Visa-Free Access

EEA/EU citizens can live and work in Norway freely — no visa or work permit required. They must register their right of residence with the police within 3 months. Nordic citizens (Danish, Swedish, Finnish, Icelandic) have even more streamlined rights under the Nordic Passport Union — no registration required. Citizens of the USA, Canada, Australia, New Zealand, Japan, UK (post-Brexit), South Korea, and most Western countries can visit Norway visa-free for up to 90 days in any 180-day period (Schengen rules apply). Norway is in Schengen but NOT in the EU. For stays exceeding 90 days or to work, an appropriate permit is required.

All non-EEA immigration to Norway is handled by UDI (Utlendingsdirektoratet — the Directorate of Immigration) at udi.no. Applications are made online via the UDI application portal. CRITICAL RULE for non-EEA: in most cases you must apply for and receive your permit BEFORE coming to Norway — entering on a tourist visa and then converting is not permitted for work permits. Norway is in the Schengen Area, so your residence permit allows travel across most of Europe. Norway is NOT in the EU — Schengen and EEA membership are the relevant frameworks. Processing times vary significantly — check udi.no for current statistics. Norway generally has a simpler immigration system than Denmark or Sweden, with the Skilled Worker Permit being the main route for working expats.

💡 Most important first step for EEA citizens. Register at the nearest politistasjon (police station) and also register your address with Skatteetaten (Folkeregisteret) to obtain a fødselsnummer. Both steps are needed.

Skilled Worker Permit

Eligibility

Non-EEA nationals with a job offer in Norway and a relevant vocational qualification (trade certificate, bachelor's degree, or equivalent), OR who have secured a specific skilled worker job offer. No minimum salary threshold unlike some EU countries.

Processing time

Standard: 4–10 weeks. Priority processing (prioritert behandling): 7 business days (additional fee: NOK 2,850).

✓The employer submits the application on your behalf in most cases

💡 CRITICAL: Must be applied for and approved BEFORE arriving in Norway in most cases. Apply at udi.no. The employer typically submits the application. Once approved, you collect the permit sticker at a Norwegian embassy/consulate or at police upon arrival.

Specialist Permit (Seasonal)

Family Reunification

Eligibility

Spouses, cohabiting partners, and minor children of Norwegian citizens, permanent residents, or permit holders.

Requirements

✓Sponsor must have stable income above the subsistence threshold (NOK 416,512/year — 3.2x the National Insurance basic amount, effective for applications registered from 1 February 2025; udi.no verified)

💡 Norway has some family immigration requirements, though generally less strict than Denmark's. Nordic citizens joining Norwegian family members have a simpler process.

Student Permit

Eligibility

Non-EEA nationals enrolled full-time at a recognised Norwegian educational institution.

Requirements

✓Proof of financial means (NOK 170,368/year for university/college students, or NOK 130,745/year for folk high school — udi.no 2026/2027 figures)
✓Valid passport

💡 After graduation, non-EEA students may apply for a temporary permit to seek work (oppholdstillatelse for å søke arbeid). Norwegian universities charge no tuition.

Svalbard (No Permit Required)

Duration: No restriction — as long as you can support yourself (no welfare state in Svalbard).

Eligibility

Any person from any country in the world — Svalbard is open to everyone under the Svalbard Treaty of 1920.

💡 Svalbard (Spitsbergen) is a unique jurisdiction under Norwegian sovereignty where all 46 signatory nations to the Svalbard Treaty have equal rights to live and work. No work permit, visa, or residence permit needed from ANY country. However: there is no Norwegian welfare entitlement in Svalbard, insurance is required, and you must be self-supporting. Longyearbyen is the main settlement — primarily coal mining and tourism. A genuinely unique option for those seeking an Arctic lifestyle.

Self-Employed Permit with Foreign Company (requires Norwegian client)

Digital Nomad

Non-EEA nationals who are self-employed with a company registered outside Norway. Requires a signed contract with at least one Norwegian client paying at or above prevailing skilled-worker wages. EEA/EU citizens have full free movement and need no permit for remote work. This is not a traditional "work from anywhere" digital nomad visa — a Norwegian client contract is mandatory.

Processing time

Standard: 4 months. Priority processing: 7 business days (additional NOK 2,850 fee).

✓Signed contract with at least one Norwegian client at or above skilled-worker minimum wage

💡 EEA/EU citizens can work remotely in Norway without any permit — register at the nearest politistasjon and with Skatteetaten (folkeregisteret) to get a fødselsnummer. Non-EEA remote workers working exclusively for non-Norwegian clients have no dedicated digital nomad pathway under Norwegian law — this permit requires at least one Norwegian client. Apply at udi.no BEFORE arriving in Norway; arriving on tourist basis and converting is not permitted.
