Malaria Prevention is Non-Negotiable in Mozambique

International Health Insurance with Medical Evacuation is Mandatory
Mozambique's public healthcare system cannot treat serious or complex conditions. Medical evacuation to Johannesburg or Nairobi is the standard response to serious illness or injury. Evacuation costs USD 15,000–50,000+ per event.

Working Without a Valid DIRE and Work Permit is Illegal
Foreign nationals require both a DIRE residence permit and a separate work permit (Autorização de Exercício de Actividade) before commencing any paid employment in Mozambique. The employer must apply for the work permit via MITESS.

✅ Do not travel to northern Cabo Delgado (north of Pemba) without robust security clearance, professional security escort, and employer authorisation. Follow current FCDO, State Department, and DFAT travel advisories. Register with your home country embassy. Pemba (southern Cabo Delgado capital) has improved but verify current security status before travel.
Overstaying Your Visa or DIRE is a Criminal Offence
Overstaying your tourist visa, business visa, or DIRE residence permit in Mozambique results in fines, detention, and deportation. The DIRE is not automatically renewed — you must actively apply for renewal at least 3 months before expiry.
⚡ Fines (escalating daily rate for each day overstayed), detention at DIRE offices, deportation to your home country, and a potential multi-year re-entry ban.
✅ Set a calendar reminder 4 months before your DIRE expires. Begin the renewal application at least 3 months before expiry. Gather new documents (fresh police clearance, translations) well in advance. Use an OAM immigration lawyer for renewals if your circumstances have changed.
Do Not Use Unregistered Immigration "Fixers"
Unregistered immigration agents frequently approach new expats at DIRE offices, hotels, and via WhatsApp offering to expedite permits for large fees. Many produce fraudulent documents or take payment and disappear.

5% Foreign Worker Quota is Strictly Enforced in 2026
Under Law 23/2007, no more than 5% of a company's workforce can be foreign nationals. MITESS workplace inspections increased significantly in 2026. Companies found exceeding the quota face fines of MT 100,000–500,000.
⚡ Employer fines MT 100,000–500,000. Non-compliant foreign employees may have their work permits revoked and face deportation. Reputational damage to the employer.

Verify DUAT Land Title Before Any Property Transaction
All land in Mozambique is state-owned. You can only acquire a land-use right (DUAT). Fraudulent DUAT transfers are a serious risk — sellers may claim to hold a DUAT they don't own or that is encumbered.
⚡ Loss of purchase price (potentially hundreds of thousands of USD), no legal title to the property, and a lengthy court process to recover funds.
✅ Never sign any property agreement without an OAM-registered property lawyer. Verify the DUAT at DNTF before any deposit is paid. Commission a title search as the first step in any property transaction.
Night Driving Outside Maputo is Extremely Dangerous
Roads outside Maputo are unlit and shared with unlit vehicles, livestock, and pedestrians at night. Road accidents are a leading cause of expat injury and death in Mozambique. Never drive between cities at night.

✅ Plan inter-city journeys to arrive before dark. If delayed, stop and find accommodation rather than driving through the night. Travel in convoy where possible on provincial routes. Domestic flights are strongly preferred over long road journeys in remote areas.
Never Pay a Rental Deposit Without Viewing in Person
Rental fraud in Maputo is common — fraudsters list attractive properties on Facebook and OLX that they don't own. They request advance deposits (USD 500–2,000) and disappear once payment is made.
⚡ Loss of deposit (USD 500–2,000+), no accommodation, and difficulty recovering funds from an anonymous fraudster.
✅ Always view the property in person before paying any money. Verify the landlord's ownership documents (DUAT, property registration). Use a registered real estate agent (Century 21, Pam Golding). Pay deposits only by bank transfer with a receipt.
Phone Theft is the Most Common Expat Security Incident
Mobile phone snatching by pedestrians and motorbike riders is very common in Maputo, particularly in busy areas, near ATMs, and from slow-moving vehicles. Victims who resist risk violence.
⚡ Loss of phone, contacts, financial apps (M-Pesa, banking), and data. Risk of violence if resistance is offered.
✅ Do not use your phone visibly while walking in public areas. Keep windows closed in slow traffic. Never use your phone at an ATM with strangers nearby. Keep the car window closed when stationary at traffic lights. Use inDrive instead of walking at night.
EDM Load-Shedding (4–12 Hours Daily) Will Disrupt Your Life
EDM (Electricidade de Moçambique) schedules rolling electricity outages in Maputo and other cities. Outages can last 4–12 hours per day. Without preparation, this severely impacts work, food storage, security, and wellbeing.
⚡ Work disruption (no internet, no PC power), food spoilage in freezer, security system failure, internet router loss, hot water failure.
✅ Purchase a UPS for your internet router and key electronics within the first week. Verify the property has a working generator. Budget for generator fuel (MT 3,000–10,000/month). Keep emergency torches charged. Plan important calls and meetings for morning hours when power tends to be more stable.
Fever in Mozambique is Malaria Until Proven Otherwise
Any fever (38°C or above), chills, severe headache, or flu-like symptoms in Mozambique should be investigated for malaria the same day — even if you are on prophylaxis. Malaria can progress to cerebral malaria within 24 hours.
⚡ Delayed diagnosis leads to severe malaria (cerebral malaria, kidney failure), ICU admission, and potential death.
✅ Go to a private clinic (Aga Khan Hospital or Maputo Medical Centre) or use a home malaria rapid test kit immediately when you develop fever. Do not wait to see if it passes. Keep oral rehydration salts and a thermometer at home.
MZN Depreciation Erodes Local Purchasing Power
The Mozambican Metical (MZN) depreciates steadily against the USD (approximately 5–10% annually). Expats paid in MZN see their real income erode over time. Landlords increasingly demand USD-linked rents.
⚡ Gradual erosion of effective salary for MZN earners. Unexpected rent increases when landlords adjust to current exchange rate at lease renewal.
✅ Negotiate employment contracts with USD-denominated or USD-indexed salary components. Hold savings in USD or ZAR accounts. Review MZN-denominated expenses against the current exchange rate at lease renewal.
Traffic Police May Request Informal "Fines" at Roadblocks
Some Mozambican traffic police officers at roadblocks (barreiras) request informal payments from expat drivers for alleged or invented violations. This is particularly common on routes between cities.
⚡ Financial loss from informal payments (often USD 5–50). If you accidentally produce insufficient documentation, fines or vehicle impoundment can follow.
✅ Carry all vehicle documents (Livrete, insurance certificate/apólice, valid licence, DIRE) at all times. Politely request an official fine notice (auto de notícia) if an officer claims a violation. Many officers release drivers who insist on an official process. Stay calm and courteous throughout.
Do Not Drink Tap Water or Use Ice of Unknown Origin
Mozambique's municipal water supply contains bacteria and parasites that cause typhoid, cholera, and giardiasis. Even in Maputo's better neighbourhoods, tap water quality is unreliable.

ATM Cash Limits and Availability Issues
ATM daily withdrawal limits in Mozambique are low (MT 10,000–30,000 per day). ATMs frequently run out of cash at weekends, after public holidays, and at month-end when salaries are paid.
⚡ Inability to access cash when needed, particularly in emergencies or when travelling outside Maputo.
✅ Keep MT 20,000–50,000 in cash at home for emergencies. Withdraw cash mid-week rather than at weekends. When travelling outside Maputo, carry adequate MZN and USD cash — ATM availability in provincial towns is very limited.
Verify INSS Deductions Are Actually Being Remitted by Employer
Some Mozambican employers deduct INSS from employees' salaries but do not actually remit the contributions to INSS. This leaves the employee without pension or benefit entitlement despite seeing deductions on their payslip.
⚡ Loss of pension and benefit entitlements; potential difficulties if you need to make an INSS claim during employment.
✅ Request an INSS contribution statement (extrato de contribuições) from INSS annually — verify that your employer's contributions match your payslip deductions. Contact INSS directly if there is a discrepancy.
English is Rarely Spoken Outside International Organisations
Very few Mozambicans outside tourist-facing roles, international NGOs, and embassies speak English. Government offices, hospitals, markets, and most local businesses operate in Portuguese only. This creates significant safety and practical risks for non-Portuguese speakers.
⚡ Inability to communicate in emergencies, misunderstanding at government offices, exclusion from local community, and reduced professional effectiveness.
✅ Start Portuguese lessons immediately on arrival. At minimum, learn emergency phrases and medical vocabulary. Always have a Portuguese-speaking colleague or local contact available for DIRE, ATM, and hospital visits in your first months.
Venomous Snakes and Wildlife Hazards in Gardens and Surrounding Areas
Mozambique has multiple venomous snake species including the Mozambique spitting cobra (Naja mossambica — which spits venom into eyes), black mamba, and puff adder. These are present in gardens, parks, and bush areas around Maputo.
⚡ Snake bites can be rapidly fatal. Venom in the eyes from a spitting cobra causes permanent blindness without immediate washing.
✅ Wear closed shoes in gardens and bush areas. Check shoes left outside before putting them on. Keep grass short. If bitten or spat on: call emergency (119) and go immediately to Aga Khan Hospital for antivenom. Teach children never to approach snakes.
Sleep Under an Impregnated Mosquito Net Every Night
Anopheles mosquitoes (malaria vectors) are active from dusk to dawn year-round in Mozambique. Air conditioning alone does not provide sufficient protection against mosquito entry into bedrooms.
⚡ Malaria infection — even one bite from an infected mosquito is sufficient to cause malaria.
✅ Use a permethrin-impregnated mosquito net every night. Re-impregnate nets every 6 months. Use DEET repellent (50%+ concentration) from dusk. Ensure windows have mosquito screens. Spray bedroom with an appropriate insecticide before sleeping if screens are absent.
Cyclone Season (November to April) — Preparation Required
Mozambique's Indian Ocean coastline is exposed to tropical cyclones from November to April. Beira, the coast, and the Zambezi River valley are most vulnerable. Major cyclones (Idai 2019, Kenneth 2019) have caused catastrophic damage.
⚡ Property damage, flooding, power outages lasting weeks, road closures, and risk to personal safety for those in poorly constructed structures or flood-prone areas.

Every foreign document submitted to Mozambican authorities (DIRE, ATM, CREL, MITESS, courts) must be apostilled in the country of issue and officially translated into Portuguese by a certified Mozambican translator (tradutor juramentado).

Ticks Can Kill Your Pet Within 24 Hours in Mozambique
Tick-borne diseases (babesiosis, ehrlichiosis, Lyme disease) are endemic in Mozambique. Babesiosis in dogs can cause death within 24 hours of symptom onset without emergency treatment.
⚡ Pet death or serious illness requiring emergency veterinary treatment. Babesiosis treatment requires blood transfusion and intensive care at a vet clinic.
✅ Apply veterinary-grade tick prevention (Bravecto, Nexgard, or Frontline) monthly without fail. Check your pet for ticks after every outdoor time. Know the symptoms of tick fever (lethargy, pale gums, loss of appetite) and go to the vet immediately.
E-Fatura Electronic Invoicing Mandatory from 2026 — Non-Compliance Fines
ATM expanded mandatory e-fatura (electronic invoicing) requirements in 2026. Businesses with turnover above MT 1,000,000/year must issue electronic invoices via the ATM e-fatura system. Fines for non-compliance: MT 50,000–200,000.

Never Share Your M-Pesa PIN — Fraud Calls Are Common
Fraudsters call Mozambican M-Pesa users claiming to be Vodacom support, police, or government agencies and request PINs or one-time passwords. Once shared, accounts are immediately emptied.
⚡ Loss of all funds in your M-Pesa wallet; no guaranteed reimbursement from Vodacom.
✅ Vodacom and all legitimate organisations will NEVER ask for your M-Pesa PIN or OTP by phone. Hang up immediately on any caller asking for these. Report to Vodacom on 82 1234.
Domestic Worker Minimum Wage Increased January 2026
Mozambique's minimum wage for domestic workers increased in January 2026 to approximately MT 6,500–7,000/month. Employers of housekeepers, guards, nannies, and gardeners must pay at least the sector minimum wage.

Many Maputo properties have petrol or diesel generators for power backup. Improper fuel storage (inside the house, near heat sources, in unsuitable containers) creates a serious fire and explosion risk.

✅ Store generator fuel in approved jerry cans outside the building, away from heat sources. Keep a CO2 fire extinguisher near the generator. Never run a generator indoors — carbon monoxide risk is fatal. Ensure adequate ventilation around the generator.
Bringing pets to Mozambique requires an import permit from the Direcção Nacional de Veterinária — start 8 weeks in advance
Import of cats and dogs to Mozambique requires: (1) an import permit from the Direcção Nacional de Veterinária (DNV) within the Ministry of Agriculture (MASA); (2) a health certificate issued by an accredited veterinarian in your country of origin and endorsed by that country's national veterinary authority; (3) proof of current rabies vaccination; and (4) microchip implantation. Health certificates must be issued within 10 days of travel. Mozambique does not operate the same RNATT titre-test waiting period as some island nations, but documentation gaps still result in pet refusal at Maputo International Airport. DNV permit processing typically takes 4–8 weeks.

Mozambique Drives on the LEFT

The IRPS 32% top rate applies to annual income above MT 1,512,000 (approximately USD 23,000/year or USD 1,950/month). Most professional expats exceed this threshold. Employer-provided housing, vehicles, and allowances may be counted as taxable benefits.

Street taxis in Maputo have no meters, no accountability, and occasional security incidents. inDrive and Bolt provide fixed agreed fares, driver identification, and digital records. Use them for all journeys, especially at night.

✅ Download both inDrive and Bolt before your first day. Share your ride details with a contact for late-night journeys. Have your destination address in Portuguese ready to show drivers if needed.
Shoprite is the Primary Expat Supermarket in Maputo
Shoprite (South African chain) is the most reliable and well-stocked supermarket in Mozambique, with multiple Maputo branches. For specialty European imports, cheese, and wine, supplement with specialty shops (Touch Down) in Polana.
⚡ Dependence on a single supermarket chain with limited hours (Mon–Sat 08:00–20:00, Sun 08:00–14:00).
✅ Learn Shoprite's locations near your home. For fresh produce at local prices, also use the Mercado do Xipamanine or Mercado Central — excellent quality at a fraction of supermarket prices. Stock up before Sundays and public holidays when hours are reduced.
Quality Veterinary Care in Mozambique is Limited
Qualified veterinary services in Maputo are available but limited compared to European standards. For complex conditions (orthopaedic surgery, oncology, advanced diagnostic imaging), the nearest specialist vet is in Johannesburg.

You Become Mozambican Tax Resident After 180 Days
