Cédula de Identidad / Cédula de Extranjero

Venezuela uses the physical Cédula de Identidad (for nationals) and Cédula de Extranjero (for resident foreigners) as the primary identity document. SAIME (Servicio Administrativo de Identificación, Migración y Extranjería) manages biometric IDs. There is no separate digital national ID card, but SAIME has developed a digital verification portal and the Cédula data is integrated into key government digital systems. The Sistema Patria (carnet de la patria) is a government social benefits platform with digital credentials — primarily for Venezuelan nationals accessing subsidised goods and social programmes.

How to get it: Cédula de Extranjero: apply at SAIME offices after obtaining your residence permit. Process: submit residence permit, passport, biometric photos, and SAIME application form. Biometric capture (fingerprints, photo) done at SAIME. Processing time: 4–12 weeks. Some processing via SAIME online portal (saime.gob.ve) for pre-registration and appointment booking.

Venezuelan e-government portals have improved significantly since 2020 but remain less reliable than European equivalents. Portal downtime is frequent — always have a backup plan (in-person visit). Some portals require a specific browser version or do not work on mobile. Use Google Chrome on desktop for best compatibility. VPN may be needed to access some portals if your internet route is throttled. SENIAT's portal (seniat.gob.ve) is the most critical for expats and is generally functional. SAIME online (saime.gob.ve) can be used for appointment booking but in-person attendance is still required for most processes.
