Family Rights & Benefits
Maternity, parental leave and child benefits in Israel.
Israeli family law is a complex intersection of civil law, religious law (Dini Dat), and social security legislation. The National Insurance Institute (Bituah Leumi) administers family benefits. Marriage and divorce in Israel are handled by religious courts for recognized religious communities (Rabbinic courts for Jews, Sharia courts for Muslims, etc.) — civil marriage does not exist in Israel (couples who cannot or prefer not to use religious courts often marry abroad and have their marriage registered in Israel). Family rights for employed parents are strong and well-enforced through the Labour Court system.
Maternity Leave (Chufsha L'Leida — חופשת לידה)
Before birth: 6 weeks before due date (optional but paid)
After birth: 15 weeks total (including any pre-birth leave taken). First 8 weeks are mandatory. The remaining 7 weeks are the employee's choice.
Job protection: Absolute job protection during maternity leave and 60 days after return. Employer cannot dismiss pregnant employee without Labour Court approval. Employee entitled to return to same (or equivalent) position with same pay and seniority. Protection applies from the moment employer is notified of pregnancy.
Parental Leave / Partner Parental Leave (Chufsha L'Av — חופשת לאב)
Max duration: From the 15 weeks of maternity leave, father/partner may take the last 7 weeks if the mother returns to work. Full parental leave (Chufsha Horim) of up to 1 year (unpaid beyond maternity pay) is available to either parent. Extended leave (Chufsha Horeit) up to age 5 — unpaid, job protected, with conditions.
Split rules / Elterngeld: The paid 15 weeks (Dmei Leida) can be split between parents if both are eligible: mother takes minimum 8 weeks; father/co-parent can take remaining weeks provided mother returns to work. Both parents cannot take paid leave simultaneously. Each parent must have individually met the 10-of-14-month contribution requirement for their portion.
Benefits
Maternity Pay (Dmei Leida — דמי לידה)
100% of average daily wage (based on 3-month salary average before birth)
Duration: 15 weeks (105 days)
Eligibility: Must have paid Bituah Leumi contributions for at least 10 of the 14 months before the birth. Covers employed, self-employed, and unemployed mothers (at reduced rate). Available for Olim from day 1 of employment contributions.
How to apply: Apply to National Insurance Institute (Bituah Leumi) within 60 days of birth. Online at btl.gov.il or at any Bituah Leumi branch. Bring: Teudat Zehut, birth certificate (Teudat Leida), hospital delivery summary.
Payment comes directly from Bituah Leumi, not from the employer. Employer continues to pay regular salary for first period if so contractually agreed.
Childbirth Grant (Maan Z'not L'Leida — מענק לידה)
NIS 1,759 (first and second child); NIS 1,759 + supplement for subsequent children (2026 approximate)
Duration: One-time payment per birth
Eligibility: All Israeli residents who give birth; no contribution requirement
How to apply: Apply at Bituah Leumi branch or online. Usually processed automatically with maternity pay claim.
Paid for each birth regardless of employment status. Twins/multiples receive multiple grants.
Child Allowance (Kitzvat Yeladim — קצבת ילדים)
NIS 173/month (1st child); NIS 219/month (2nd–4th child); NIS 173/month (5th+ child) — 2026 rates per btl.gov.il. An additional NIS 58/month child savings deposit (Chisachon) is paid into a savings plan per eligible child.
Duration: Monthly until child turns 18
Eligibility: All children registered in Israel, regardless of parent employment status
How to apply: Registered automatically when child's birth is reported to Bituah Leumi and Misrad HaPnim (Ministry of Interior). No separate application needed once child is registered.
Paid directly to mother's bank account. All children of Israeli citizens and residents qualify regardless of nationality. Payment indexed annually.
Single Parent Benefit (Kitzvat Horim Chad — קצבת הורה יחיד)
Enhanced child allowance and additional benefit up to NIS 2,500+/month depending on circumstances
Duration: Ongoing while single parent status applies
Eligibility: Single parents (divorced, widowed, unmarried) with children under 18 and below income threshold
How to apply: Apply at Bituah Leumi branch with proof of single parent status (court judgment, death certificate, etc.).
Single parents also eligible for reduced Arnona (municipal tax), priority placement in childcare subsidies, and welfare supplement.
Adoption Grant (Maan Imuts — מענק אימוץ)
Equivalent to maternity leave pay period
Duration: Varies by child's age at adoption
Eligibility: Israeli residents who legally adopt a child
How to apply: Apply to Bituah Leumi with adoption order.
Adoptive parents have similar rights to biological parents for leave and pay purposes.
Sick child leave
Parents may use sick leave entitlement for sick child care: up to 16 sick days per year for a sick child under 16 years old (single parent: up to 24 days). Requires medical certificate (Teudat Choleh) from child's doctor. Taken from parent's accumulated sick leave balance.
Birth registration
Register birth at the Ministry of Interior (Misrad HaPnim) within 10 days of birth (usually handled by the hospital). Parent brings: both parents' Teudat Zehut (or passport for non-citizens), marriage certificate. Child receives birth certificate (Teudat Leida) and Israeli identity number. For non-citizen parents: contact your consulate for home-country birth registration. For Olim: child born in Israel to Israeli citizen is automatically an Israeli citizen.
Childcare rights
Working parents with children aged 3 months–3 years are entitled to apply for subsidised childcare (Kupat Tipul) through the Ministry of Economy. Subsidy based on income — lower-income families receive more. Priority given to single parents and families with children under 3 where both parents work. Minimum employer-provided nursing breaks: nursing mothers entitled to 1-hour reduction in working day (without pay deduction) for first 4 months after birth.
