Name
Singapore Permanent Residence (PR)
Eligibility
Foreign nationals who have lived and worked in Singapore continuously for at least 2 years on an Employment Pass, S Pass, Dependant Pass (spouse of a Singapore citizen or PR), or Long-Term Visit Pass. ICA does not publish fixed criteria โ applications are assessed holistically on economic contribution, skills relevance, family ties, educational qualifications, and integration potential. In practice, most successful applicants have 3โ6 years of Singapore residence at time of application. Spouses of Singapore citizens: eligible to apply from the start of the relationship but approval is discretionary and often takes 1โ3 years.
Duration
Permanent โ no expiry on PR status itself. The PR Re-Entry Permit (REP) must be renewed every 5 years (S$10 application fee) โ this is what allows PRs to leave and re-enter Singapore freely. REP renewal evaluates whether the PR remains substantially residing and working in Singapore.

Singapore PR is among the most coveted and hardest to obtain of any developed nation. ICA does not publish approval rates but estimates suggest 25โ45% of applications are approved each year from the eligible pool. Key factors that significantly improve chances: high income (S$6,000โ15,000+/month), employment in strategic sectors (finance, technology, biomedical, professional services), long Singapore residence (5+ years), professional qualifications (degree from top universities, CFA, CPA, etc.), and community integration (grassroots membership, volunteering). Marrying a Singaporean substantially speeds up the pathway. Children of PRs born in Singapore are eligible to apply under the PR Sponsored scheme. Processing time: 4โ6 months average; can be longer if additional documentation is requested. Once approved, collect NRIC within 2 months of approval at ICA Building.

Eligibility
Singapore PRs who have held PR status for at least 2 years (for those under 21) or whose spouse is a Singapore citizen and who have been married for at least 2 years. For ordinary PRs without a citizen spouse, there is no fixed minimum PR period before applying for citizenship โ applicants should be well-integrated and typically have held PR for 5+ years, though applications are accepted from 2 years. Singapore citizenship is entirely discretionary โ ICA assesses holistically on Singapore family ties, community rootedness, economic contribution, length of residence, and commitment to Singapore.
Duration
Permanent โ Singapore citizenship does not expire. However, Singapore does NOT allow dual citizenship. Upon taking Singapore citizenship, you must renounce all previous nationalities within a reasonable period (usually 1 year). Male Singapore citizens who gain citizenship before age 18 are subject to Full-Time National Service (NS) โ 24 months; those who gain citizenship between 18 and 21 (or as sons of new citizens) are also subject to NS.

Singapore citizenship is highly valuable โ NRIC status (citizen), world-class passport (192 visa-free destinations, Henley Index rank 2โ4 globally), CPF retirement and healthcare security, HDB housing access, and eligibility for government schemes and subsidies. Singapore plans to grant 25,000โ30,000 new citizenships per year over 2026โ2031 (announced February 2026 by Minister Gan Kim Yong) โ an increase from the ~25,000/year in 2025. The citizenship application is assessed with even greater holism than PR โ ICA looks for genuine rootedness, not just meeting years-of-residence criteria. Active community participation (Residents' Committee, Citizens Consultative Committee, volunteer programmes, grassroots leadership) significantly strengthens an application. Processing time: 6โ18 months. The NS obligation for male children is a significant consideration for families โ boys registered as PRs are also liable for NS. A son who gives up Singapore PR before the age of 16.5 years and has not previously deferred NS may lose liability; after 16.5, renunciation of PR requires NS completion or payment of a bond.
Other Routes to Residency & Citizenship
Spousal Route (Spouse of a Singapore Citizen)
Eligibility
Foreign spouses of Singapore citizens may apply for PR from the start of the relationship (no minimum residence required), and may apply for citizenship once PR is held and the marriage is established. ICA assesses holistically โ a genuine, long-standing marriage to a Singapore citizen significantly strengthens both PR and citizenship applications compared with the standard employment-based route.

PR: no fixed expiry (Re-Entry Permit renewed every 5 years). Citizenship: permanent once granted.

The spousal route is the fastest realistic pathway to Singapore citizenship for foreigners, though approval remains fully at ICA's discretion. Having children who are Singapore citizens further strengthens the application.
Singapore Citizenship by Descent (Jus Sanguinis)
Eligibility
Children born outside Singapore to at least one Singapore-citizen parent are eligible for Singapore citizenship by descent, provided they are registered at the nearest Singapore Embassy or High Commission within 12 months of birth. Children born in Singapore to Singapore-citizen parents acquire citizenship automatically at birth.

Children who do not register within 12 months of birth automatically lose Singapore citizenship eligibility. Children with dual citizenship at birth (e.g., mother is Singapore citizen, father is from a country with jus soli rules) must elect Singapore citizenship and renounce the other by age 22.

Dual citizenship is not allowed โ Singapore does not allow dual citizenship under any circumstances. Upon taking Singapore citizenship, all previous citizenships must be renounced within a reasonable period (typically 1 year). Citizens who acquire foreign citizenship automatically lose their Singapore citizenship. Singapore Permanent Residents who hold a foreign passport may maintain dual-nationality status as PRs indefinitely โ only taking citizenship triggers the renunciation requirement. Children with dual citizenship at birth must renounce one nationality by age 22. Male Singapore citizens are subject to National Service (24 months); PR males are also NS-liable from age 13. Remaining outside Singapore without an exit permit after age 16.5 while NS-liable can result in fines up to SGD 10,000 or imprisonment. Singapore PR approvals were increased to approximately 40,000 per year in the 2026 budget cycle.
