NAV (Norwegian Labour and Welfare Administration)

NAV — Arbeids- og velferdsetaten

Register at nav.no using BankID. Create a CV, register your job-seeking status, and specify your availability. NAV runs the official job vacancy database (arbeidsplassen.no). If applying for dagpenger (unemployment benefit), you must register as a job-seeker at NAV immediately. NAV offices (NAV-kontor) are located in all municipalities and provide in-person counselling.

💼 Work Permits

EU Citizens

EEA/EU citizens have the right to work freely in Norway. They must register their right of residence with the police (politiet) within 3 months of arrival. They must obtain a fødselsnummer or D-nummer from Skatteetaten and get a skattekort. No separate work permit is required. Nordic citizens (Danish, Swedish, Finnish, Icelandic) have a particularly simplified registration — they can work immediately and have a long tradition of free movement within the Nordic countries.

Non-EU Citizens

Non-EEA nationals require a work and residence permit (oppholdstillatelse med arbeidstillatelse) from UDI (Utlendingsdirektoratet). The most common route is the Skilled Worker Permit (tillatelse for faglærte) — requires either a job offer or proof of a qualifying vocational qualification. CRITICAL: Non-EEA nationals must in most cases apply for and receive the permit BEFORE travelling to Norway. Apply at udi.no. The employer typically initiates the process. Processing time: 4–10 weeks standard, 7 business days for priority.

EU Blue Card

The EU Blue Card is technically applicable in Norway through EEA participation. In practice, the Skilled Worker Permit is more commonly used and has no formal salary threshold. Norway also participates in the highly skilled workers scheme. UDI processes Blue Card applications — check udi.no for current requirements.

Freelancer Visa

Norway does not have a specific digital nomad visa. Self-employed non-EEA nationals need to demonstrate a viable business, adequate income, and Norwegian business registration (organisasjonsnummer). EEA nationals can self-employ freely. Contact UDI for specific self-employed permit guidance.

⏱️ Work Culture

Typical hours 37.5 hours per week is the standard full-time working week in most sectors (set by collective agreements and Arbeidsmiljøloven). Work-life balance is a core Norwegian value — leaving on time is expected and respected. Overtime is compensated (typically time off in lieu or extra pay). Managers do not stay late to signal dedication — results matter, not visible hours.

Annual leave Minimum 25 working days per year (ferieloven / Holiday Act). Additional days in some collective agreements. Feriepenger (holiday pay) is paid at 10.2% of the previous year's earnings (12% for those over 60) — typically paid in June. Many employers pay a holiday bonus alongside the holiday pay. Seniors (over 60) are entitled to an extra week.

Sick leave Generous: employers pay full salary for the first 16 days of sick leave (arbeidsgiverperioden). From day 17, NAV pays sykelonn (sick pay) up to 6G (approximately NOK 741,000/year, 2026). Doctor's note (sykemelding) required from day 1 at some workplaces or day 4 at others — depends on employer policy. Many collective agreements allow "egenmelding" (self-certification) for up to 3–8 days.

Trial period Prøvetid (probation) is typically 6 months for permanent employment in Norway (not 3 like Denmark). During this period, either party can terminate with 14 days' notice. Must be specified in the employment contract.

Notice period During probation: minimum 14 days. After probation: typically 1–3 months depending on length of service (Arbeidsmiljøloven § 15-3). Many collective agreements provide longer notice periods. Employees typically give 1 month. Senior roles may have 3–6 months.

Salary range Norway has no national minimum wage — wages are set by sectoral collective agreements (tariffavtaler). Statutory minimums via tariff extension exist in: construction (NOK 231.00/hour for skilled, NOK 221.30 for unskilled, 2026), cleaning, hospitality, agriculture, and some other sectors. Typical white-collar salaries: entry level NOK 40,000–55,000/month; mid-level NOK 55,000–80,000/month; senior/management NOK 80,000–130,000+/month. Oil & gas professionals: significantly higher (NOK 90,000–200,000+). Salary statistics: ssb.no (Statistics Norway).

Pay frequency Monthly salary paid at the end of the month is standard for most employees. Some sectors (construction, hospitality) pay bi-weekly. Feriepenger (holiday pay) is paid in June as a separate payment based on the previous year's earnings.
