🧑💻 Freelancer / Self-Employed Guide
Steps to register:
- 1 1. Determine your profession type: Freiberufler (liberal profession — IT, consulting, arts, medicine, law, engineering, journalism) or Gewerbetreibender (commercial trade — retail, craft, restaurant, etc.)
- 2 2. If Freiberufler: register at your local Finanzamt by filling in the Fragebogen zur steuerlichen Erfassung (questionnaire for tax registration). Available on ELSTER online.
- 3 3. If Gewerbetreibender: first register a trade (Gewerbeanmeldung) at the Gewerbeamt/Ordnungsamt (€20–50 fee), then also register at the Finanzamt.
- 4 4. Receive your Steuernummer (tax number) within 4–8 weeks. This goes on all invoices.
- 5 5. Decide on VAT (Umsatzsteuer): If annual turnover is under €22,000 you can use the Kleinunternehmerregelung (small business rule) — no VAT charged. Above €22,000: must charge 19% VAT and file quarterly VAT returns.
- 6 6. Set up your accounting: use software like Lexoffice, Fastbill, or SevDesk to track income and expenses.
- 7 7. Pay quarterly advance income tax (Einkommensteuervorauszahlung) — Finanzamt sends you a schedule.
- 8 8. File annual tax return (Steuererklärung) by July 31 each year, or February 28 if using a Steuerberater (tax advisor).
Tax registration
Finanzamt — use ELSTER (elster.de) to submit Fragebogen zur steuerlichen Erfassung online.
VAT threshold
€22,000 annual turnover. Below this threshold, you can use Kleinunternehmerregelung and not charge VAT.
Invoicing
Invoices must include: your full name and address, client's full name and address, invoice number, date, description of service, net amount, VAT rate and amount (or note if Kleinunternehmer), total amount, your bank details (IBAN).
Social security
As a Freiberufler, you are responsible for your own health insurance (statutory GKV or private PKV), pension (optional but recommended — Rürup Rente), and there is no unemployment insurance for the self-employed.
💡 Key distinction: Freiberufler (e.g. IT consultants, designers, journalists, therapists, teachers) pay no Gewerbesteuer (trade tax). Gewerbetreibende do. This can save thousands per year.
