Qualification Recognition
Getting your foreign credentials recognised in Cuba.
Qualification recognition in Cuba is managed by sector-specific ministries. Cuba does not participate in international mutual recognition frameworks like the Bologna Process or most professional licensing treaties. Foreign qualifications may be recognised through: bilateral agreements between Cuba and your home country; case-by-case assessment by the relevant Cuban ministry; or convalidación (credential equivalence) through the MES (Ministerio de Educación Superior, mes.gob.cu) for academic qualifications. Practically all foreign professionals working in Cuba are employed within state-authorised structures — independent private practice remains extremely limited. Cuba joined the Hague Apostille Convention; documents from member countries need an apostille rather than full consular legalisation.
Regulated Professions
Process: Step 1: Academic degree convalidación through MES (Ministerio de Educación Superior) — submit original degree with apostille, certified Spanish translation, academic transcript, and application form to MES Dirección de Relaciones Internacionales. MES issues a Resolución de Equivalencia within approximately 3 months. Step 2: Secure employment offer from an authorised Cuban entity (state enterprise, university, hospital, NGO with Cuban government authorisation, or a MIPYME/TCP if applicable). Step 3: Apply for a sector-specific professional authorisation from the relevant ministry (MINSAP for health, MINJUS/ONBC for legal, CITMA for science/engineering) — this typically requires: MES equivalence resolution, employment contract, and passing any Cuban professional examinations required. Full authorisation: 4–12 months total. All processes must be conducted in Spanish.
Authority: MES (Ministerio de Educación Superior, mes.gob.cu) — initial academic equivalence for all foreign degrees. Sector ministries for professional authorisation: MINSAP (minsap.gob.cu) for health professions; MINJUS (minjus.gob.cu) for legal professions; CITMA for science and engineering; MINED (mined.gob.cu) for pre-university education; MICONS for construction and architecture; MTSS for labour and financial professions.
Timeline: 4–12 months depending on profession and completeness of documentation. MES alone: approximately 3 months. Sector authorisation after MES: additional 3–9 months.
Cost: MES convalidación application fee: approximately 500–1,500 CUP (Cuban Peso, the single currency since 2021 monetary unification). Certified Spanish translations by ARGOS or authorised translators: USD $30–80 equivalent per document (charged in convertible currency to foreigners). Professional authorisation fees: vary by sector ministry. Total out-of-pocket for a foreign professional: approximately USD $200–600 equivalent for document preparation and official fees.
Academic Degrees
Authority: MES — Ministerio de Educación Superior (mes.gob.cu) — the sole authority for foreign academic degree equivalency in Cuba.
Process: Submit to MES Dirección de Relaciones Internacionales (Calle 23 No. 565 e/ F y G, Vedado, Havana; Tel: +53 7 838-2388): (1) original degree certificate with apostille (or consular legalisation for non-Hague countries); (2) official academic transcript; (3) certified Spanish translation of all non-Spanish documents by an authorised translator (ARGOS or MINREX-registered translator); (4) completed MES application form; (5) copy of passport. MES issues a Resolución de Equivalencia (equivalence resolution) classifying the foreign degree. This document is required for academic employment, professional authorisations, and continuation of studies at Cuban universities. Processing time: approximately 3 months from complete submission.
Equivalency service: MES Dirección de Relaciones Internacionales (mes.gob.cu) — issues Resolución de Equivalencia. Pre-application guidance can also be obtained through the Cuban embassy in your home country. For postgraduate titles (maestrías, doctorados): the same process applies but the MES Departamento de Educación de Posgrado (DEP) handles the review, and bilateral cooperation agreements between Cuba and the degree-granting country can simplify the process.
Document Rules
Apostille: Cuba is a party to the Hague Apostille Convention. Documents from Hague Convention member countries must be apostilled by the competent authority in the issuing country — apostilled documents do not require further legalisation by the Cuban embassy. Check the Hague Conference website (hcch.net) to verify apostille authorities for your country.
Legalisation: Documents from non-Hague Convention countries require consular legalisation: (1) authentication by the foreign country's competent authority, (2) authentication by the Cuban embassy or consulate in the issuing country, and (3) legalisation by Cuba's MINREX (Ministerio de Relaciones Exteriores, minrex.gob.cu). Allow 4–8 weeks for consular legalisation.
Sworn translation: All foreign documents must be accompanied by a certified Spanish translation (traducción jurada). Use ARGOS Translation Services (state-authorised translation company in Cuba) or a MINREX-registered certified translator. Machine translations and informal translations are not accepted for official purposes. Translations performed abroad must be legalised by the Cuban embassy in the country where the translation was made.

Typical Timelines
MES academic equivalence (Resolución de Equivalencia): approximately 3 months from complete application submission. Medical professional authorisation (MINSAP): 6–12 months after MES resolution. Legal profession (MINJUS/ONBC): 6–12 months. Engineering (CITMA + sector): 4–8 months. Teaching/academic (MES or MINED): 3–6 months. Total time for a foreign professional to obtain authorisation for independent practice: typically 6–18 months including document preparation, translation, apostille, MES review, and sector ministry approval.
Foreign professionals cannot practise independently in most regulated professions in Cuba without the full recognition process AND employment by an authorised Cuban entity. Independent private practice (private medical clinics, private law firms) effectively does not exist — all regulated professionals work within state-authorised structures. Since 2021 some TCP (Trabajador por Cuenta Propia) categories and MIPYMEs (private small/medium enterprises) can employ professionals commercially, but regulated health and legal professions remain state-controlled. Foreign medical doctors: practice is primarily possible through bilateral cooperation programmes (Cuba has agreements with many Latin American, African, and Asian countries). US professionals face additional complexity due to the US embargo limiting information exchange and financial transactions with Cuban institutions. Cuba's own medical and biotechnology qualifications are internationally respected — the recognition process works in both directions.
