Obtain your skattekort (tax deduction card) BEFORE first salary payment

The skattekort is your Norwegian tax card, specifying how much income tax your employer should withhold from your salary each month. CRITICAL: if your employer does not have your skattekort before paying you, Norwegian law requires them to withhold 50% emergency tax (trekk uten skattekort). Apply at skatteetaten.no as soon as you have a fødselsnummer or D-nummer. Processing is typically fast (same day online). Your employer needs the skattekort before your first payroll run.

Set up BankID — absolutely critical for all Norwegian digital services

BankID is Norway's national digital identity system — without it you cannot use online banking, access Skatteetaten, NAV, Helsenorge, Altinn, or any Norwegian government portal online. You cannot sign contracts digitally. You cannot authenticate to almost any Norwegian digital service. BankID is obtained from your Norwegian bank after opening an account. The BankID app on your smartphone is the most convenient option (BankID på mobil also available with just a mobile number and personal password).

Register as job-seeker at NAV and apply for dagpenger (unemployment benefit)

If you become unemployed in Norway, register as a job-seeker at NAV on the first day you are out of work. Apply for dagpenger (unemployment benefit) within 3 days. Dagpenger pays 62.4% of previous earnings. Minimum earnings threshold: 1.5G (approximately NOK 195,240 in 2026) in the last 12 months, or 3G (approximately NOK 390,480) in the last 36 months. Maximum benefit period: 104 weeks. You must actively seek work through nav.no/arbeidssoker and fulfil activity requirements including applying to vacancies and attending NAV meetings.

Open a Norwegian bank account

A Norwegian bank account is essential for receiving salary, paying rent, and making payments. DNB and SpareBank 1 are the largest and most accessible. Sbanken (online-only) is excellent for tech-savvy users with a fødselsnummer. You need either a fødselsnummer or D-nummer to open a Norwegian bank account. Once you have an account, you can get BankID and set up Vipps.

Register at Folkeregisteret (Skatteetaten) and get your fødselsnummer or D-nummer

Registering in Folkeregisteret (the Norwegian Population Register) is the most important first step in Norway. This registers you as a resident and triggers the issuance of your fødselsnummer (11-digit national identity number for permanent residents) or D-nummer (temporary ID for those without a permanent address yet). The fødselsnummer/D-nummer is required for everything: opening a bank account, getting BankID, receiving salary, accessing healthcare, filing taxes, applying for benefits, and using almost any Norwegian service.

Update Folkeregisteret address within 8 days of moving

Mandatory: report new address to Folkeregisteret (Skatteetaten) within 8 days. Online at skatteetaten.no. D-number or fødselsnummer required. Failure: criminal fine. Address used for all tax, benefits, electoral roll.

EEA citizens: register your right of residence at the police

EEA/EU citizens intending to stay in Norway for more than 3 months must register their right of residence (registreringsbevis som EØS-borger) with the local police district (politidistrikt). Registration documents your legal status. This is separate from — and in addition to — registering your address in Folkeregisteret. Bring your passport, proof of activity (employment contract, student admission, etc.), and proof of Norwegian address.

Report change of address to the National Population Register (Folkeregisteret)

Norwegian law requires reporting any address change to the National Population Register (Folkeregisteret) within 8 days. Register online via Skatteetaten with BankID/BankID Biometrics or in person at a tax office. Your registered address updates your healthcare provider (fastlege) assignment, child benefit, and all government correspondence automatically.

Verify skattetrekk (tax withholding) and pension contributions on your payslip

Your employer deducts income tax (skattetrekk) based on your skattekort (tax deduction card) issued by Skatteetaten. You must apply for a skattekort within the first few weeks — without one your employer is required to withhold 50% of your salary. Confirm OTP (mandatory occupational pension) enrollment with employer

All Norwegian employers must enroll employees in an OTP (Obligatorisk tjenestepensjon — mandatory occupational pension) scheme from the first month of employment. The employer contributes a minimum of 2% of your salary to a pension fund in your name. Check your payslip confirms OTP contributions are being made. Register your dog in the Norwegian Dog Register (Norsk Kennelklub / Mattilsynet)

Norway requires all dogs to be registered in an approved dog register. Use the Norwegian Kennel Club (NKK) database or a vet-registered microchip system recognized by Mattilsynet. Dogs must be microchipped. Cats are not yet required to be microchipped but strongly recommended. EU pet passport accepted; animals from outside EEA require import permit from Mattilsynet. Municipal dog licensing may apply in some municipalities.

Review and submit your skattemelding (tax return) by 30 April

The Norwegian tax return (skattemelding) is pre-filled by Skatteetaten each spring based on employer and third-party data. Available at skatteetaten.no from March. Deadline for salaried employees: 30 April. Review and add any deductions: commuting costs (reisefradrag), mortgage interest, home office costs, charity donations, and union fees. Corrections after 30 April require a formal endringsmelding.

Notify your home pension provider of your move to Norway

If you receive a pension from your home country, notify your pension provider of your new Norwegian address immediately. Ensure your pension payments can be redirected to your Norwegian bank account. Many EU pension authorities require an annual proof-of-life certificate — register for this service early. Norway has bilateral social security agreements with all EU/EEA states (via EEA Agreement) and several non-EU countries. Foreign pension income must be reported in your Norwegian skattemelding (tax return). Check norskpensjon.no for any accrued Norwegian pension rights.

Set up Vipps for mobile payments

Vipps is Norway's dominant mobile payment app — used by over 4.7 million Norwegians (nearly 90% of the population). Essential for splitting restaurant bills, paying at local vendors, transferring money, paying for events and parking, and participating in Norwegian social and financial life. Without Vipps you will find daily transactions awkward and miss a core part of Norwegian digital culture.

Get a Norwegian SIM card from Telenor, Telia NO, or Ice

Norway's main operators are Telenor, Telia Norway, and Ice. Budget options: OneCall, Chili Mobil, Talkmore (Telenor MVNOs). Purchase a SIM with passport and D-number/fødselsnummer. Monthly plans from NOK 99 (~€8.60). Norway has excellent 4G/5G coverage. Register on Altinn.no (government services portal) using BankID once you have a Norwegian bank account.

Set up Altinn.no account and BankID for digital government services

Altinn.no is Norway's national digital government portal for businesses and individuals. Use it for tax filings, business registration, and correspondence with all Norwegian authorities. BankID is Norway's digital identity standard — set it up through your Norwegian bank (DNB, SpareBank, Nordea) once you have a bank account. Without BankID, many services require in-person visits.

Get a Ruter/Skyss transit app and register for supermarket loyalty programs

In Oslo, download the Ruter app for bus/metro/tram/ferry tickets. Monthly all-zone pass ~NOK 860 (~€75). Other cities: Skyss (Bergen), AtB (Trondheim). Main supermarkets: Rema 1000, Kiwi, MENY, Bunnpris — register for Æ (Rema) or Bonus (Coop) loyalty programs for significant discounts. Norwegian waste sorting: restavfall (grey), mat/food (green), papir (blue), glass/metall (white). Deposit system (pant): return plastic bottles for NOK 2–3 refund.

Register on Altinn.no for tax and government services

Altinn.no is Norway's central government digital services portal — used for filing taxes, registering businesses, submitting VAT returns, and accessing a wide range of public services. All self-employed persons MUST use Altinn. Employed workers also receive their skattemelding (tax return) and other communications through Altinn/Skatteetaten. Log in with BankID.

Enroll in free Norwegian language courses (norskopplæring) for immigrants

Mandatory for non-EEA immigrants: 600 hours norskopplæring + 50 hours samfunnskunnskap free (reimbursed after completion). EEA citizens: eligible for subsidised courses. Apply at IMDi (imdi.no) or local municipality.

Ensure your employment contract meets Norwegian law requirements

All employees in Norway are entitled to a written employment contract (arbeidsavtale) that must be provided no later than 7 days after starting work. The contract must specify: working hours, salary, holiday entitlement, notice periods, and job description. Norwegian labour law (Arbeidsmiljøloven) provides strong worker protections: minimum 25 days paid holiday (5 weeks), maximum 40 hours/week ordinary working time, overtime premium of at least 40%, and full sick pay from day 1 (sykepenger from NAV after 16 days). Non-Norwegian EU/EEA parents working in Norway are entitled to full barnetrygd. Payment goes directly to the primary caregiver's Norwegian bank account.

Apply for foreldrepenger (parental pay) during parental leave

Norway's parental leave system (foreldrepenger) provides 49 weeks at 100% salary (or 59 weeks at 80%). In 2026, 15 weeks are exclusively reserved for each parent (fedrekvote and mødrekvote). The remaining 16 weeks are shared. Maximum daily rate: NOK 3,151/day (6G limit NOK 819,294/year from May 2026, grunnbeløp NOK 136,549). Apply via nav.no at least 4 weeks before leave starts.

Open BSU (Boligsparing for Ungdom) account — 10% tax deduction for under 34s

BSU savings for housing: 10% tax deduction on annual savings up to NOK 27,500 (max NOK 2,750 deduction). Lifetime max NOK 300,000. Only for Norwegian residents under 34 who do not yet own property. Major banks: DNB BSU, Nordea, SpareBank.

Register with a fastlege (regular GP) at helsenorge.no

The fastlegeordning (regular GP scheme) gives every Norwegian resident a right to a specific GP (fastlege) who manages your primary healthcare and makes referrals to specialists. You MUST register with a fastlege to access the subsidised public healthcare system. Without a fastlege, you can only use the legevakt (out-of-hours emergency GP) and accident and emergency, which is more expensive and for urgent cases. Register at helsenorge.no using BankID.

Book free preventive screenings through Folkehelseinstituttet

Norwegian cancer screening programmes: cervical cancer (women 25–69, every 3 years), breast cancer (women 50–69, every 2 years), colon cancer (50–74, every 10 years). Letters sent automatically once registered as resident. Free.

Register for social housing (kommunal bolig) waiting list immediately

Norway has a housing shortage, particularly in Oslo. Communal social housing (kommunal bolig) has long waiting lists — registering early accrues waiting time. Also consider registering with borettslag (housing cooperatives) and studentboliger (student housing, if applicable). Husbanken (the State Housing Bank) provides startlån (starter loans) for first-time buyers with low-to-medium incomes.

Apply for permanent residence permit when eligible

Non-EEA nationals on a Skilled Worker permit can apply for permanent residence (permanent oppholdstillatelse) after 3 years of continuous legal residence in Norway. Requirements: no serious criminal record, not having received certain social benefits in the past year, and meeting the Norwegian language requirement (A1 test for most applicants). EEA citizens receive permanent EEA residence rights after 5 years. Permanent residence provides security and a pathway to citizenship.

Arrange innboforsikring (home contents insurance) and tannforsikring (dental insurance)

Innboforsikring (home contents insurance) is typically required by Norwegian rental contracts and covers theft, fire, and damage to your belongings. Register for Norwegian language classes (norskopplæring)

Learning Norwegian is essential for full integration — both professionally and socially. Immigrants with certain permit types have a right (and sometimes an obligation) to free Norwegian language training. EU/EEA workers can attend paid courses at Folkeuniversitetet or private language schools. The target for citizenship is B1 oral Norskprøve. Even basic Norwegian (A2) dramatically improves daily life.

Access fri rettshjelp (free legal aid) through Statsforvalteren

Norway provides free legal aid (fri rettshjelp) in certain legal areas (family law, tenancy, social security, criminal defence). Income threshold: ~NOK 350,000/year gross for single persons. Apply through your local Statsforvalteren office. Private lawyers can be used if they accept legal aid cases. Processing: 1–3 weeks. Legal aid covers lawyer fees fully or with a small co-payment.

Resolve rental disputes through Husleietvistutvalget (Rental Disputes Board)

Norway's Husleietvistutvalget provides free dispute resolution for rental disagreements (Oslo, Bergen, Trondheim, Stavanger area). Cases include deposit disputes, rent increases, maintenance obligations, and eviction. Free service for both tenants and landlords. Submit online at htu.no. Mediated decisions are legally binding. For other areas, use the local conciliation board (Forliksrådet).

Understand the D-nummer to fødselsnummer pathway

Many newcomers without a permanent Norwegian address first receive a D-nummer (a temporary 11-digit ID number where the day of birth is increased by 40). This D-nummer allows you to open a bank account, get a skattekort, and start working. Once you have a permanent address and register in Folkeregisteret, you receive a permanent fødselsnummer. This two-step process is important to understand — D-nummer is not a replacement for fødselsnummer but a temporary first step. BankID can be obtained with a D-nummer at some banks.

Set up AutoPASS for toll roads if you drive in Norway

Norway has extensive toll roads (bomveier) charged automatically via number plate recognition and AutoPASS transponder. Without an AutoPASS agreement, you are still charged (via your registered plate) but at higher rates. Register with NAV (Norwegian Labour and Welfare Administration)

NAV is Norway's combined labour, welfare, and social security administration. Register at nav.no as soon as you start employment — this begins accruing your rights to dagpenger (unemployment benefit), sykepenger (sick pay), and other benefits. If you are unemployed: register at NAV immediately to start receiving dagpenger (if eligible) and access job placement services. NAV also manages parental leave (foreldrepenger), child benefit (barnetrygd), and disability benefits.
