Recognition in Ghana is sector-specific with no single universal national body for all qualifications. The Ghana Tertiary Education Commission (GTEC — gtec.edu.gh) handles academic credential evaluation under the Education Regulatory Bodies Act 2020 (Act 1023). Regulated professions (medicine, nursing, pharmacy, law, engineering, architecture, accountancy) each have their own licensing council that foreign-trained professionals must satisfy before practising in Ghana. Ghana is NOT a member of the Hague Apostille Convention — consular legalisation is required for most foreign official documents.
Regulated Professions
Process: Step 1: Obtain GTEC Certificate Evaluation (gtec.edu.gh/certificate-evaluation) — mandatory for Ministry of Education positions and recommended for regulated professions. Step 2: Apply to the relevant professional council. Required documents typically include: GTEC evaluation report (or direct submission to council), certified copies of qualifications and transcripts, certificate of good standing from last country of practice, passport and work permit, police clearance. Step 3: Many councils require a registration examination — notably the Medical and Dental Council requires foreign-trained doctors and dentists to pass both stages of the registration exam. ECFMG EPIC credential verification is required for medical applicants (ecfmg.org/psv/instructions-ghana.html). Nursing and Midwifery Council requires credential verification from original registering body.

Timeline: 1–6+ months depending on profession and document completeness. Medical registration (foreign-trained): 3–9 months including examination scheduling. Nursing: 2–4 months. Teaching: 2–6 months.
Cost: GTEC Certificate Evaluation: GHC 307 per foreign certificate. Medical and Dental Council registration examination: check mdcghana.org for current fee schedule. Professional council registration fees: varies by profession — GHC hundreds to several thousand. Additional costs: translations, notarisation, courier, ECFMG EPIC verification (for doctors).
Academic Degrees
Authority: Ghana Tertiary Education Commission (GTEC — gtec.edu.gh) — the national body for academic credential evaluation under Act 1023 (2020). Credential Evaluation Department assesses foreign certificates, diplomas, and degrees and converts them to their Ghanaian equivalent.
Process: Apply to GTEC Credential Evaluation Department (gtec.edu.gh/certificate-evaluation). Submit: original or certified copy of degree certificate, official academic transcript, passport copy. GTEC may contact the issuing institution directly to verify authenticity. Processing time: typically 2–6 weeks. In 2026 GTEC issued a directive making GTEC evaluation compulsory for positions in agencies under the Ministry of Education. GTEC has flagged 70+ unrecognised tertiary institutions — verify your institution is on the GTEC accredited list.
Equivalency service: GTEC Certificate Evaluation — gtec.edu.gh/certificate-evaluation. Fee: GHC 307 per foreign certificate (2025 schedule). The evaluation report is accepted by employers, educational institutions, and professional councils as evidence of foreign qualification equivalency in Ghana.
Document Rules
Apostille: Ghana is NOT a member of the Hague Apostille Convention. Foreign documents for use in Ghana do not qualify for simplified apostille authentication. Instead, full consular legalisation through the relevant embassy or consulate is required.
Legalisation: Foreign documents must be authenticated through the full legalisation chain: (1) authentication by the issuing country's Ministry of Foreign Affairs; (2) authentication by Ghana's Embassy or High Commission in the issuing country; or (3) authentication by the issuing country's Embassy in Ghana. Process takes 2–6 weeks and costs vary. Documents issued in Ghana for use abroad: authenticated by Ghana Ministry of Foreign Affairs and then by the relevant foreign embassy in Accra.
Sworn translation: English is Ghana's official language, so most documents from English-speaking countries are accepted without translation. Documents in other languages must be translated into English by a recognised professional translator. The translation should be certified by the translator and, if required, notarised by a licensed notary public. No central registry of sworn translators exists — use reputable certified translators.

GTEC has issued warnings about 70+ unrecognised tertiary institutions — if your degree is from an institution on this list, it will not be accepted in Ghana. Always verify your qualification's recognised status before travelling. Work permit approval (via GIPC) is separate from professional registration and must also be obtained. Medical practitioners: ECFMG EPIC verification is mandatory; ensure your medical school is listed in the World Directory of Medical Schools. Do not begin practising a regulated profession before receiving written confirmation of registration from the relevant council.
