State-run kreş (run by municipalities or Ministry of National Education) are heavily subsidised and income-tested. Demand far exceeds supply — waiting lists are long. Private kreş vary enormously in quality and price.

For state nurseries: apply at Milli Eğitim Müdürlüğü (district education office). For private: direct application to each nursery. Both require: birth certificate, vaccination record (aşı kartı), residence documentation.

Devlet İlkokulu

Ages: 6–10 years (grades 1–4; part of 8-year basic education) · Language: Turkish

Enrollment through the local Milli Eğitim Müdürlüğü (district National Education Directorate) based on address. Children must register by August before the September start. Required documents: nüfus kayıt belgesi (birth/ID document), vaccination record, address proof. Foreign children of residents can enroll — school may request YKN or residence documents. Turkish public school curriculum is standardised nationally.

Turkish public schools are free and mandatory for ages 6–17 (12 years of compulsory education). Quality varies significantly by district — schools in affluent Istanbul areas (Kadıköy, Beşiktaş, Şişli) are well-resourced; rural schools less so. Large class sizes common (30–45 students). School year: September to June. Most teaching is in Turkish — non-Turkish-speaking children may need intensive Turkish language support. Some districts offer "Hazırlık" (preparatory) Turkish language support classes.

Devlet Ortaokulu / Lisesi

After primary school, placement in middle school (ortaokul) by address. High school (lise) entry: via centralised LGS exam (Liselere Geçiş Sıstemi) at end of 8th grade — results determine access to Anadolu Lisesi (enhanced curriculum), Science High Schools (Fen Lisesi), or regular lise. International students: contact Milli Eğitim Müdürlüğü for placement.

The most prestigious public high schools are Anadolu Liseleri (with enhanced English instruction) and Fen Liseleri (science high schools) — entry via LGS exam is competitive. Most secondary school activities in Turkish. For expat families planning to attend university abroad, international schools or preparation for IB/AP may be advisable from secondary school age.

International Schools

Istanbul has a wide range of international schools offering IB, British, American, German, French, Italian, Japanese, and other curricula. Key schools: Robert College (prestigious American, competitive admission), Üsküdar American Academy, Bilkent University Laboratory and Primary School, MEF International Schools, British Istanbul Schools (BIS), Koç School, and various ÖZEL (private) schools with English-medium instruction. Fees range from TRY 100,000–500,000+/year (approximately €2,800–14,000) for local international schools; expatriate-targeted international schools can reach TRY 700,000–1,500,000/year. Ankara has the British Embassy School, Ankara International School (AIS), and others. Izmir: TED Izmir and a few international options. Most international school communities have active expat parent networks.

University

Tuition fee

State universities: negligible tuition fees (TRY 3,000–10,000/year for citizens). However, foreign students typically pay higher rates: TRY 15,000–100,000+/year depending on institution and programme. Top private universities: fees have risen sharply due to inflation — Koç University charges approximately USD 21,500/year for most undergraduate programmes; Bilkent University approximately TRY 895,000/year for Turkish citizens (2025/26); Sabancı and similar universities in comparable USD-pegged ranges. TRY figures change frequently — confirm current amounts directly with each institution before applying. English-medium programmes available at several top universities.

Semester fee

State universities: academic calendar fees negligible. Private universities: TRY 200,000–500,000/academic year. Note: with high inflation, tuition fees at private universities have increased significantly in recent years — confirm current fees at time of application.

Student visa

Non-EU students must apply for a student residence permit (Öğrenci İkamet İzni) at Göç İdaresi once in Turkey with university acceptance letter. Requirements: acceptance letter, health insurance, financial means proof, passport. Duration: length of studies.

Health insurance

University students enrolled in Turkish universities can join SGK student health insurance at very low cost (TRY 500–1,000/year). This provides access to public hospitals and clinics. International students on short programmes should bring international health insurance.

Application process

Turkish university entry via YÖS (Yabancı Öğrenci Sınavı — Foreign Student Exam) for international students or direct application to private universities. Many universities hold their own YÖS exam. Applications typically March–June for September enrollment. Top public universities: Boğaziçi University (Istanbul), Middle East Technical University (ODTÜ, Ankara), Hacettepe University (Ankara), Istanbul Technical University (İTÜ). Several have English-taught programmes.
