appraiser and an independent immigration lawyer. Avoid "too good to be true" offers with undeclared side payments. Verify the ekspertiz raporu (valuation report) is from a Capital Markets Board (SPK) licensed appraiser. Note: the 3-year holding period means you cannot sell the property earlier without losing citizenship. Plan for TRY volatility affecting the USD 400,000 threshold in TRY terms.
Istanbul is a top digital nomad destination: fast internet, low cost, vibrant expat scene
Istanbul consistently ranks as one of the world's top digital nomad destinations in 2025–2026: average internet speeds of 50–200 Mbps are widely available, co-working spaces are abundant (Kolektif House, Workinton, and hundreds of independent spaces), the cost of living is low in EUR/USD terms (a comfortable lifestyle costs EUR 1,200–2,500/month in Istanbul), and the food, culture, and geography are exceptional. The expat community is large and growing — neighbourhoods like Karaköy, Cihangir, Kadıköy, and Bebek have vibrant international communities. In 2025–2026, Turkey has not yet formalised a dedicated digital nomad visa — remote workers typically use the standard short-term İkamet İzni and work for non-Turkish clients (which generally does not require a Turkish work permit under current interpretation).
⚡ Missing the opportunity to benefit from Istanbul's combination of low living costs, excellent infrastructure, and rich cultural life for remote work.
✅ Apply for a short-term İkamet İzni for remote work in Istanbul. Ensure your income source is outside Turkey (working for Turkish companies without a work permit is illegal). Join Istanbul expat communities: "Expats in Istanbul" Facebook group, Internations Istanbul chapter. Check tax residency implications — if spending 183+ days in Turkey, you may be considered a Turkish tax resident.
e-Devlet portal is essential for navigating Turkish bureaucracy digitally
e-Devlet (edevlet.gov.tr) is Turkey's centralised government portal with 1,000+ services. Once activated (requires YKN and a PTT office visit to get your şifre/password), e-Devlet allows you to check your SGK contribution records, access health records via e-Nabız, query property records, check criminal record status, view your tax records, track ikamet permit status, manage driving licence records, and access dozens of other government services — all without visiting offices. e-Devlet significantly reduces the need for in-person bureaucratic visits. The e-Devlet mobile app is available for iOS and Android. All content is in Turkish, but Chrome auto-translation works reasonably well.
⚡ Without e-Devlet: time-consuming in-person visits required for tasks that can take 5 minutes online. Inability to monitor your SGK registration status, which is important for verifying your employer is making contributions.
✅ Activate e-Devlet as soon as you have your YKN (ikamet card). Visit any PTT office with your YKN and passport to obtain your activation şifre (password). Log in at edevlet.gov.tr and explore the services relevant to your situation. First priority: check your SGK Tescil status if employed. Download the e-Devlet app for mobile access.
BES private pension: the state adds a 30% match — don't leave it on the table
Bireysel Emeklilik Sistemi (BES) is Turkey's private pension scheme. The state contributes 30% of every voluntary contribution you make, up to an annual cap tied to the minimum wage (roughly TRY 75,000 state top-up for 2026). Funds can be invested in TRY, FX-hedged, gold, or equity funds. Vesting to 100% of the state match requires 10 years in the system and reaching 56 years of age — but partial vesting is available earlier.
⚡ Missing years of 30% free state contributions that compound over decades. An expat staying 3–5 years can still walk away with the employer and state top-up portion that has vested.
✅ Open a BES plan with Anadolu Hayat, Garanti Emeklilik, or AvivaSA. Choose FX-denominated or global equity funds to hedge TRY risk. Automate a monthly TRY contribution at your comfort level.
All foreign documents need apostille + sworn translation — budget time and money
Birth certificates, marriage certificates, diplomas, and criminal record certificates from abroad must be (1) apostilled in the country of origin and (2) translated by a Turkey-sworn (yeminli) translator and notarised at a noter before any Turkish institution accepts them. Each document costs roughly TRY 1,000–2,500 and 1–3 working days.
⚡ Documents without apostille + sworn translation are rejected by nüfus, universities, courts, and ikamet offices — you must restart the process.
✅ Apostille all documents in your home country before arrival. On arrival, use a noter in your district to arrange sworn translation bundles.
Private health insurance is mandatory for short-term ikamet — minimum coverage rules
For short-term ikamet İzni, you must show a private health insurance policy with minimum inpatient coverage of TRY 30,000 and outpatient at agreed levels, valid for the full duration of the permit. Policies below the threshold are rejected. Expat-focused providers (Allianz Turkey, Anadolu Sigorta, AXA Turkey) issue compliant policies from TRY 4,500/year in 2026.
⚡ Ikamet applications are refused or returned if your policy lacks minimum coverage, resulting in loss of your appointment slot and weeks of delay.
✅ Ask the insurer explicitly for an "ikamet uyumlu özel sağlık sigortası." Confirm coverage meets Göç İdaresi current minima before appointment.
Corporate tax is 25% in 2026 — plus minimum corporate tax floor
Turkey's corporate income tax in 2026 is 25% (30% for banks and financial institutions). The 2024 reform introduced a 10% minimum corporate tax floor to prevent excessive deductions. Freelancers operating through a sole-proprietor (şahıs şirketi) remain on progressive income tax brackets up to 40%. A Limited Şirket (Ltd. Şti.) requires minimum capital of TRY 50,000.
⚡ Choosing the wrong structure for your freelance or consulting activity can double your effective tax rate.
✅ Before registering a business, model both şahıs and Ltd. Şti. scenarios with a mali müşavir. For >TRY 2 million annual revenue, Ltd. Şti. usually wins.
VAT refunds for non-residents on qualifying purchases: don't leave the airport without stamping
Non-residents leaving Turkey can claim KDV (VAT) refunds on purchases above TRY 500 from Tax Free-affiliated retailers. The refund is 18% minus a handling fee. Stamping must happen at the airport customs office before check-in, and the goods shown. Digital refunds via Global Blue / Planet are available at Istanbul IST, SAW, and AYT.
⚡ Missed refund of up to 15% net on large purchases (jewellery, carpets, electronics).
✅ Ask the retailer for a Tax Free form at purchase. Keep goods unused in original packaging. Arrive 45 minutes earlier to stamp before check-in.
Notary (noter) fees in 2026: budget TRY 800–3,500 per document
Noters are essential for rental contracts, vekaletname (powers of attorney), sworn translations, and declarations. Fees in 2026 range from TRY 800 for a simple declaration to TRY 3,500+ for a notarised rental contract. Noters are busiest Mondays and post-appointment days — book ahead via noterrandevu.org.tr.
⚡ Unplanned costs and queues on the day of a critical signing.
✅ Budget TRY 3,500 per notarisation. Book via noterrandevu.org.tr. Go mid-week for shorter queues.
Turkish public school enrolment is free — but requires residency and Turkish assessment
Children of ikamet holders can enrol in public schools (devlet okulu) free of charge. Enrolment happens via e-Okul at the district Milli Eğitim Müdürlüğü with ikamet card, MERNİS address, and prior school transcript. Non-Turkish-speaking children are assessed and placed in catch-up programmes. Private bilingual schools charge TRY 200,000–600,000/year in 2026.
⚡ Missed enrolment deadlines (August/September) mean waiting a full term; private school waitlists fill a year ahead.
✅ For September start, submit e-Okul request in May–July. Translate and apostille the transcript in advance.
Pet import to Turkey: rabies titer test + microchip + 21-day wait
Turkey requires: microchip (ISO 11784/11785), valid rabies vaccine >30 days and <12 months old, FAVN rabies titer test >0.5 IU/ml from an EU-approved lab (for pets from non-listed countries), and veterinary health certificate issued within 10 days. Maximum 2 pets per passenger as non-commercial. Allow 3–4 months preparation.
⚡ Pets without correct paperwork are returned at the border — at your cost.
✅ Start 4 months before departure. Use an EU-approved lab for FAVN (Nancy, France or ISS, Rome).
Crypto licensing in force from 2025 — only CMB-licensed exchanges are legal
Law 7518 (2024) and the CMB (Capital Markets Board) regulations that took full effect in 2025 require all crypto exchanges operating in Turkey to hold a licence. Using unlicensed exchanges exposes you to fund freezes and AML investigation. Paying for goods/services with crypto remains prohibited since 2021. Tax treatment of crypto gains for residents is evolving — consult a mali müşavir.
⚡ Frozen balances on unlicensed platforms, tax disputes on undeclared gains.
✅ Use only CMB-licensed platforms (Paribu, BtcTurk, Binance TR once licensed). Keep transaction logs for tax declarations.
Severance pay (kıdem tazminatı): one month per year of service — non-waivable
Under Turkish Labour Law, employees dismissed without cause are entitled to severance equal to one gross month per year of service (capped at a public ceiling revised each year — TRY 47,000/month in early 2026). This right cannot be contractually waived. Notice periods scale from 2 weeks (<6 months tenure) to 8 weeks (>3 years).
⚡ Accepting a resignation instead of dismissal can waive severance — know the difference before signing termination paperwork.
✅ Before signing any ibraname (release) or resignation, consult a labour lawyer. File a claim at İş Mahkemesi within the 5-year limitation.
Turkish citizens need Schengen visas — factor travel limits into citizenship decisions
The Turkish passport does not provide visa-free Schengen or US entry. Turkish citizens must apply for Schengen C or D visas — currently with 60–90 day appointment backlogs at the main consulates in 2026. For expats considering Turkish citizenship for residency reasons, weigh the loss of EU/Schengen visa-free travel if renouncing an EU passport.
⚡ Frequent Schengen business travel becomes significantly harder on a Turkish-only passport.
✅ Retain your original nationality alongside Turkish (dual citizenship is allowed). Apply for multi-entry Schengen visas well in advance.
Freelancers and sole proprietors must register with the Chamber of Commerce or Tradesmen
Operating as a şahıs şirketi (sole proprietor) requires registration with the Ticaret Odası (Chamber of Commerce) or Esnaf Odası (Tradesmen Chamber) depending on activity. Annual membership fees are TRY 3,000–8,000 in 2026. Registration is linked to VKN and is visible to clients via the Chamber directory.
⚡ Operating without Chamber registration voids your invoices and blocks bank account operations for a business.
✅ Work with a mali müşavir during company setup — they handle Chamber registration as part of the package.
Uzun Dönem İkamet: long-term residency after 8 years of continuous legal stay
After 8 consecutive years of legal residence in Turkey (short-term ikamet renewals count), you can apply for Uzun Dönem İkamet (Long-Term Residence Permit) — indefinite, with rights approaching those of Turkish citizens (excluding public-sector employment and voting). Requirements: no public-benefits dependence in the last 3 years, stable income, no threat to public order.
⚡ Expats who accidentally break continuity with a long absence lose the 8-year count and restart.
✅ Do not be outside Turkey more than 180 days total in any single year. Keep tax and SGK records clean.
Strict smoking ban: TRY 850+ fines in restaurants, offices, and transport
Since the 2008 tobacco law, smoking is banned in all indoor public places, workplaces, and public transport. 2026 fines are TRY 850 for individuals and up to TRY 17,000 for venues permitting smoking. Outdoor restaurant terraces are allowed but cities increasingly enforce stricter rules. Nargile (shisha) cafés operate under specific licences — check before lighting up.
⚡ Unexpected fines at establishments and on public transport.
✅ Only smoke in clearly designated areas. Nargile cafés must display their tobacco licence.
Negotiate salary in USD or EUR if possible — TRY salary loses real value without renegotiation
A salary of TRY 100,000/month that seemed excellent 2 years ago may feel inadequate today as the lira has weakened. Turkey's semi-annual minimum wage adjustments are specifically designed to compensate for this — private sector salaries are often adjusted annually or semi-annually by informal agreement. Expat professionals who negotiate salaries in USD or EUR are significantly protected against TRY devaluation. Many international companies operating in Turkey (multinationals, tech firms, financial services) pay salaries in USD/EUR or use USD/EUR benchmarks with TRY conversion. If you must accept a TRY salary, build in a formal annual renegotiation clause tied to inflation (TÜFE) or the official minimum wage adjustment percentage.
⚡ A TRY salary without regular inflation adjustments results in a declining real income. An expat on a fixed TRY salary for 2 years experiences effectively a 30–60%+ real wage cut when measured in EUR/USD terms.
✅ When negotiating your employment contract: request USD or EUR salary denomination if the employer allows it. If TRY salary is unavoidable, include an annual adjustment clause tied to the official inflation rate (TÜFE) or a minimum wage increase factor. Review your salary relative to market rates each year using Kariyer.net salary data. Consider the total compensation package: some employers provide USD/EUR expense allowances or housing contributions that supplement TRY base salary.
