Centro de Educación Inicial (CEI) State-run: free. Private: USD 150–500/month

Age: 0–6 years

Subsidy available

Government-run CEI (Centros de Educación Inicial) are free but have limited capacity and variable quality. Private jardines de infancia and preescolares in expat areas of Caracas charge USD 150–500/month depending on facilities and quality.

Public CEI: registration at local MPPE (Ministerio del Poder Popular para la Educación) administrative office. Private: direct application to the school with birth certificate, vaccination record, and parents' ID documents.

⏱️ Private preschools in desirable areas (Altamira, Chacao, Las Mercedes) have waiting lists. Register 6–12 months in advance. Many international school preschool sections also have waiting lists.

International School Early Years USD 400–900/month (annual fees USD 5,000–12,000)

Apply directly to each school. AISC (American International School of Caracas) and Colegio Internacional de Caracas have structured early years programmes. Applications open September/October for the following academic year starting in September.

Public primary school (Escuela Nacional) Free

Escuela Básica Nacional / Educación Primaria

Ages: 6–11 years (Grades 1–6) · Language: Spanish

Registration at the nearest public school or MPPE zone office. Required documents: birth certificate, vaccination card, proof of address, parent ID. The school year runs September to July with a December–January break.

Public primary schools are free but quality varies significantly. In Caracas, eastern-zone public schools (Chacao, El Hatillo) are generally better maintained. Most expat families use private or international schools. Class sizes of 30–40 students are common. The national curriculum (Currículo Nacional Bolivariano) is standardised nationally.

Public secondary school (Liceo Nacional) Free

Liceo / Educación Media General / Técnica

Ages: 12–17 years (Grades 7–12) · Language: Spanish

Automatic progression from primary school or registration at the nearest liceo through MPPE. Private secondary schools charge USD 200–800/month. International schools charge USD 700–1,500/month.

Secondary education comprises Media General (academic track leading to Bachillerato) and Media Técnica (technical/vocational track). The Bachillerato certificate is required for university admission. Most expat families opt for private bilingual schools or international schools offering IGCSE, IB Diploma Programme, or American curriculum.

International Schools

Caracas has several international schools. Escuela Campo Alegre (ECA, ecak12.com) — the US Embassy-assisted school, American/IB curriculum, Pre-K to Grade 12, operating in 2026 and accepting applications for 2026-27; contact admissions for current USD fees. Colegio Internacional de Caracas (CIC, cic-caracas.com) — IB World School (MYP and Diploma); fees in USD — contact admissions. The British School Caracas (tbscaracas.com) — British curriculum. Caracas also has French, German, Italian, and Jewish-community schools. Given Venezuela's economic instability and dollarised fee structures, verify current operating status, fee amounts, and payment mechanisms directly with each school before relocating. All charge fees in USD.

University

Tuition fee

Public universities (UCV, USB, UCV): free for all nationals and legal residents. Private universities (UCAB, Santa María, Andrés Bello): USD 500–2,500/semester.

Semester fee

Public universities: nominal administration fee in bolívares (equivalent to USD 5–20). Private universities: USD 500–2,500/semester. International school fees in USD.

Student visa

Student visa or residency permit required for full-time study at Venezuelan universities. SAIME processes student residence permits. Enrolment letter and financial means documentation required.

Health insurance

Not mandatory but strongly recommended. IVSS coverage is available to enrolled students but private health insurance is essential given limited public healthcare capacity.

Application process

Public universities: admission via CNU (Consejo Nacional de Universidades) national exam system (OPSU). Private universities: direct application with Bachillerato certificate, grades, and entrance exam. Foreign qualifications must be recognised by CNU/MPPE before admission.
