🏛️ Social Contributions
Mandatory social security fund covering pension, disability, maternity, and work injury. Both employee and employer contribute. IVSS registration is handled by the employer. The actual benefit received in practice is very modest — many expats rely on private coverage instead.
Housing fund contributions. Theoretically fund housing finance for contributors. In practice, foreign employees rarely access these funds. Deducted monthly from payroll.
Vocational training fund. Employer contributes 2% of total quarterly payroll; employees contribute 0.5% of bonuses, overtime, and variable pay. Remitted quarterly.
Venezuela's seniority fund (fideicomiso prestaciones sociales) — not a tax but a significant employer labour cost. Must be deposited in a trust fund (fideicomiso) monthly. Paid to the employee on departure regardless of reason. This is one of Venezuela's most important labour rights — a substantial severance accumulation.
🛒 VAT Rates
IVA (Impuesto al Valor Agregado) at 16% standard rate. SENIAT enforces electronic invoicing (facturas electrónicas) for registered businesses. Registration required for businesses with annual sales above the UT threshold. IGTF (Impuesto a las Grandes Transacciones Financieras) at 3% applies to payments made in foreign currency (USD, EUR, crypto) — charged by financial institutions on these transactions.

🌍 Special Expat Tax Rules
Tax residency: 183+ days in Venezuela in a calendar year triggers resident status — taxed on worldwide income. Non-residents are taxed only on Venezuelan-source income at progressive rates. ISLR (Impuesto Sobre la Renta) declaration: residents file by 31 March for the prior calendar year. SENIAT enforces reporting for employees through employer PAYE withholding. Expats paid in USD by foreign employers are technically taxable on that income as Venezuelan tax residents. Venezuela has double taxation treaties with a small number of countries — check with a SENIAT-registered tax adviser.
