Healthcare in Norway

Norway operates a Beveridge-model (single-payer) public healthcare system funded through general taxation and managed through Helseforetakene (regional health trusts) and the Helfo (Norwegian Health Economics Administration). The system is based on the principle of equal access regardless of income. Registered residents pay small co-payments (egenandel) for GP and specialist visits, but costs are capped by an annual frikort (free card) threshold (NOK 3,278 in 2026). Beyond that threshold, all healthcare is entirely free for the rest of the year. Norway's healthcare system is consistently ranked among the best in Europe.

Eligibility:All persons registered in Folkeregisteret with a fødselsnummer are entitled to public healthcare. This includes Norwegian citizens, EEA residents with right of residence, non-EEA residents with valid permits, and some others. You must register with a fastlege (regular GP) through helsenorge.no as one of your first actions after getting a fødselsnummer.

Monthly cost:No monthly premium. Healthcare is funded by general taxes. Co-payments are modest and capped by the annual frikort system.

Once annual co-payments exceed the frikort threshold (NOK 3,278 in 2026, adjusted annually), a frikort (free card) is issued — all further co-payments are waived for the rest of the calendar year. Helfo tracks your cumulative co-payments automatically.

How to enrol:1. Register address in Folkeregisteret (Skatteetaten) to receive fødselsnummer. 2. Log in to helsenorge.no with BankID. 3. Choose a fastlege (GP) in the fastlegeordning system. 4. You are entitled to a fastlege list — if a preferred GP has a full list, choose an alternative. 5. Begin using healthcare. For emergency care: always available at legevakt (out-of-hours) or hospital akuttmottak (emergency department) without registration.

Waiting period:None for emergency care. For routine GP appointments: typically 1–4 weeks depending on the practice and reason. For specialist referrals: varies significantly — typically 4–16 weeks. Norway has patient rights (pasientrettighetsloven) guaranteeing maximum waiting times for medically prioritised conditions.

Private healthcare: Privat helseforsikring (Private Health Insurance)

Who can use it:Available to anyone. Often provided by employers as a benefit — increasingly common in Norwegian corporate culture.

When it makes sense:For faster access to specialist consultations, private physiotherapy, dental care, optical, and elective procedures. Popular employers' benefit in Oslo's competitive job market. Corporate private health insurance is estimated to be provided to 20%+ of Norwegian private sector employees.

Accessing care

GP system

Every registered resident has a fastlege (regular GP) assigned through the fastlegeordning. The fastlege is the primary contact and gatekeeper for specialist referrals. Register and choose a fastlege at helsenorge.no using BankID — you can choose any fastlege in Norway with capacity on their list. You are entitled to change fastlege twice per year for free. Most fastleger speak English in Oslo and major cities.

Specialist referral

Your fastlege refers you to a specialist (spesialist). You have fritt sykehusvalg (free hospital choice) — you can choose any Norwegian hospital with the relevant specialist service. Waiting time guarantees vary by condition. Request a referral letter (henvisning) from your fastlege for any specialist need.

Emergency care

Emergency (life-threatening): call 113 (ambulance) or 112 (general emergency). For urgent but non-life-threatening conditions: visit legevakt (out-of-hours emergency GP service). In Oslo: Oslo legevakt at Storgata 40, open 24/7. Always available without prior registration. Call 116 117 before attending if possible.

Out of hours

Legevakt: the Norwegian out-of-hours urgent GP service. Call 116 117 (national out-of-hours number) before attending. You may be triaged by phone. For Oslo: Oslo legevakt at Storgata 40 is a 24-hour walk-in service. Each municipality has a legevakt — find yours at helsenorge.no.

Prescriptions

Prescriptions from the fastlege are sent electronically to any Norwegian pharmacy (apotek). Show your fødselsnummer at the pharmacy. Drugs on the blå resept (blue prescription) list are subsidised — patients pay a co-payment up to an annual maximum (egenandelstaket). Find out-of-hours apoteket via apotek.no.

Dental

Adults (18+): dental care is entirely private except for specific medical conditions. Register with a private tannlege (dentist) — most practices take walk-ins for emergencies. Emergency dental: legevakttannlegen (emergency dental clinic) in larger cities. Children under 18: free dental care through the kommunal tannhelsetjeneste. Adult dental insurance (tannforsikring) is strongly recommended.

Mental health

Public mental health (psykisk helse): GP referral to DPS (district psychiatric centre) for serious conditions — free. For mild-moderate anxiety and depression: GP referral to psykolog (psychologist) in primary care — co-payment applies but largely subsidised (fastlegeordning includes some mental health services). Emergency mental health: legevakt (116 117) or crisis line (116 123). Private psychologists: NOK 800–1,600/session. Waiting times for public psychiatry can be long.

Maternity

Completely free: regular midwife (jordmor) check-ups throughout pregnancy, hospital birth or birthing centre (fødestue), and post-natal support visits. Norway has excellent maternal and neonatal outcomes. Foreldrepenger (parental leave benefit) at full salary rate for most employees. Post-birth home visits from helsesykepleier (public health nurse) are free.

Finding English-speaking doctors:English-speaking fastleger are widely available in Oslo, Bergen, Stavanger, and Trondheim. Most younger Norwegian doctors speak excellent English. The Helsenorge directory allows you to search for fastleger with available list space. Volvat, Aleris, and Euroclinics (private clinic chains) have many English-speaking doctors. Emergency services (legevakt, hospitals) typically have English-speaking staff.

International insurance:Public healthcare covers Norwegian residents from fødselsnummer registration. International health insurance from your employer is not needed for Norwegian public care. However, for travel outside Norway and for dental coverage, additional insurance is strongly recommended.

Emergency card info:Your fødselsnummer is your health ID in Norway. Carry your Norwegian ID (passport or driving licence with fødselsnummer). For emergency care, present your fødselsnummer — medical staff can access all your records electronically via kjernejournal (core medical record system).

EHIC notes:Norwegian residents are entitled to the European Health Insurance Card (EHIC) for emergency and necessary treatment in EU/EEA countries. Apply through Helfo at helfo.no. Processing: 2–3 weeks. Valid for travel across the EU/EEA.

Pharmacies (Apotek)

Hours:Most apoteker: Monday–Friday 09:00–18:00; Saturday 09:00–16:00; Sunday usually closed. Shopping centre apoteket have extended hours. Vaktapotek (duty pharmacy) rotates for out-of-hours service — find at apotek.no.

After-hours / emergency:Vaktapotek (duty pharmacy) is open outside regular hours on a rotating basis. Find the nearest at apotek.no or call your local apotek for the on-duty location. Oslo: Jernbaneapoteket (Central Station area) has extended hours.

Prescription rules:Prescriptions are sent electronically (e-resept) by doctors directly to the pharmacy system. Present your fødselsnummer at any apotek — they can retrieve your prescription electronically. Blå resept drugs (subsidised prescription list) require co-payment up to the annual maximum. Hvit resept (white/regular prescription) has no subsidy.
