Which insurances you actually need in Israel, prioritised.
Israel has mandatory national health insurance through the HMO system (Kupat Cholim) and mandatory vehicle third-party liability insurance (Bituah Chova). Beyond these, Israelis commonly purchase supplementary health insurance (Bituah Mashlim), private health insurance, life insurance, contents and property insurance, and professional liability insurance. The insurance market is regulated by the Capital Markets, Insurance and Savings Authority (Rashut Shuk HaHon, Bituah v'Chasachot).
Legally Mandatory
- - National Health Insurance (Bituah Briut — ביטוח בריאות): mandatory for all residents, bundled into Bituah Leumi contributions
- - Mandatory Vehicle Third-Party Liability (Bituah Chova — ביטוח חובה): required for all vehicles on public roads; criminal offence to drive without it
Supplementary Health Insurance (Bituah Mashlim)
Extends your HMO coverage with faster specialist access, private hospital rooms, broader medication coverage, dental, and complementary medicine.
Who needs it: Everyone. This is the single most recommended insurance purchase in Israel for anyone who wants timely healthcare access.
Annual cost: NIS 1,200–3,600/year (NIS 100–300/month). Purchased through your HMO.
Bituah Mashlim is offered exclusively by your own HMO. Sign up as soon as you join an HMO. Waiting periods may apply for some benefits. Age affects premium. Highly recommended over private insurance for most expats.
Mandatory Vehicle Insurance (Bituah Chova)
Third-party bodily injury liability insurance for motor vehicles. Mandatory by law. Covers injury to other people — does NOT cover damage to your own vehicle or other vehicles.
Who needs it: Every vehicle owner/driver in Israel. Criminal offence to drive without it.
Annual cost: NIS 1,000–2,500/year (varies by vehicle type, driver history, area)
Purchased annually. Get quotes from multiple insurers — prices vary significantly. Administered through the Motor Insurance Pool (Agam). Must be displayed (via Pango app or physical certificate).
Professional Liability Insurance (Bituach Achrayut Miktzo'it)
Errors and omissions (E&O) insurance for professionals. Mandatory for lawyers, doctors, architects, accountants, and engineers.
Who needs it: All regulated professionals and freelancers providing professional services.
Annual cost: NIS 2,000–15,000+/year depending on profession and coverage amount
Required by professional associations. Verify requirements with your specific professional body (Israel Bar Association, Israel Medical Association, etc.).
Comprehensive Vehicle Insurance (Bituah Makif)
Full vehicle insurance covering own damage, theft, fire, third-party property damage, windscreen, and more.
Who needs it: Recommended for all vehicle owners, especially those with newer or financed vehicles.
Annual cost: NIS 2,500–8,000/year depending on vehicle value and driver profile
Use price comparison sites (Pricez.co.il, Bigloan) to get multiple quotes. Add "Tofet" inspection exemption rider if your car is borderline on the annual inspection.
Life Insurance (Bituach Chaim)
Pays a lump sum to beneficiaries on death of the insured. Often bundled with mortgage (Mashkanta) requirements.
Who needs it: Mortgage holders (required by lenders), parents with dependents, business owners.
Annual cost: NIS 1,200–6,000/year depending on sum insured, age, and health
Bundled with mortgage (Bituach Mashkanta) mandatory. Standalone term life insurance is very affordable in Israel for healthy adults under 45.
Contents Insurance (Bituach Tachen)
Covers contents of your home against theft, fire, water damage, and accidental damage.
Who needs it: All renters and property owners. Landlords typically insure the building structure; contents are your responsibility.
Annual cost: NIS 500–2,000/year depending on coverage amount
Often overlooked by new arrivals. Given relatively high burglary rates in some urban areas, strongly recommended. Bundle with Bituach Chova for discount.
Private Health Insurance (Bituach Briut Prati)
Full private health insurance covering private hospitals, specialist choice, overseas medical care, and treatments not in public basket.
Who needs it: Those wanting maximum flexibility, private hospital access, or who travel frequently. Most expats find Bituah Mashlim sufficient.
Annual cost: NIS 3,600–18,000+/year depending on age and coverage
Only consider after maximising Bituah Mashlim. Private insurance is expensive and most expats find the supplementary HMO insurance sufficient. Useful for those with chronic conditions needing specific private specialists.
