Escuela Primaria Pública

Ages: 5–12 years (Grades K–6) · Language: Spanish (primary); English as a mandatory subject from Grade 1

Present birth certificate, immunisation records, and proof of residence to the local DE Superintendencia Escolar for district assignment. Non-US citizen children have the same right to public education regardless of immigration status (US Supreme Court, Plyler v. Doe). Contact the PR Department of Education regional office for your municipality.

Public school quality varies significantly by municipality — urban schools (San Juan, Caguas, Bayamón) are generally better resourced than rural schools. Many middle-class and expat families choose private schools for bilingual instruction and smaller class sizes.

Escuela Intermedia y Superior Pública

Ages: 12–18 years (Grades 7–12; intermediate 7–9, high school 10–12) · Language: Spanish (primary); English as a mandatory subject

Automatic district assignment based on residence. High school graduation requires passing the PPAA (Puerto Rico Academic Achievement Assessment). UPR university admission requires PEAU/College Board articulation exam scores. SAT and ACT accepted for US mainland university applications.

PR high school diploma is recognised across the US. Private high schools offer IB (International Baccalaureate), AP (Advanced Placement), or bilingual programmes — preferred by expat families targeting US mainland university admission.

International Schools

Puerto Rico has several high-quality international and US-curriculum private schools serving the expat and professional community. Baldwin School of Puerto Rico (Guaynabo) offers US College Prep and IB, Pre-K to Grade 12, $13,000–15,000/year. Saint John's School (Condado, San Juan) offers AP-based US College Prep in a bilingual English/Spanish environment, Pre-K to Grade 12, ~$13,000/year. Caribbean School (Ponce) offers full IB curriculum, bilingual English/Spanish, Pre-K to Grade 12, ~$12,000/year. Wesleyan Academy (Guaynabo) is a bilingual evangelical school, Pre-K to Grade 12, ~$9,000/year. Colegio San Ignacio de Loyola (Hato Rey) is a boys-only Catholic school for Grades 7–12, ~$8,000/year. All schools use US-standard grading and are MSCHE or other US regional accreditation approved.

University

Tuition fee

University of Puerto Rico (UPR — public): ~$2,000–3,500/year for PR residents; higher for non-resident students. Private universities: Inter American University $6,000–9,000/year; PUCPR $7,000–10,000/year; Universidad del Sagrado Corazón ~$8,000–10,000/year; Ana G. Méndez University System ~$6,000–9,000/year.

Semester fee

UPR: ~$500–800/semester in student services, technology, and activity fees (in addition to tuition). Private universities: similar semester fees of $400–800. All PR universities accept FAFSA (Free Application for Federal Student Aid) — PR students are eligible for federal Pell Grants, Stafford Loans, and work-study programmes on the same basis as US mainland students.

Student visa

US citizens and PR residents (Green Card): no visa required — Puerto Rico is a US territory. Non-US citizens must have F-1 student status: obtain Form I-20 from the SEVIS-registered PR university, apply for F-1 visa at US Embassy/Consulate with the I-20, pay SEVIS fee ($350). F-1 students may work on-campus up to 20 hours/week during studies. Optional Practical Training (OPT) for 12 months post-completion; STEM OPT extension (24 months) available for qualifying STEM degrees.

Health insurance

Most PR universities offer a student health plan through private insurers or campus health centres. UPR students have access to campus wellness centres. International F-1 students must show proof of health insurance — most universities offer qualifying plans at $500–1,500/year. US-citizen and PR-resident students qualify for ACA Marketplace plans or may remain on parents' plan until age 26.

Application process

UPR: Apply through the UPR Admissions Portal (upr.edu); requires PEAU (College Board Prueba de Aptitud Académica) scores and high school transcript. Private universities (Inter American, PUCPR, Sacred Heart): apply online at individual university websites; rolling admissions; require SAT/ACT or PEAU scores, high school transcript, and personal essay. All universities accept US-standard financial aid (FAFSA applies to PR students).
