Puerto Rico is a US territory — entry and residency rules follow US federal immigration law entirely. US citizens move freely between Puerto Rico and the US mainland with no passport, visa, or immigration formality required. Non-US citizens must meet the same requirements as entering the US mainland: valid US visa (or ESTA under the Visa Waiver Program) and USCIS compliance. Puerto Rico has NO separate visa system. Residency for US citizens is informal — simply live there; no registration with any authority is required. For non-US citizens: obtain appropriate USCIS status (Green Card, TN, H-1B, etc.). For Act 60 tax purposes, bona fide residency requires meeting IRS section 937 tests: 183-day presence, tax home, and closer connection. Key actions on arrival: obtain a PR driver's license from DTOP (within 60 days), register to vote in Puerto Rico, update tax address, open a PR bank account. Apply to DDEC for an Act 60 decree (ddec.pr.gov) if seeking export services (4% tax) or individual investor (0% capital gains) benefits.
US Tourist / Visitor Visa (B-1/B-2)
Nationals of countries not in the Visa Waiver Program who wish to visit Puerto Rico for tourism, short-term business, or visiting family.
