🧑💻 Freelancer / Self-Employed Guide
Steps to register:
- 1 1. Confirm your immigration and work status — visitor stays do not permit paid self-employment or work activity in Kosovo. A residency permit with the right to self-employment is required for non-EU nationals.
- 2 2. Register at ARBK (Business Registration Agency — arbk.rks-gov.net) either online or in person. For Individual Business: EUR 10–30 fee; for SHPK: EUR 50–100 fee.
- 3 3. Register with TAK (Tax Administration of Kosovo — atk-ks.net) for a Fiscal Number (Numri Fiskal). Required before any invoicing or client payments.
- 4 4. Register for VAT with TAK if annual taxable turnover exceeds EUR 30,000 — submit within 15 days of crossing the threshold.
- 5 5. Open a Kosovo business bank account at ProCredit Bank Kosovo, Raiffeisen Bank Kosovo, or NLB Bank Kosovo. Bring ARBK certificate, TAK fiscal number, and passport/residence permit.
- 6 6. Issue compliant invoices for all services to Kosovo clients. For foreign clients, document the invoice in the currency agreed (EUR is common) and declare income in TAK quarterly returns.
- 7 7. Register with the Pension Savings Trust (Trusti i Kursimeve Pensionale — trusti.org) for pension contributions if employing staff.
- 8 8. File quarterly tax returns with TAK by the 15th day of the month following each quarter-end.
Tax registration
Register with TAK (Tax Administration of Kosovo) at atk-ks.net to obtain your Fiscal Number. Registration is required before issuing invoices. File quarterly personal income tax declarations. Annual final return by 31 March for the prior year.
VAT threshold
EUR 30,000 annual taxable turnover — mandatory VAT registration within 15 days of crossing this threshold. Standard VAT rate: 18%. File monthly VAT returns. Voluntary registration is available below the threshold for B2B businesses wanting to reclaim input VAT.
Invoicing
Invoices must include: seller's business name and Fiscal Number, buyer's name, invoice number (sequential), date, description of goods/services, amounts, VAT rate and amount (if VAT-registered), and total. Keep all invoices for at least 6 years. Electronic invoicing via the TAK system is increasingly required.
Social security
Formal employment triggers mandatory pension contributions: 5% employee + 5% employer of gross salary, remitted to the Kosovo Pension Savings Trust (Trusti). Self-employed individuals registering employees must enrol with Trusti and remit contributions monthly. Kosovo has no broad employer/employee health insurance scheme — private health insurance is strongly recommended for expats.
💡 Kosovo is a low-tax jurisdiction by regional standards: flat 10% personal income tax and 10% corporate income tax. No wealth tax, no inheritance tax for direct family. Key considerations for expats: Kosovo is not in the EU, Schengen, or UN (though recognised by 117 countries). Banking is in EUR. Payment infrastructure is developing — international card acceptance and cross-border wire transfers work but with occasional delays. Remote workers earning exclusively from foreign clients should obtain tax advice on Kosovo-source income rules before assuming their income is untaxed.
