Qualification Recognition
Getting your foreign credentials recognised in Turkey.
Turkey is NOT in the EU — the EU's automatic mutual recognition of professional qualifications does not apply. Foreign qualifications are recognised through a process overseen by YÖK (Yükseköğretim Kurulu — Council of Higher Education) for academic degrees and by sector-specific professional bodies for regulated professions. The process (denklik — equivalency) requires apostilled and officially translated documents and can take several months. Turkey has bilateral recognition agreements with some countries but these are limited. For many professional expats, the work permit quota system (1 foreign per 5 Turkish employees) is a more immediate practical barrier than qualification recognition per se.
Regulated Professions
Process: 1. Obtain apostille for your home country diploma/certificate. 2. Commission a sworn translation (yeminli tercüme) into Turkish. 3. Submit denklik application to the relevant authority: YÖK for academic degrees; professional chamber (oda) for regulated professions. 4. Pay application fee. 5. Wait for assessment. 6. If approved: receive denklik belgesi (equivalency certificate). 7. Apply for professional licence with the relevant Turkish chamber (meslek odası).
Authority: YÖK (Yükseköğretim Kurulu — yok.gov.tr) for academic degrees. Professional chambers: Türk Tabipleri Birliği (TTB — doctors), Türk Diş Hekimleri Birliği (dentists), Türk Eczacıları Birliği (pharmacists), TMMOB (engineers and architects), Türkiye Barolar Birliği (lawyers), etc.
Timeline: 3–12 months depending on profession and complexity. Medical degrees typically 6–12 months. Engineering and architecture: 3–6 months. Academic degrees for employment purposes: 2–4 months.
Cost: YÖK denklik application fee: TRY 1,250 (2026 fee, per official YÖK announcement). Sworn translation and apostille: TRY 1,000–5,000 per document. Professional chamber membership fees: TRY 2,000–15,000 depending on profession.
Academic Degrees
Authority: YÖK (Yükseköğretim Kurulu — Council of Higher Education)
Process: Submit your original degree certificate, apostille, certified Turkish translation, and transcripts to YÖK's Denklik İşlemleri (Equivalency Procedures) department. Applications via YÖK online system. YÖK evaluates whether the degree is equivalent to a Turkish degree at the same level. Most degrees from accredited institutions in OECD countries are recognised — though the specific Turkish equivalent level may vary.
Equivalency service: YÖK Denklik portal (denklik.yok.gov.tr) — online application system for degree equivalency certificates. Applications submitted through e-Devlet (e-Government) portal for Turkish ID holders, or directly via the YÖK portal. YÖK also participates in the Lisbon Recognition Convention for academic recognition purposes.
Document Rules
Apostille: Turkey is a signatory to the Hague Apostille Convention (1961). Documents from other Hague Convention countries require an Apostille stamp from the competent authority in the issuing country. Examples: UK — Foreign, Commonwealth & Development Office (FCDO); USA — Secretary of State of issuing state; Germany — Regierungspräsidium or equivalent. The apostille verifies the authenticity of the signature on the document.
Legalisation: For documents from countries not in the Hague Apostille Convention: documents must go through full chain legalisation — notarise at country of origin, certify by Ministry of Foreign Affairs of issuing country, then certify by Turkish Embassy/Consulate. Much more time-consuming than apostille.
Sworn translation: Yeminli Tercüme: all non-Turkish documents submitted to Turkish authorities must be translated by a sworn translator (yeminli tercüman). The sworn translator adds their certified seal and is liable for accuracy. The translation must then typically be notarised at a Turkish noter. Combined cost: typically TRY 500–2,000 per document depending on length.

Typical Timelines
General degree denklik: 3–6 months. Medical degree recognition (full process including Turkish language proficiency for TTB membership): 12–24 months. Engineering (TMMOB): 3–6 months. Law: Turkish citizens only for court practice — foreign lawyers can work as legal consultants. Teaching qualification: 6–12 months through Ministry of Education. Note: having a recognised qualification is necessary but not sufficient for regulated professions — you also need to pass Turkish language proficiency at B2+ level for most health and legal professions, and meet SGK and work permit requirements.
For most knowledge-worker expats in Turkey (tech, finance, digital, creative), formal qualification recognition is not required by their employer and the process can be skipped. Qualification recognition becomes essential for regulated professions (healthcare, law, engineering). Remote workers for foreign companies generally do not need qualification recognition. The Turkish work permit system's 5:1 ratio (one foreign per five Turkish employees) is often a more immediate practical constraint than qualification recognition for those seeking Turkish employment.
