Indefinite Residence (Right of Abode)
Eligibility
Ghana does not operate a conventional time-served permanent-residence track for ordinary foreign workers. Long-term legal residence is maintained through renewable work permits and quotas. The primary route to indefinite residence for foreigners is the Right of Abode, which is available to: (1) persons of African descent (diaspora returnees, including those of Ghanaian origin who have acquired foreign nationality); (2) former Ghanaian citizens who lost citizenship; and (3) spouses and dependent children of Ghanaian citizens in qualifying circumstances. The Right of Abode confers visa-free entry, indefinite stay and the right to work and be self-employed without a separate work permit.

Requirements

The Right of Abode application is discretionary and document-heavy. Processing can be slow. Ordinary long-term work permit holders who do not qualify for Right of Abode maintain their presence through annual or multi-year work permit renewals. Ghana does not have a points-based PR track comparable to the UK or Canada.

Ghanaian Citizenship by Naturalisation
Eligibility
Foreign nationals who have been lawfully resident in Ghana for at least 5 of the past 7 years, including at least 12 months of continuous residence immediately before the application, may apply for naturalisation under the Citizenship Act 2000. Applicants must demonstrate good character, an adequate knowledge of a Ghanaian language, and an intention to remain in Ghana.

- โAt least 12 months of continuous lawful residence immediately before the application
- โGood character โ clean criminal record from Ghana and home country

- โGenuine intention to remain ordinarily resident in Ghana
- โApplication to the Ministry of Interior (Ghana Immigration Service)
- โReferences and attestation from qualifying Ghanaian citizens
- โMinisterial approval; in some categories, Presidential approval
Naturalisation is discretionary and not an automatic entitlement on meeting the time threshold. Processing can take 12โ24 months or longer. Ghana has allowed dual citizenship since the Citizenship Act 2000 โ renunciation of prior nationality is not required. Persons of Ghanaian origin who have acquired another citizenship may find it easier to pursue the Right of Abode or citizenship by descent rather than ordinary naturalisation.

Right of Abode for African Diaspora
Eligibility
Persons of African descent anywhere in the world โ not just persons of Ghanaian origin โ may apply for Ghana's Right of Abode. This includes descendants of Africans who were forcibly removed from the continent (the transatlantic slave trade diaspora), as well as more recent African migrants who have acquired non-African citizenship. No set minimum residency period in Ghana is required; applicants must demonstrate African descent and good character.

Ghana has actively promoted the Right of Abode for the African diaspora, particularly through initiatives such as the Year of Return (2019) and Beyond the Return. The process is not fully transparent or fast, but Ghana's position as a stable, English-speaking West African democracy makes it a popular destination for diaspora returnees. A registered Right of Abode holder may subsequently pursue naturalisation.
Citizenship by Descent or Registration
Eligibility
Children born to at least one Ghanaian citizen parent are entitled to Ghanaian citizenship by descent regardless of the country of birth. Former Ghanaian citizens who lost their citizenship on acquiring another nationality, and their children, may apply for citizenship by registration.

Ghana permits dual citizenship โ persons who register or naturalise as Ghanaian citizens are not required to renounce other nationalities. Former Ghanaians who re-register do not lose their acquired foreign nationality under Ghanaian law.

Dual citizenship is allowed โ Ghana has permitted dual citizenship since the Citizenship Act 2000. Ghanaian citizens who acquire a foreign nationality and foreign nationals who naturalise as Ghanaian do not need to renounce their other citizenship under Ghanaian law. Your other country of citizenship may or may not permit dual nationality โ confirm with your home-country embassy before proceeding.
