Periods of legal residence on all types of permits count towards the 5-year requirement (work, study, family — with some exceptions for short-stay visas). Continuous residence means you cannot have substantial unregistered absences. After obtaining permanent residence, you have almost equal rights to Slovenian citizens in the labour market, education, and social security. For EU citizens, the process is simpler: the permanent right of residence (pravica do stalnega prebivanja) is acquired automatically after 5 years — apply for a certificate at the Upravna enota.

The Slovenian citizenship law (Zakon o državljanstvu Republike Slovenije) is among the strictest in the EU regarding dual citizenship. Upon naturalisation, applicants must RENOUNCE their original citizenship — Slovenia has very limited exceptions. Key exceptions where dual citizenship may be retained: (1) acquisition of Slovenian citizenship by birth or descent; (2) cases where renunciation would cause disproportionate hardship and a special dispensation (posebna dovoljenja) is granted by the government — rare and difficult to obtain; (3) ethnic Slovenes abroad in some circumstances. For most nationalities (including EU citizens), the practical outcome is that naturalisation means giving up the original passport. The B2 Slovenian language requirement is a significant barrier — Slovenian is one of the more difficult Slavic languages, especially for speakers of non-Slavic languages. Start language learning immediately if you plan long-term residence.

Citizenship by Descent (Slovenians Abroad)

Citizenship via Marriage to a Slovenian Citizen
Eligibility
Foreign nationals married to a Slovenian citizen for at least 3 years may apply for naturalisation after only 1 year of legal residence in Slovenia — significantly shorter than the standard 10-year route. The marriage must be genuine and subsisting.

The spousal route is 3 years of marriage + 1 year of Slovenian residence — not 3 years of residence. This is far shorter than the standard 10-year route. The B2 language requirement remains a significant barrier. Note: the renunciation rule may be waived for spousal naturalisations in some cases — verify with the Ministry of Interior or a Slovenian lawyer.

This is the simpler EU-framework permanent residence right, not full citizenship. EU permanent residents have very broad rights in Slovenia but do not hold a Slovenian passport. Note: the citizenship route still requires 10 years for EU citizens (5 years to permanent residence + 5 more years on permanent status) plus language and renunciation of original EU citizenship.

Dual citizenship is not allowed — Slovenia generally does NOT allow dual citizenship upon naturalisation — one of the stricter positions in the EU. Exceptions where dual citizenship may be retained: (1) Citizenship by marriage — spousal naturalisations may be eligible for a dual-citizenship dispensation; (2) Citizenship by descent — Slovenes abroad obtaining citizenship through origin may retain prior citizenship; (3) Extraordinary naturalisation — may be granted without renunciation; (4) Countries that legally prohibit renunciation — applicants from such countries are exempted from the renunciation requirement; (5) Children born to a Slovenian parent who automatically acquire dual citizenship at birth. For standard naturalisation (10-year route), the renunciation requirement applies and is verified by the Ministry of Interior. For most expats on the standard route, becoming Slovenian means giving up the original passport — a serious lifetime decision requiring careful consideration and legal advice.
