Malaysia has a structured qualification recognition system managed by the Malaysian Qualifications Agency (MQA) for academic qualifications and various regulatory bodies for professional licences. Regulated professions (medicine, law, engineering, architecture, accountancy) require specific registration with the relevant Malaysian professional board — a foreign degree alone is insufficient to practice. Malaysia is a signatory to several ASEAN Mutual Recognition Arrangements (MRAs) covering engineering, architecture, nursing, medicine, dentistry, accounting, surveying, and tourism — these facilitate cross-border professional recognition within ASEAN but do not replace Malaysian registration. The Malaysian Qualifications Framework (MQF) maps qualifications to 8 levels aligned with international frameworks.

Academic Degrees

Authority: Malaysian Qualifications Agency (MQA — mqa.gov.my). MQA maintains the Malaysian Qualifications Register (MQR) listing all accredited Malaysian programmes and also evaluates foreign qualifications for equivalency purposes.

Process: Submit application to MQA online with: certified true copies of degree certificates, transcripts, and course outlines (syllabus). MQA may request an apostille or legalisation (from country of issue). Processing time: 4–12 weeks. MQA issues an equivalency letter confirming the Malaysian MQF level (e.g., Bachelor's = MQF Level 6). This letter is required for: public sector employment, postgraduate admissions, some professional board applications, and immigration (RP-T / PR applications may require academic qualification evidence).

Equivalency service: MQA operates the Accreditation of Prior Experiential Learning (APEL) scheme and Recognition of Prior Learning (RPL) for non-traditional qualifications. For international professional qualifications (ACCA, CFA, CIMA, PMP etc.): these are generally recognised directly by the relevant Malaysian professional bodies without MQA evaluation. For non-English degree certificates: certified translation into English or Bahasa Malaysia by a sworn translator (penterjemah bertauliah) is required before MQA evaluation.

Document Rules

Apostille: Malaysia is NOT a member of the Hague Apostille Convention (confirmed by HCCH status table as of 31 December 2025). Foreign documents for use in Malaysia cannot rely on an apostille stamp alone — full consular legalisation is required. Malaysian authorities (MQA, professional boards, courts) require documents to be legalised through the official consular chain.

Legalisation: All foreign official documents require the full legalisation chain: (1) notarisation or authentication by the competent authority in the issuing country; (2) authentication by the issuing country's Ministry of Foreign Affairs; (3) authentication by the Malaysian High Commission or Embassy in the issuing country. Costs: RM200–800 per document. Allow 2–6 weeks. Note: some Malaysian authorities and employers in practice accept documents with apostille stamps from Hague member countries for non-legal purposes, but the legal requirement is full legalisation.

Sworn translation: Documents in languages other than English or Bahasa Malaysia must be translated by a certified translator (penterjemah bertauliah) in Malaysia, or a sworn translator (jurubahasa bersumpah) from the issuing country. For MQA and professional board submissions: translations must be certified by a Malaysian certified translator or a Malaysian Embassy/High Commission in the issuing country. Translation costs: RM100–500 per document depending on language and length. Major translation agencies in KL: Synapse KL, ELTC, and certified freelance translators registered with the Ministry of Education.
