The Institute of Food Safety and Veterinary (ISUV — Instituti i Sigurisë Ushqimore dhe Veterinarisë) regulates live animal imports to Albania. Pets from EU/EEA countries: a valid EU Pet Passport (ISO microchip, rabies vaccination at least 21 days before travel, current health record) is accepted at the border. Pets from non-EU countries: require a government-endorsed health certificate from an accredited vet, ISO-compliant microchip, current rabies vaccination, and in some cases a rabies titre test from an approved laboratory. Albania is aligning its veterinary import rules with EU standards as part of its accession process, but border veterinary controls at Tirana Rinas Airport can be inconsistent — incomplete documents can result in quarantine at the owner's expense.
