Permanent Residency
Name
Permanent Residence Permit (Leja e Qëndrimit të Përhershëm)
Eligibility
Foreign nationals who have held a valid temporary residence permit and resided continuously in Kosovo for at least 5 years may apply for permanent residence. A spousal route exists: foreign nationals who have been married to a Kosovo citizen for at least 3 years and have resided lawfully in Kosovo for at least 1 year during that marriage period may apply for permanent residence directly.

Kosovo Citizenship by Naturalisation
Eligibility
Foreign nationals who have held permanent residence in Kosovo for at least 5 years (approximately 10 years total from first lawful entry: 5 years of temporary residence followed by 5 years of permanent residence) may apply for naturalisation. Good character, knowledge of Albanian or Serbian language, and knowledge of Kosovo's constitutional order are required.

Kosovo citizenship is recognised by approximately 81 countries for visa-free or on-arrival access as of 2026 (Henley Passport Index rank ~57). Kosovo declared independence in 2008 and is recognised by over 100 UN member states but not by all — notably not by Russia, China, Spain, Serbia and several others. Check whether your home country recognises Kosovo passports for travel before relying on them. Dual citizenship is permitted under Kosovo law. A new Law on Citizenship (2026) simplified procedures: re-acquisition of citizenship now requires only an application and a criminal record certificate (previously 9 documents); processing deadline reduced from 6 months to 30 days.

Citizenship by Descent (Kosovo-Origin Diaspora)
Eligibility
Persons of Kosovo origin (ethnic Albanians or other communities with Kosovo roots) who hold foreign citizenship may claim Kosovo citizenship through family connection. Children born to at least one Kosovo citizen parent acquire Kosovo citizenship at birth regardless of the country of birth.

Municipal registry research is often required and can be the most time-consuming part of the process. Kosovo civil records from the pre-1999 period may require research in Serbian or municipal archives. Kosovo allows dual citizenship, so acquiring Kosovo citizenship by descent does not require renouncing other nationalities.
Spousal Permanent Residence Route
Eligibility
Foreign nationals married to a Kosovo citizen for at least 3 years who have resided lawfully in Kosovo for at least 1 year during the marriage may obtain permanent residence directly, bypassing the standard 5-year temporary residence requirement. Permanent residence can then lead to naturalisation after a further 5 years.

The spousal route gives faster access to permanent residence. Citizenship after permanent residence still requires the standard 5-year permanent residence wait. Kosovo permits dual citizenship, so renunciation of prior nationality is not required.

Dual citizenship is allowed — Kosovo allows dual (and multiple) citizenship under the Law on Citizenship. Kosovo citizens who acquire a foreign nationality do not automatically lose their Kosovo citizenship, and foreign nationals who naturalise as Kosovo citizens are not required to renounce their prior nationality. Your other country of citizenship may or may not permit dual nationality — check with your home-country embassy. Note that Kosovo's recognition is uneven globally, which can create practical complications with consular protection and travel documentation.
