SI-PASS
SI-PASS is Slovenia's national digital identity and authentication system. It is a qualified digital certificate that identifies citizens and residents to all Slovenian e-government services, banks using the SI-PASS protocol, and various digital services. SI-PASS enables legally-binding electronic signatures equivalent to handwritten signatures under EU eIDAS regulation.
How to get it: Obtain a SI-PASS certificate from a certified certification authority. The main options: (1) SIGEN-CA (free, managed by the Government Centre for Informatics — sigenca.gov.si) — requires in-person identity verification at an Upravna enota or post office; (2) Pošta®CA (certificate available at Pošta Slovenia post offices); (3) HALCOM-CA and other accredited providers for professional use. The certificate is installed on a computer or smart card. A mobile-friendly version (smsSIGEN) is available for mobile device authentication. Valid for 1–3 years, renewable.
E-Government Portal
https://e-uprava.gov.siThe eUprava portal is Slovenia's central government services hub. Once you have a SI-PASS digital certificate, you can manage virtually all official affairs remotely. The portal is primarily in Slovenian but many common tasks have English guidance on si.gov.si (the official government information portal). The most commonly used services by expats are: e-Davki (tax), SPOT (business), ZZZS (health insurance), and ZPIZ (pension) — all integrated through SI-PASS authentication.

Slovenia's digital government infrastructure is relatively mature within the EU. The SI-PASS system enables full digital citizenship for most official tasks. However, the process of obtaining SI-PASS requires in-person verification initially — plan for this in your first weeks. Some official processes still require physical presence (e.g., initial EMŠO registration at Upravna enota). Mobile apps from Slovenian institutions are primarily in Slovenian — having a good translation app (Google Translate camera function) on your phone is helpful for navigating government portals.
